    YILMAZ ASKS BAYKAL FOR ONE YEAR GUARANTEE
    Prime Minister Mesut Yılmaz said ''If Baykal extends support to the government till 1999, we will implement the emergency program and decrease the inflation within one year. There are local elections in 1999 and they can be united with general elections. I wish the Republican Peoples Party (CHP) leader Deniz Baykal to support the laws which will be adopted during this period.''

    SUSURLUK SECRETS
    Prime Ministry Investigation Council President Kutlu Savas talked to many high ranking police officials while preparing his report about Susurluk scandal. Savas noted in his report that True Path Party (DYP) leader Tansu Ciller withdrew 50 million dollars from secret fund to buy weapons and special materials for Special Team, yet this was only shown as five million dollars.

    AGAR BEFORE THE COURT
    True Path Party (DYP) parliamentarian from Elazıg and former Interior Minister Mehmet Agar, whose parliamentary immunity has been lifted, gave statement before the Istanbul State Security Court. His statement to Chief Prosecutor Erdal Gokcen and Prosecutor Cengiz Engin lasted for four hours.

    The tension in Turkish-Greek relations escalated after the latest statement of Greek Foreign Minister Thedoros Pangalos, who talks about hostility against Turkey and Turkish people in all of his speeches. Foreign Ministry Spokesman Necati Utkan responded to the latest criticisms of Pangalos by saying that ''The result of having hostility feelings against Turkey is obvious: What happened to Greece in the past can also happen today.'' Noting that Greece has fascit and racist tendencies in its history, the statement described Pangalos as Greek fascist.

    Turkish firm Begendik will construct the giant Hungarian motorway worth of three billion dollars. Two Hungarian parliamentarians visited Ankara and met the officials of the Turkish firm yesterday. Begendik will also construct a market in Hungaria.

    [02] TURKEY-EU - GERMAN FOREIGN MINISTER KINKEL: ''IT IS NOT POSSIBLE TO ISOLATE TURKEY BECAUSE OF RELIGION''

    BERLIN, Jan 11 (A.A) - German Foreign Minister Klaus Kinkel said on Saturday that Turkey, which applied for European Union (EU) full membership, can not be isolated because of ''religion.''

    Addressing a statement after meeting Swedish Foreign Minister Lenaa Hjelm- Wallen, German Foreign Minister Kinkel said they took EU expansion meetings, EU-Turkish relations and the recent developments in Algeria during the meeting.

    Responding to a question of A.A correspondent, who asked whether EU states bring a new proposal to Turkey or whether the decision taken in Luxembourg summit continue to be valid,'' Kinkel said:

    ''Turkey belongs to Europe. We proposed Turkey to participate in European Conference and agree with the implementation of special strategy to prepare Turkey for full membership. Turkey reacted sentimentally to this proposal. No body aims to keep Turkey outside of Europe. Turkey's choice of Europe continues and it is still valid. Turkey will solve its human right and Kurdish problem by itself and we will help in other issues.''

    Noting that EU attributes great importance to its bilateral relations and meetings with Turkey, Kinkel stressed that EU is not a Christian club, adding that ''Such kind of a factor did not play a role in taking the decision in Luxembourg summit. Although Turkey is moslem, it is governed by Western norms and secularism. Turkey is a candidate to full membership despite its several deficiency.''

    Describing the illegal migration as an ''Iraqi issue,'' Kinkel claimed that they expect Turkey which is used as a transit country, to solve this issue politically.

    [03] TURKEY-TRNC - TRNC PRESIDENT DENKTAS RECEIVES FOREIGN MINISTRY UNDERSECRETARY HAKTANIR IN TRNC - DENKTAS: ''WE DID EVERYTHING TO SOLVE CYPRUS ISSUE ON TABLE'' - HAKTANIR: ''IT IS TIME TO IMPLEMENT THE WARNINGS THAT EXIST IN DECLARATION DATED JAN 20,1997''

    LEFKOSA, Jan 11 (A.A) - Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas said on Saturday that they did everything to solve Cyprus issue on the table, yet the Greek Cypriot side played every kind of games to refrain from negotiation.

    TRNC President Denktas received Foreign Ministry Undersecretary Korkmaz Haktanır the same day.

    Addressing a speech at the meeting, Denktas stated that the Greek Cypriot side was conveyed the message that it is not possible to solve the Cyprus question by such a policy which ignores the equality between Turkey and Greece and the rights and duty of Turkey in Cyprus.

    ''The Greek Cypriot side should understand the fact that TRNC will not be left alone and Turkey will not give up TRNC. If the Greek Cypriots give up their hostile attitute, negotiations can start,'' said Denktas.

    Foreign Ministry Undersecretary Korkmaz Haktanır said in his part that time has come to implement the warnings that exist in the Declaration dated on Jan 20,1997. Haktanır stressed that peace has to be installed and relations should be improved between two states in TRNC.

    Haktanır also met TRNC parliament Speaker Hakkı Atun, Prime Minister Dervis Eroglu, Foreign and Defense Minister Taner Etkin in TRNC.

    Addressing a statement at Ercan Airport upon his arrival in TRNC, Foreign Ministry Undersecretary Haktanır had said that peace in Cyprus was essential for the stabilty of Eastern Mediterranean.

    Noting that old solution parameters lost their validity after Luxembourg Summit, Haktanır added that peace in the island should be realized at state level and Turkey would support TRNC regarding this issue.

    Responding to a question, Haktanır pointed out that ''the Greek Cypriot side prepared its own suicide by giving military bases to Greece.''

    ANKARA, Jan 11 (A.A) - Prime Minister Mesut Yılmaz said on Saturday night that the government should give priority to its sruggle with the inflation, adding that ''If Mr Baykal extends guarantee, we can implement the one-year emergency program to struggle with the inflation.''

    Prime Minister Yılmaz participated in a live television program broadcasted in a private channel NTV.

    Responding to questions, Prime Minister Yılmaz stated that 1998 will be a difficult year for Turkey and the government should launch great efforts to install economic and political stability.

    Yılmaz pointed out that the most important uncertanity which the government faces is the duration of the Republican Peoples Party's (CHP) support and he proposed CHP leader Deniz Baykal to explain clearly his attitute in 1998.

    ''Turkey is an exceptional country where prices are too high and people live in high inflation. If Baykal extends us time guarantee and declares this to the public opinion, then we are ready to implement the program which was preferred by IMF and Mr Baykal. If this is not the case, we will implement a three-year program,'' said Yılmaz.

    Responding to a question regarding Susurluk scandal, Prime Minister Mesut Yılmaz pointed out that ''I can not give a deadline regarding the enlighment of Susurluk scandal as long as a report is submitted to me.''

    Noting that there is not a problem in Southeastern Anatolia which is based on ethnic origin, Yılmaz stressed that the problem is an economic and social one.

    Prime Minister Mesut Yılmaz said that the government will not increase the prices of public products for six months in the first half of 1998, if there are not ''extraordinary changes.''

    Responding to questions concerning relations with European Union (EU) and the customs union, Prime Minister Yılmaz stated that the customs union contributes to the growth of Turkish economy, yet Turkey will suspend its political relations with EU, as the latter did not include Turkey to its expansion process.

    Yılmaz stressed that there might be a neglicence of Turkish authorities regarding the human smuggling to Italy via Turkey and he ordered officials to investigate this.

    ''This incident is an activity of a big crime organization which used people from many countries, not only from Turkey. The main reason is economic, but the separatist terrorist organization tried to propagate that the migration happened because of persecution,'' added Yılmaz.

    [05] TURKEY-ILLEGAL IMMIGRATION - POLICE TAKES 1374 PEOPLE INCLUDING 1017 FOREIGNERS INTO CUSTODY

    ISTANBUL, Jan 11 (A.A) - Police took under custody 1374 people who were wanted for committing crime and 1017 foreigners in a stepped-up effort to stem the flow of illegal immigrants through Turkey to western Europe in the early hours of Sunday.

    Istanbul police said that police arested 106 people who were wanted for committing crime, 92 people who did not have identity card, 259 people who looked suspicious, 424 foreigners who did not have passports, 243 foreigners who looked suspicious and 350 foreigners who illegally migrated to Turkey.

    Turkey is a transit country where people from many countries try to migrate to Europe illegally.

    [06] TURKEY-INTERNAL - STATE MINISTER GEMICI ADDRESSES TO A.A - GEMICI: ''1998 WILL BE A YEAR OF REFORMS''

    ZONGULDAK, Jan 11 (A.A) - State Minister Hasan Gemici said on

    Sunday that the government will realize many reforms in 1998 which will be very beneficial for the society and the state.

    Addressing a statement to A.A correspondent, Gemici stated that the 55th government came to power in a very negative atmosphere, yet it did many things like the eight years compulsory education.

    ''We took important decisions particularly to struggle with the inflation. 1998 budget aims to struggle with the inflation,'' said Gemici.

    Noting that a taxation reform is underway, Gemici added that ''The draft law on taxation reform will be submitted to the parliament in the coming days. Local administrations, social security reforms and the right of public servants to set up trade unions are all at the agenda of the government.''

    [07] TURKEY-FOREIGN POLITICS - FM CEM: ''WE FOCUS ON LARGE SCALE ECONOMIES LIKE RUSSIA, INDIA, CHINA, JAPAN AND CANADA''

    IZMIR, Jan 11 (A.A) - Foreign Minister Ismail Cem said on Saturday that Turkey started to focus on large scale economies like Russia, India, China, Japan and Canada.

    Addressing a speech in Izmir, Cem stated that ''I, as a foreign minister represent a tradition which is 700 years old. We are the only country which has modern values like democracy, secularism, human rights and the equality of man and woman in islam world which has a population of 1,5 billion.''

    Noting that Turkey is both Asian and European, Cem stressed that ''this is our important power. Turkey is a part of Europe with its geography and history, but if Europe is based on religion and race, then Turkey is not a part of it. If being European is an issue of understanding, we are part of it.''

    Cem added that Turkey's trade volume with US is not enough and Turkey should export products to Canada, India and China.

    ''We recorded progress in Russia and we will open a similar shopping center in Shangai city of China during my visit in February. Turkey should also improve its relations with the Middle East, as this will be to the interest of Turkey,'' said Cem.

    Foreign Minister Ismail Cem pointed out that Turkey does not have any problem with the European countries, but with European Union (EU). Cem added that EU owes three billion dollars to Turkey.

    [08] TURKEY-TRNC (2) - TRNC PRESIDENT DENKTAS: ''GREEK CYPRIOT SIDE AND GREECE ARE IN A DANGEROUS PATH''

    LEFKOSA, Jan 11 (A.A) - President of Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas said on Sunday that Greek Cypriot side and Greece walk through a dangerous path, as they think they can reach a solution in the island without taking the rights of Turkey and Turkish Cypriot side into account.

    Addressing a speech at a dinner held in the honour of Foreign Ministry Undersecretary Korkmaz Haktanır, TRNC President Denktas stated that ''I will send a comprehensive book written about genocide by a British writer to Pangalos. The genocide of Turkish Cypriots by the Greek Cypriot side and Greece from 1963 till 1974 is written in this book, I hope he reads it.''

    Hoping that Turkey and Greece live in friendship and Cyprus becomes a friendship bridge between them in the future, Denktas stressed that those who recognized the Greek Cypriot side as the legitimate government, are responsible for the situation in the island today.

    Foreign Ministry Undersecretary Haktanır in his part said that he hopes this year the Cyprus question is solved.

    Stressing that several main problems between the two states in the island should be solved firstly, Haktanır pointed out that the two states and their people should live side by side in Cyprus.

    Meanwhile, a high ranking meeting headed by TRNC President Denktas was held between the delegations of the two states. The delegation meeting took up the latest political developments regarding the Cyprus issue.

    [09] TURKEY-ACCIDENT - THY AIRPLANE OVERSHOOTS RUNWAY IN SAMSUN AIRPORT

    ANKARA, Jan 11 (A.A) - A Turkish Airways (THY) airplane, which was on a domestic flight from Istanbul to Samsun overshot the runway and damaged its nose cone while trying to land Samsun Airport on Sunday.

    Officials told A.A correspondent that a RJ100 type airplane landed off Ataturk Airport at 13.30 (GMT 11.30) for Samsun with 67 passengers and five crew.

    The plane tried to land twice due to heavy fog and snow in Samsun Airport. The plane slid and overshot the runway because of the snow.

    The two pilots have been injured slightly and the captain pilot has been taken under medical treatment.
