Reports say the program will mount to 2.3 billion euros will be included in the OAED plan but it will be also subsidized by ESPA. In his speech during today's meeting of the Ministers' Council, Mr. Papandreou underlined that the government has a plan and strategy and it is proving it with deeds. "We are building up confidence to Greek economy so as 2011 to be the last year of recession", the Prime-minister said and blamed opposition parties for projecting their anti-memorandum hypocrisy, underestimating Greek people. Mr. Papandreou also referred to November, 7 local administration elections, stressing the historical importance of this election procedure as it regards materialization of "Kallikratis" plan. Draft-bill determining disappropriation and compensation of property owners of land where the Burgas-Alexandropolis pipe-line will go through was presented during Monday's meeting of the Ministers' Council. Reports say that the Prime-minister spoke of "significant project" and added that the draft-bill proves that Greece really wants and does not raise obstacles for its materialization. There is close cooperation with the Russian side. A debate will be soon held on Culture Ministry draft-bill on cinema, which was among draft-bills presented. Its axis is based on 4 terms: more money- more financing sources-less bureaucracy- support creativity. Environment Minister, Tina Birbilis presented draft-bill on wastes, with which Greece incorporates EU instructions and establishes procedures for its management. Reports say that all political parties agree on political responsibilities of involved ministers and undersecretaries but object on the penal responsibilities. New Democracy party has walked out of the committee , speaking of political persecution. Different Approaches Reports say that PASOK group, participating in the Inquiry Committee, consider certain reference to justice of former ministers, Basiakos, Dukas and Kontos while some expressed doubts about Roussopoulos and Bulgarakis. But the majority believes all 5 government officials during ND ruling will be referred to justice. The GCP is certainly expected to refer Basiakos, Dukas, Kontos. LAOS will hand its report but is considering not to propose reference to justice as crimes have been written off. LAOS is likely to attribute responsibilities to specific persons if crimes have not been written off. SYRIZA considers unlikely not to refer to justice at least three former ministers who signed decisions but it is highly concerned over diverging views about written off crimes. The Judicial Council will take the final decision under the light of developments in penal procedure. ND blames PASOK for predetermined political persecutions. In Athens, heavy rainfall caused transport chaos and flooded basements and ground shops while intervention of fire department was necessary in many cases. Tornado hit Kalamata and the island of Zante. The Civil protection General Secretariat and the state mechanism are on the alert to deal with any problems that may arise. Transport Chaos in Athens Heavy rainfall caused transport chaos in Athens and brought down branches even trees. The Fire Department received tens of calls from Pallini, Ilion and Pikermi suburbs to pump out water from flooded basements. Tornado Hit Kalamata & Zante In Kalamata, tornado lift the roof of the Port Authority Office, uprooted trees and brought down a DEH pylon. Extensive damage was caused to shipyard installations. A meting is to be held at the Town Hall to assess damage and estimate cost for restoration of damage. The island of Zante was also hit by tornado which caused damages to houses and cultivations. Problems in northern Greece In Kilkis, heavy rain has disrupted train services, and traffic in the Polikastro-Thessaloniki old national road. In Rethymno, all members of a family were killed in a road accident when driver lost control of car due to heavy rain and slippery road. Bad weather conditions are forecast to intensify today and tomorrow while improvement of weather is expected from Wednesday. EU Finance Ministers Council are expected to hold informal talks on 2011draft budget and release of Eurostat revision of 2009 deficit. Deficit Revision to Be Announced this Week The issue, however, will lear on Friday when Eurostat will announce Euro- region member states fiscal data for 2006-2009. Reports say final figure for Greece's revised deficit for 2009 is near 15% of GDP. Revision of 2009 data is likely to have a negative impact on 2010 state deficit and state debt but government officials reassure that there would not be need for new measures to achieve targets set. "Even if Greece's government change, the memorandum will remain", said Eurogroup head Jean-Claude Juncker, expressing satisfaction at the effective measures the government has taken. Five months after the signing of the memorandum and all have recognized Greece's efforts which has regained to a significant extent its lost credibility, Greece's representative to the IMF Panagiotis Rumeliotis told state radio NET 105.8 . "Any extension of time for repayment of debt will be a gesture to reward Greece for its efforts to tidy its state finances", he added.
