  • [01] European Union deploys Election Observation Mission to Ghana

    The European Commission will deploy an EU Election Observation Mission (EOM) for the Presidential and Parliamentary elections in Ghana scheduled to take place on 7 December 2008. The EU EOM will be led by Mr. Nickolay Mladenov (Bulgaria), Member of the European Parliament and is a contribution to support democracy in Ghana.

    [02] Le dialogue interculturel: un défi pour les confessions et les convictions?

    Croyances religieuses, philosophies et convictions font partie intégrante d’une diversité culturelle qui, par le dialogue, peut enrichir nos sociétés et contribuer à l'épanouissement personnel. Mais dans nos environnements culturels toujours plus différents, cette grande variété de confessions, de croyances et de convictions peut engendrer des erreurs de jugement et des peurs. Dans les pires cas, certains subissent des discriminations fondées sur leur confession ou leurs convictions, conséquence des préjugés nourris par certains autres. Une centaine de participants sont attendus à une conférence qu’organise aujourd'hui la Commission européenne dans le contexte de l'Année européenne du dialogue interculturel et dans le prolongement de l'Année européenne de l'égalité des chances pour tous de 2007.

    [03] Animal Testing: Launch of a new website to inform about the development of alternative methods

    The European Commission has launched today a new website, the so-called 'Tracking System for Alternative test methods Review Validation and Approval (TSAR)', designed to track the development of new alternative test methods which should replace, reduce and refine current animal testing.

    [04] "Citoyenneté européenne: au-delà des mots, des droits concrets!": la campagne d'information de l'Union européenne en Bulgarie

    Après avoir visité la Roumanie et l'Allemagne, la campagne de la Commission sur la citoyenneté européenne se déplace en Bulgarie. Sous le slogan "Citoyenneté européenne: au-delà des mots, des droits concrets!", la campagne, qui a pris la forme d'une tournée de présentation, passera dans 20 villes bulgares du 11 au 22 novembre 2008. Cette campagne donnera aux citoyens des informations sur leurs droits de citoyens de l'Union européenne, tels qu'ils sont définis par la charte des droits fondamentaux de l'Union européenne.

    [05] Practising what we preach: environmental management in the European Commission

    Following the positive results of its third EMAS (eco-management and audit scheme) registration, the European Commission is now preparing to extend EMAS to the entire organisation from 2009. With this scheme, the Commission has in place a structured system for managing the environmental aspects of its activities, thus leading to improvements in several areas including increasing energy efficiency, reducing emissions and raising awareness among staff of environmental issues.

    [06] High Level Expert Group on EU financial supervision to hold first meeting on 12 November

    The independent High Level Group on financial supervision set up by Commission President José Manuel Barroso and chaired by Jacques de Larosière will hold its initial meeting on 12 November. The Group will make recommendations to the Commission on strengthening European supervisory arrangements covering all financial sectors, with the objective of establishing a more efficient, integrated and sustainable European system of supervision and also of reinforcing cooperation between European supervisors and their international counterparts. The full mandate for the Group is attached.

    [07] L'Europe sur les ondes...et sur la toile: lancement de la plateforme en ligne d'EURANET, le réseau de radios européennes

    Le réseau de radios européennes EURANET lance sa nouvelle plateforme Internet, multilingue et interactive: "community on web". Mme Margot WALLSTRÖM, Vice-présidente de la Commission Européenne et Commissaire en charge des Relations institutionnelles et de la Stratégie de communication, s'est félicitée du soutien que la Commission européenne apporte au consortium pour les cinq prochaines années.

    [08] Commission calls for a European focus on rare diseases

    The European Commission adopted today a Communication and a proposal for a Council Recommendation on rare diseases setting out an overall Community strategy to support Member States in diagnosing, treating and caring for the 36 million EU citizens with rare diseases. The limited number of patients affected and the fragmentation of knowledge about them across the European Union, makes rare diseases a prime example of where working at European level is necessary and beneficial.

    [09] Solidarity Fund: EU provides EUR 8.25 million of aid for flood damage in Slovenia

    Danuta Hübner, European Commissioner for Regional Policy, and Ivan Žagar, the Slovenian Minister for Local Self-Government and Regional Policy, will sign an Implementing Agreement today to confirm € 8.25 million in aid for the Slovenian areas worst hit by the severe floods in September 2007. The grant is being made available through the European Union Solidarity Fund (EUSF). It will reimburse public funds spent on the immediate emergency response: restoring infrastructure, setting up temporary accommodation, activating rescue services and clean-up operations in affected areas.

    [10] EU27 trade in goods with Russia up by a quarter in the first half of 2008

    Between 2000 and 2007, EU27 trade in goods with Russia nearly tripled in value. This rapid growth continued in the first six months of 2008, with the value of EU27 exports to Russia rising to €50 billiion from €40 billion in the first half of 2007, and imports rising to €88 billion from €69 billion. The share of Russia in the EU27's total external trade in goods nearly doubled between 2000 and 2007. In the first half of 2008 the share rose further, with Russia accounting for nearly 8% of EU27 exports and more than 11% of EU27 imports. Russia was the EU27's third most important trading partner, after the USA and China. On the occasion of the 22nd European Union - Russia summit, which will take place on 14 November in Nice, Eurostat issues data on trade and investments between Russia and the EU.

    [11] Commission clears acquisition of Swift Tankers Pool by APMM

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Swift Tankers Pool (Swift) of Denmark by A.P. Møller-Mærsk (APMM), also of Denmark. APMM's business activities include containerised liner shipping, container terminal services, inland transportation, logistics, harbour towage and oil and gas exploration and production. Swift transports petroleum products by sea. The operation was examined under the simplified merger review procedure.

    [12] Enregistrement de deux dénominations de produits agricoles

    La Commission européenne a ajouté deux dénominations de produits agricoles et alimentaires à la liste des appellations d'origine protégées (AOP) et indications géographiques protégées (IGP). Il s'agit de la viande française "Bœuf de Bazas" (IGP) et de la pâtisserie finlandaise "Kainuun rönttönen" (IGP). Les deux dénominations s'ajoutent à la liste d'environ 800 produits déjà protégés en vertu de la législation sur la protection des indications géographiques, des appellations d'origine et des spécialités traditionnelles.     La Cour des comptes européenne a validé les comptes de l'UE. L’institution supérieure d’audit a constaté que la majorité des paiements européens vérifiés par elle étaient réguliers. Elle a cependant relevé des erreurs encore trop fréquentes dans certains domaines, notamment celui des dépenses consacrées aux régions et à la promotion de l'emploi (politique de cohésion), dans le cadre desquelles les subventions sont gérées par les autorités nationales. En dehors de ce secteur, la Cour estime que 95 % au moins des paiements sont libres d’erreur.

    [14] Concentrations: la Commission autorise le projet de rachat d’ILOG par IBM

    La Commission européenne a autorisé, en vertu du règlement CE sur les concentrations, le projet de rachat de l’éditeur français de logiciels ILOG S.A. par l’entreprise américaine International Business Machines Corporation (IBM). Après examen, la Commission est parvenue à la conclusion que l’opération n'entraverait pas de manière significative le jeu d’une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.

    [15] Cuba: Effective disaster response avoids major loss of life from Hurricane Paloma

    Louis Michel, the European Commissioner for Development and Humanitarian Aid, has praised Cuba's response to Hurricane Paloma which struck the island as a category four storm at the weekend. There had been concern that this hurricane, at the very end of the hurricane season, would seriously damage recovery efforts following the devestating Hurricanes Gustav and Ike this summer. Cuban authorities evacuated more than one million people before Hurricane Paloma struck the island.
