In 1997, in Thessaloniki, a city of the sun, a charming and indolent city, a lively and dynamic city, a city of tastes and colors, an open and tolerant city, a city of religions, ideas and culture, we shall undertake to:
- declare the multiplicity of European culture and the particular characteristics of national artistic creation
- extol the potential of cultural intervention in the understanding among peoples and in their peaceful cohabitation
- seek the contribution of Orthodoxy in the peaceful co-existence in the modern world
- encourage the local intellectual and artistic forces to achieve autonomy in creation and to make innovative co-operations and, also, to reinforce the intellectual initiatives which support the local cultural market with international orientation
- promote the disputations, the quests, the criticism and the creative intervention of new proposals and of innovative artistic initiatives and highlight forms of artistic and intellectual expression that have been repressed
- support organizations and events which transfer the boundaries of cultural activity of the city into the provinces and which lay the foundations of co-operation with broader areas in Northern Greece
- reinforce activities which go beyond the local character and which define and promote the city as a center of national and international cultural activities of a permanent character
- provide room for action to those intellectual and artistic forces of Hellenism that live and create outside Greece
- support intellectual and cultural events which combine education and culture, so that art can become accessible to everyone
- promote the quality of everyday life and of the ecological concept, which recognizes the culture of tastes and colors, the culture of the town square, of the marketplace and of movement, which recognizes the right to have free time and space, the right of the green of the land and the blue of the sea
- combine the possibilities offered by the established business activities of the city, in the broader region, with the development of bonds for cultural co-operation and artistic exchanges
