"We all understand that only by agreement we can solve current problems" - said Mr. Krajisnik, announcing that until December 27, when the constitutive session of National Assembly was scheduled, probably will be held the additional consultation. Ms. Plavsic emphasised that as soon as possible must be established the Assembly and Government of RS, expressing the hope that the newly elected bodies will work much better then to date.SARAJEVO - The RS Government is considering the Proposal of decision on provisional financing from Budget, as well as the Information on preparations for making Budget for next year. The members of Government will be provided with the reports on material provision and living standard in Army of RS and realisation of the Plan of autumn sowing for this year, as well as the Information on requirements for using the commodity stocks. At the agenda is also the extension of the Law on amendments and supplements of the Law on provisional determining the customs during import of motor and additional vehicles and machines. SARAJEVO - The Law on customs tariffs is not harmonised at the yesterday's session of the Council of Ministers of B&H, and the essence of the dispute, the co-Chairman Boro Bosic sees in "the attempt of the Croatian and Bosniac party to impede through the higher customs rates the import of certain products from FR Yugoslavia". Bosic stressed "simple lack of wish to solve this problem", and assessed as logic the announcement from the Office of the High representative Carlos Westendorp to proclaim the law effective until January 10, since the deadline for its adoption expired on December 20, which was precisely determined at the Bonn Conference. SARAJEVO - The High Representative for B&H Carlos Westendorp decided to enter into force the Provisional Law on Custom tariffs on January 10, since the Council of Ministers of B&H did not adopt it until December 20, as required by the international community. "The High Representative have brought the decision that the Provisional law on custom tariffs will be entered into force, because the applying common custom tariffs makes constituent part of normalisation and integration of economy" - is stressed in the announcement from Westendorp's Cabinet. SARAJEVO - The co-Chairman of the Council of Ministers of B&H Boro Bosic assessed during the meeting with the minister of Foreign Affairs of Portugal Jaime de Gamma that the Portuguese troops in RS are welcomed as the forces of the friendly country, and highlighted the assistance of the Portuguese Government in renewal, citing the reconstruction of the hospital in Rogatica. Bosic reminded Mr. de Gamma on the soon constituting of the new assembly and Government, by which, as he said, "will be created the conditions for an overall stabilisation in the Republic". ROGATICA - The delegation of the Portuguese Government lead by the ministers of the Foreign Affairs and Defence Jaime de Gamma and Veigle Simash, visited the Portuguese soldiers in SFOR stationed in Rogatica. SARAJEVO - The World Bank approved US$ 27 millions of credit for B&H, of what 17 millions for reconstruction of power utility system, development of agriculture and housing construction in RS, while the remaining ten millions US$ was dedicated for reconstruction of the gas-system in FB&H. In the framework of the project for reconstruction of B&H, EU and UN offered US$ 65 millions for construction of new 4,500 new apartments and procurement of 550 small tractors and other equipment for agriculture, and for repairing water supplying system in 20 municipalities in RS and repairing and modernising power supplying system in Banja Luka. BANJA LUKA - The Serbian People's Union /SNS/, Socialistic Party /SP/ and the Party of independent Social-Democrats /SNDS/ are requiring that at the constitutive session of the new Parliament in Bijeljina, on December 27, the RS president Biljana Plavsic address the delegates and announce the name of the new mandator for government. According to the attitude of these parties, the mandator should propose the composition of the government until January 15. BANJA LUKA - The president of Socialistic Party of RS /SP RS/ Zivko Radisic supported the proposition of the president of RS that the constitutive session of National Assembly would be held on December 27 and suggested the nomination of the new mandator of new government. Radisic expressed the fear that the Protocol between SDS and radicals "could block the work of executive and legislative organs and deepen the political crisis in Republika Srpska". DOBOJ - In the Department of the Ministry for refugees and displaced persons in Doboj was announced that the authorities of Zenica-Doboj Canton by various blackmails are forcing Muslims to return in Doboj municipality and other parts of RS. "If somebody do not want to submit the application for return, on his behalf that is doing the person officially charged , so such applications are without appropriate documentation, even with the wrong address of the former home of the person who is submitting the request", was announced in the Department of the Ministry, stating precisely that 10 out of 15 persons of the Muslim nationality are submitting the request for return. BANJA LUKA - The projection of films "Unpremeditated murder", "My fatherland" and "Jugofilm" /Yugoslavia/, "Seductive moon" /China/, "Fiesta" /France/, "The priest" /Great Britain/ and "Basquot" /USA/ will mark the finish of the First Film Festival of RS "FERS '97 - the window into the world", which started on December 20 in Banja Luka.
