MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb28/05/08[01] New EU study lifts lid on financial exclusionMillions of Europeans face an increased risk of social exclusion through lack of access to basic financial services, according to a new study presented by the European Commission today. It reveals that 2 in 10 adults in EU-15 and almost half in EU-10 (47%) do not have a bank account while many more have no savings and lack access to credit. The results of the study will be discussed today at a high level conference in Brussels, bringing together the financial sector, consumer groups, public authorities and NGOs. The initiative follows the Single Market Review of November 2007, where the Commission announced its intention to ensure that, by a certain date, nobody is denied access to a basic bank account.[02] EU and Croatia agree employment prioritiesAs part of Croatia's preparations to join the EU, Vladimír pidla, European Employment Commissioner, will today meet with Croatian Deputy Prime Minister Damir Polančec to agree the main priorities for Croatian employment policy. The 'Joint Assessment of Employment Priorities' (JAP) examines the main strengths and challenges for the Croatian labour market with a view to preparing accession to the EU and Croatia's future participation in the EU employment strategy.[03] Roadmap on visa free travel opens EU doors to MontenegroEuropean Commission Vice President Jacques Barrot, in charge of Justice, Freedom and Security, welcomed the transmission of the Roadmap on visa liberalisation to Montenegrin Foreign Affairs Minister Milan Rocen, accompanied by Deputy Prime Minister Gordana Djurovic and Minister of Interior Jusuf Kalamperovic, today in a ceremony which took place in Podgorica. The Roadmap gives clear indications to the Montenegrin authorities on the measures that need to be taken in order to grant visa free travel to all its citizens in the near future.[04] La Commission adopte un code de conduite pour les représentants d'intérêtLa Commission européenne a adopté un code de conduite qui contient des règles claires et précises sur le comportement que les représentants d'intérêt devraient adopter dans leurs relations avec le personnel de la Commission. Ce code va de pair avec le registre des représentants d'intérêt que la Commission lancera le 23 juin 2008, et l'adhésion ce code constituera une condition de l'inscription dans le registre.[05] Call for tender for study on information exchange for fruit and vegetable marketThe European Commission launched today a call for tender for a "Feasibility study on the setting up of a platform for data and information exchange for the European fruit and vegetable market". Access to reliable, complete and up-to-date information constitutes a key factor for a transparent and efficient European fruit and vegetable market. The knowledge of market data and the exchange of information on market developments also serve as a major tool in preventing and combating crises on the market. In particular, the feasibility study will assess the legal implications stemming from the regulatory framework, notably as regards the rules on competition and data privacy, and the technical requirements for harmonising data on the level of producers so as to facilitate its exchange, and also regarding the necessary ICT tools for an EU-wide network. The Commission intends to award the contract before the end of 2008, following the evaluation of the offers received. The contractor will have to carry out the study within 4 months from the signature of the contract.
