[01] Romanian president Emil Constantinescu about Romania's NATO membership
"This year will see decisive measures for Romania's integration wuth NATO",
Romanian president Emil Constantinescu said on Thursday in his opening
speech before a series of lectures at the National Defence College. "We are
not allowed to miss this opportunity beciase the the bases of security for
the millenium to come are laid now", president Constantinescu added. Also
on Thursday, during a meeting with representatives of diplomatic corps in
Bucharest. President Constantinescu said Rpmania's relation with its
neighbours, with Russia as well as with other South-East European contries

[02] Romanian negociations with international bodies
The Romanian government has started negociations with international bodies
on getting financial support for the economic recovery of the country. As
from Thursday, representatives of Romanian government started meetings with
IMF experts to sign a new stand-by accord wich should take into account the
real situation in our country. World Bank and EU experts are due to come to
Rpmania this weekend. Prime minister Ciorbea said Rpmania is to sign
agrrements on loans wuch should secure social protection as well as on
social assistance loans by th World bank.RRI - January, 17
[03] World Bank's director Kenneth Lay about Romanian bamking system
"The Romanian banking system works normally, despite some difficulties
inherent to the transition period", Kenneth Lay, World Bank's director for
Europe and Central Asia told a press conference at the World Bank
headquarters in Bucharest. "Romania's government benefits from a 55 million
dollar aid from the World Bank, which is meant to water down social costs
of current economic reform through a social security fund", Mr Lay added.
The World Bank delegation has announced that a strategy will be decided in
mid-March at the level of IMF and World Bank meant to provide long term
financial aid for Romania. RRI - January, 17
[04] Romanian prime minister formally renounced his mayor duties
Romanian prime minister Victor Ciorbea formally reounced his office as
mayor general of the city of Bucharest. On Thursday, he presented the
achievements of the so-called Contract with Bucgarest, his electoral
manifesto. It was the first such a document in Romania's post-revolutionary
political life and it was inspired by the famous Contract with America
which helped republicans win legislative election back in 1994. Victor
Ciorbea made a review of the achievements he had while mayor general. First
of all, this institution became more transparent and open to public
opinion. Then, the corrupt people in local administration were sept away.
And - last but not least - the Cuty Hall and tha Bucharesters established a
closer and more fruitful dualog. Mr Ciorbea also spoke about other
improvements, in public transpotation, sanitation, the influx of investors
for new housebuilding. The City Hall board has elected a new interin mayor
general by vote. We recall that Victor Ciorbea became mayor of Buchares in
the Wake of July 1996 local elections, being designated prime minister of
Romania after legislative and presidential elections in November 1996.RRI -

[05] Romania welcomes the Israeli-Palestinian peace accord on Hebron
The Romanian foreign ministry hails the initialling of the accord on the
Israeli army's pull-out from Hebron, a document that is a new important
step on the path to historic reconcilliation between Israelis and
Palestinians. The Romanian foreign ministry highly appresciates the special
contribution that the American diplomacy, supportd by Egypt, Jordan and the
EU countries made to finalization of the agreement. Romania, which played
an important role in approximating the stances of the Israelis and the
Palestinians and gettinf the Arab-Israeli negociations under way,
reiterates its determination to back the peace efforts in the Middle

[06] Alfa Cartel's proposal to the Romanian government
The Alfa Cartel - Romania's second biggest trade union federation - has
proposed to the government to consider special crisis budget to fully
compensate the supplimentary expences the people will have in purchasing
basic food stuffs, house maintenance and so forth. The crisis budget is not
to replace the compensation measures which the government already
envisages. The Alfa Cartel leader Bogdan Hossu criticized the fact that the
government had been late in understanding the need for a social dialogue
with the trade unions and employers' associations. Mr Hossu highlighted
that the population would successfully cope with economic reform only if
thoroughly informed about these issues. In an other move, the government,
the trade unions and the employers' associations will meet again in
Bucharest for a new round of negociations.RRI - January, 17
