[03] Battle against Corruption & Tax Evasion

Internal Revenue Service (SDOE) Secretary Yiannis Kapeleris, in a forum organized by the Hellenic-American Commerce Chamber on "Money Laundering", revealed cases of extensive tax evasion and corruption. George Zorbas, president of special committee to set up a common body of public administration inspectors, spoke of the need for change of attitude of both citizenry and state. Finance undersecretary, Dimitris Kuselas announced strict inspections to combat tax evasion and corruption.

According to Mr. Kapeleris state hospital doctors are involved in big corruption cases regarding overpriced imports of implants, heart pacers, charge of fake treatments, fake subscriptions of drugs costing million of euros to tax payers.

The head of SDOE said that tax evasion increased in the recent years due to lack of political willingness, underlined the need to staff SDOE inspectors. He also proposed failure to justify source of income to be referred to justice as penal crime.

Finance undersecretary Dimitris Kuselas announced strict inspections to off-shore companies and cross examination of banking data. He said the government was determined to combat corruption which according to 2008 data approaches 5 billion euros.

Former president of committee to combat money laundering, George Zorbas expressed objections to regulations such as closure of taxation cases, settlement of illegally add on semi-closed spaces, due debts and illegally built properties. Specifically on repatriation of capital, he maintained that it was unconstitutional as it grants taxation amnesty to ones who take advantage of its regulations.

Mr. Zorbas also described source of income system as a failure, maintaining that politicians, who declare large property ownership, should be the first to be inspected. He also described as unacceptable the fact that 80 judges, who did not submit source of income declarations, were not punished.

Public Administration General Inspector, Leandros Rakintzis described distribution of justice still very slow and said he was annoyed by the fact that no one has been punished for money laundering.

The head of International transparency Hellas, Kostas Bakuris said corruption at world level is above one trillion dollars annually.
