[06] CONSTITUTIONAL AMENDMENTS TO BE DISCUSSED AT THE
LEADERS' SUMMIT
Coalition partners will discuss the Constitutional
amendments package. Leaders are expected to abandon the proposal
requiring a 2_3 majority vote of Constitutional Court members in order
to close political parties. Leaders will discuss a 5+5 year
duty-period for the presidency. The required changes of the TGNA
by-laws will also be handled at the summit. /Sabah/
[07] TUZMEN TRAVEL TO SWITZERLAND
Foreign Trade Undersecretary Kursad Tuzmen left for
Switzerland today. Tuzmen will pay an official visit to Switzerland at
the invitation of Swiss Economy State Secretary David Syz February
5-7. Tuzmen will also hold a conference on recent developments in the
Turkish economy and the economic and trade relations between Turkey
and Switzerland in Zurich tomorrow. /Turkiye/
RUMSFELD: "WE SHOULD STRENGTHEN NATO"
US Secretary of Defence, Donald Rumsfeld, gave a
signal that the new US administration thinks differently than Europe
over defence policy. Speaking at the International Security Conference
in Munich, Rumsfeld emphasized NATO will play the leading role in the
European defence as before, and gave the message that the US does not
welcome the planned establishment of the Rapid Reaction Force by the
EU. He said, "A weak NATO, weakens the European security."
German Foreign Minister Joscka Fischer said the EU was insistent upon
developing its own defence force. Fischer, pointing to Turkey, said,
"A veto against this formation leads to the creation of two
separate structures." /Turkiye/
[08] BOYCOTTING FRANCE
12 more projects worth $6 billion which would have
been carried out by French firms will be cancelled by the Turkish
authorities. The projects are as follows: Turksat satellite project,
Hydro electrical power plant, Third GSM licensee, Privatization of
Turk-Telekom, Construction of Bodrum, Ankara and Dalaman airports,
Construction of Kars-Tbilisi and Istanbul-Ankara railroads, Marmaray
project, Privatization of Turkish Airlines, Akkuyu Nuclear power
plant, Akkuyu thermical power plant, Melen project. /Star/
[09] FRENCH INTELLECTUALS CRITICIZE FRENCH PARLIAMENT
Alexandre Adler (journalist): "The balloting
was terrible. 20% of the parliamentarians who voted was ignorant about
foreign policy, the others voted in order to humiliate Turkey because,
they are against Turkish inclusion in Europe. We presented a stupid
gift to Kocaryan." Olivier Roy (Islamic Specialist): "This
is no way related to France's strategic interests. It was done
completedly for ballot concerns. While Rwanda and Algeria exist, a
vote on a matter which does not concern us is very absurd."
Jacques Attali (Writer): "During history, we enjoyed warm
French-Turco relations. The decision is a pychological drama. We have
to turn new pages. Turkey will be a center of attraction in ten
years." Dominique Moisi (Academician): "There are very
powerful and organized Armenian lobbies. We, the French, submitted to
those. Strangely, France is Turkey's the most powerful ally in

[10] ARMENIAN LOBBIES ACCUSE THE REPUBLIC OF TURKEY
Armenian Lobbies have thus far accused the Ottoman
Empire for the so-called genocide of 1915-1919. But, a draft in the US
Maryland State Council claims the genocide was carried out from
1915-1923, including the government of the newly established Republic
of Turkey. Therefore, the draft wants to include the TGNA and Ankara
government, under the leadership of Ataturk, to the list of groups
which committed genocide. They also want compensation for their
losses. /Star/
[11] CAKMAKOGLU'S STATEMENT
Minister of National Defence, Sabahattin
Cakmakoglu, reacted to the intransigent nature of the European Union
(EU). Concerning minorities, Cakmakoglu said, "Turkey cannot
agree with this." The Defence Minister adding that he did not
want to the EU to intervene in Turkey's internal affairs, said,
"Is the goal of abolishing the death sentence, human rights or
the rescue of the leader of the PKK terrorist organization? I agree
with the public which believes the EU is looking for any reason to not
include us in the EU." Cakmakoglu made a number of statements on
the important issues that Turkey is facing, including Turkey's
relations with the EU, the struggle against terrorism, and the
security of the prisons. /Aksam/
[12] SECOND ARMENIAN MEMBER OF THE MHP
An Armenian man, reacting to the approval of the
so-called Armenian genocide bill, became a member of the Nationalist
Action Party (MHP) in Yalova's district of Cinarcik. Jirayr
Derguzeryan, aged 45 and a Turkish citizen of Armenian origin, stated
he was protesting the law. He registered into the MHP's Cinarcik
community. Derguzeryan said, "I was born in this beautiful
country, did my military service here and pay my taxes here. This
country has never discriminated against me just because I am an
Armenian." Another Armenian, Agop Ficiciyan, joined the MHP in
Cinarcik the day before. /Aksam/
[13] CHP WARNS THE GOVERNMENT AND PUBLIC
The Republican Peoples Party (CHP) issued a warning
to the government and the public concerning the so-called Armenian
genocide bill approved by the French National Assembly and French
President Jacques Chirac. Deputy General Chairman of CHP, Inal Batu,
said, "The plan comprising of terrorism, promotion, financial
compensation and land repatriation is being implemented." Batu
evaluated Chirac's approval and said, "This was an expected
development. Both the administration and the parliament in France
playing an active role, and these steps were taken with considering
Turkey's reactions. /Cumhuriyet/
[14] ESAT COSAN DIES
Esat Cosan, a retired Professor of Theology in
Ankara University and leader of the Nakshibandiyya sect in Istanbul,
died in a car accident in Australia. /Milliyet/
[15] CONTRACT FOR CHILD LABOR BECOMES OFFICIAL
A law enacting the International Labor
Organization's (ILO) contract related to the prohibition and
elimination of child labor under improper circumstances, is now
official after issuance in the Official Gazette on Sunday, the
Anatolia News Agency reported. According to the contract, children
under 18 will not be employed under improper conditions. The law,
approved by Parliament and immediately enacted, prohibits children
from being forced to work for debt repayment and forbids children from
being employed in illegal areas. /Turkish Daily News/
[16] GENERAL OZKOK DEPARTS THE TRNC
Land Forces Commander General Hilmi Ozkok has left
the Turkish Republic of Northern Cyprus (TRNC), after attending a
conference called "Peace 2001". Addressing reporters at
Ercan airport, General Ozkok said he had been observing Greek and
Greek Cypriot efforts to fully arm the island, including bringing the
Baphos Air Force Base in line with the so-called joint military
doctrine. /Turkish Daily News/
[17] MUMCU RETURNS FROM THE US
Minister of Tourism, Erkan Mumcu, who travelled to
New York to oversee Turkey's promotion campaign, returned home
yesterday. Mumcu arrived in Istanbul on a THY plane. Mumcu has
previously travelled to the US, Japan, South America and Australia in
his efforts to promote Turkey abroad. /Cumhuriyet/
[18] TURCO-FRENCH ECONOMIC RELATIONS
Reportedly, 20% of the 500 largest companies in
Turkey have joint investments with French companies. Renault,
Carrefour, Promodes, Parficim, Compagnie Fin. De Camondo, Danone,
Telecom, par Satel Mobil, Total Gas, Thomson and Lafarge are among the
281 companies in question. The trade volume between the two countries
was $4.7 billion in 1999. According to the Treasury Undersecretary's
data for the year 1999, 15 Turkish companies operate in France.

[19] BOMBERS PROTESTING OSCE MEETING IN ISTANBUL WERE
CAPTURED
Six people accused of placing bombs near the
Russian Consulate and in Harbiye during the OSCE summit in Istanbul
two years ago in protest against the invasion of Chechnia by the
Russian Federation, were arrested. During the interrogation , it came
to light that these persons were planning actions against businessmen,
including the kidnapping of some businessmen. /Milliyet/
[20] SUPER HELICOPTERS FOR TURKISH POLICE
The Directorate General of Security decided to buy
ten MD-600N-type helicopters produced by McDonnell Douglas. The
helicopters, will have infrared techology and, are expected to be
delivered in six months. They will serve in sensitive and critical
centers with respect to terrorism and state security. /Turkiye/
[21] 33 NEW COMPANIES ESTABLISHED
The number of companies established last year
increased by 22.4% compared to last year. According to data from the
State Institute of Statistics (DIE), 27,083 new firms were established
the year before last, and 33,161 were established last year. On the
other hand, there was a 34% increase in the number of closed

[22] NEW AIRLINES TO BE ESTABLISHED
A new airline company, "Free Bird", will
begin operation in April. The company established by Gozen Aviation
will organize charter flights to Europe with three MD 83 type planes.

[23] 1,458 PERMANENT RESIDENCE FOR QUAKE VICTIMS
The construction of 1,458 permanent residences in
Bolu for quake victims, financed by the Ministry of Public Works and
Housing was completed. The Ministry Undersecretary, Raci Akyuz, said
25,714 more houses are being constructed in the quake-ridden area.

[24] 12 % INCREASE IN TEXTILE EXPORTS
According to the figures announced by the Uludag
Exports Association, textile exports in Bursa increased by 12 % and
totalled $37 million. /Sabah/
[25] GROWTECH AGRICULTURAL FAIR IN ANTALYA
Growtech Eurasia 2001 International Agricultural
Equipment and Flowers Fair will be organized in Antalya March 22-25.
Companies from Italy, Spain, Netherlands, France, Israel, Greece and
Russia will participate in the fair. /Star/
[26] INDUSTRIALISTS RUSH TO NEW ORGANIZED INDUSTRIAL ZONE
The Aliaga district in the Aegean region will soon
have a new organized industrial area. The Aliaga Organized Industry
Zone will be built on some 9,220 acres near Aliaga's Coraklar village.
Representatives of 560 different organizations have applied for a
place in the area, which when complete will provide some 50,000 new
jobs. /Turkish Daily News/
[27] MC DONALDS PROMOTES TURKEY TO JAPAN
The world-famous fast food chain McDonalds promoted
Turkey's historical and touristic beauties throughout its 2,000
Japanese branches by distributing 400,000 brochures in January. In the
Japanese brochures, financed totally by McDonalds' representative in
Japan, Anatolian history and the historical and touristic beauties of
today's Turkish Republic were promoted. The brochures stated that
Turkey, where the Western and Eastern cultures meet and where
different people from different cultures live, includes numerous
beauties within its borders. /Aksam/
[28] TURKEY DEVELOPS IN FAIRING
Turkey, which understands the importance of
international fairs, hosted many international fairs last year.
Chairman of the Executive Board of TUYAP fair company, Bulent Unal,
said they had begun to implement some joint projects with the best
fair companies such as Hannover Messe and Frankfurt Messe. Unal added,
"Hannover and Frankfurt Messes will come to Turkey for the first
time to attend the fair called 'Otomekanika'. The fair will be a forum
for the automative sub industry and garage mending equipment. The
exhibit begins in June. In addition, the Turkish adaptation of the
electromechanics fair 'Elek', exhibited in France, will be made."

[29] OTTOMAN CALLIGRAPHY EXHIBITION IN BERLIN
The Businessman Sakip Sabanci opened an exhibition
on Ottoman Calligraphy in Berlin. /Star/
[30] BIRET'S CONCERT IN ATHENS
World-famous pianist Idil Biret staged a concert at
the Athens Music Hall. Biret performed Sergey Rachmaninoff's Concerto
No. 1 with the participation of Athens State Orchestra conducted by
Viron Fidecis. Biret returned to perform an encore at the insistence
of the 2,000 strong audience. Biret stated she believed Turkish and
Greek people greatly resembled one another and that the cultural
exchange between these two nations should be more intensive. /Aksam/
[31] TOURIST FLOW TO CAPPADOCIA
In January, 31,670 foreign tourists and 48,046
Turkish tourists visited Cappadocia, famous for its fairy chimneys and

[33] THE INCIDENT AT THE TGNA BY YILMAZ OZTUNA (TURKIYE)
Columnist Yilmaz Oztuna writes on the incidents
which took place at the TGNA last week. A summary of his column is as
follows: "For the first time ever, a deputy died during the
plenary session of the Parliament. The Chairman of a commission was
harassed in his seat for the first time. The seats reserved for the
commission and the podium of the TGNA speaker were surrounded. Threats
were made. Fists replaced speeches. Similar incidents happen in all
democracies. In other democracies, the parliaments have real immunity.
In other countries, the closing of a parliament means the end of a
state. In Turkey however, it has been closed twice. Today everyone's
attention is focused on the TGNA. I can never think of someone
carrying a gun, let alone bringing it into the halls of parliament.
However excited a session becomes, commonsense should not be lost.
