MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb13/01/09[01] Consumers: European Commission adopts EU standard for baby walkers to prevent infant accidentsA European safety standard for baby walkers, which will help to prevent many childhood accidents, has been published in the Official Journal today, following its formal adoption by the European Commission. Hospital emergency data from both the EU and the US over the last 20 years consistently shows that baby walkers are a hazard, with thousands of infants treated for baby walker accidents every year. Research from Australia indicates that at least one in three children using baby walkers will be injured at some point. Further research from the UK's Child Accident Prevention Trust estimates that more children are injured by baby walkers than by any other nursery product. Baby walker accidents, such as tipping over or falling down stairs, can be very serious, as in most cases they involve injuries to the head. The EU standard introduces a requirement for stability tests during the manufacture of baby walkers, and for the design to be geared towards reducing the risk of injuries. Member States backed the Commission's proposal to introduce this standard at the General Product Safety Committee (GPSD) in November 2008 and the European Parliament has also welcomed the decision. The standard will provide all economic operators and market surveillance authorities will have a clear, quick and single reference for making, importing or checking baby walkers for safety.[02] Simply the best: Danuta Hübner salutes Rhineland-Palatinate drive for growth, jobs and innovationOn 13 and 14 January, Regional Policy Commissioner Danuta Hübner is in Rhineland-Palatinate to meet authorities responsible for implementation of European Cohesion Policy in the region. During her visit, the Commissioner will meet Rhineland-Palatinate Minister President Kurt Beck for talks focused on the contribution of Cohesion Policy to the European Economic Recovery Plan and will see projects which have received EU support for research and innovation.[03] Air passenger transport up by 7% in 2007The total number of passengers transported by air in the EU27 rose by 7.3% in 2007 compared with 2006, to 793 million. In 2006, passenger numbers in the EU27 rose by 4.7%. In 2007, the highest numbers of passengers were registered in the United Kingdom (217 mn, +3%), Germany (164 mn, +6%), Spain (164 mn, +9%), France (120 mn, +6%) and Italy (106 mn, +11%). The number of air passengers rose in 2007 in all EU Member States. Four Member States recorded growth of above 20% compared with 2006: Romania (+41%), Latvia (+27%), Poland (+25%) and Lithuania (+22%). The lowest growth rates were reported in Luxembourg (+2%), the United Kingdom (+3%), the Netherlands, Hungary and Cyprus (all +4%). Of the total number of passengers transported by air, 22% (176 mn) were carried on national flights, 44% (346 mn) on intra-EU27 flights and 34% (271 mn) on extra-EU27 flights. These figures are published in a report from Eurostat on air transport in the EU27 in 2007. This report also looks in detail at national, intra-EU and extra-EU air transport passengers, as well as the most important airport pairs, nationally and internationally.Rediffusion [04] Gas dispute: EU activates civil protection mechanism in gas deprived Moldova during crisisThe European Commission has activated its Community Mechanism for Civil Protection at the request of the Republic of Moldova, to help the local population affected by the gas disruption during the ongoing dispute between Ukraine and the Russian Federation.
