MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb27/05/08[01] Boosting a European Single Labour Market for Researchers: the Commission proposes a new partnership with Member StatesIn the Communication "Better careers and more mobility: a European Partnership for Researchers ", the European Commission seeks a partnership with Member States to ensure that the necessary human resources are available to sustain and enhance the contribution of science and technology to a knowledge-based European economy. Europe faces growing global competition for the best talents and demographic challenges. The aim of the partnership is to align and focus the efforts of individual Member States. Joint priority actions should make the EU a more attractive place for researchers, and allow researchers to be more mobile between countries, institutions, and between the academic and private sectors. Key areas for action are the systematic opening up of recruitment, meeting the social security and pension needs of mobile researchers, providing fair employment and working conditions, and ensuring that researchers have the right training and skills.[02] An unlimited source of Internet addresses to be on stream in Europe by 2010Increasing demand for Internet based services means that there would not be enough addresses to support this expected growth, if no action is taken. Encouraging internet users and providers to adopt the latest Internet Protocol (IP version 6 or IPv6) will provide a massive increase in address space, much in the same way as telephone numbers were lengthened in the 20th century. The European Commission today set Europe a target of getting 25% of EU industry, public authorities and households to use IPv6 by 2010, calling for concerted action at European level to get all actors prepared for a timely, efficient change to avoid extra costs for consumers and give innovative European companies a competitive advantage.[03] The Commission launches a campaign to promote energy efficient drivingThe European Commission, together with Europia, one of the partners of the Sustainable Energy Europe Campaign, have launched today a number of actions to promote energy efficient driving habits among European car users. "To reach our ambitious targets of CO2 reduction and energy savings we have to make a big effort in all sectors. In certain cases this will require high tech solutions, but in others we just need to apply some common sense. This campaign provides a set of simple tips to reduce CO2 emissions and save money, simply by driving more intelligently. Learning a few tricks will help EU citizens to keep more fuel in their tanks, more money in their pockets and more CO2 out of the atmosphere", said Energy Commissioner Andris Piebalgs.[04] Toy Safety: Commissioner Kuneva to sign agreement with industryTomorrow in Brussels European Consumer Affairs Commissioner Meglena Kuneva will sign a voluntary agreement with Toy Industries of Europe (TIE) President Bryan Ellis. Journalists are welcome to attend the signing ceremony at 11:00 hrs. at the Berlaymont "piazza" on 3 floor. The voluntary agreement is an initial engagement of the toy manufacturers. It represents a first step that is intended to form part of a wider initiative involving the main actors across the toy supply chain.. TIE agrees to engage its members in a work programme– providing education and training on toy safety standards focusing particularly on the "low end of the market" which has been found to represent the vast majority of cases of non compliant toys. TIE will focus also on enforcement, and will launch a series of "pilot projects" to work with enforcement authorities to more effectively target, identify and intercept unsafe products. TIE is committed to further co-operation with the Commission in the context of a multi-stakeholder forum to take forwards the more detailed recommendations from the Commission's fact finding mission "Evaluating Business Safety Measures in the Toy Supply Chain". Recommendations from this in-depth assessment are currently being finalised by the Commission and the TIE is committed to work with the Commission over the longer terms to put those recommendations into practice. The programme of measures called for by the agreement, will be reported on and evaluated after one year and thereafter on an annual basis. Kroes said "Climate change has become a catalyst for quite fundamentally changing the way we do business." Kroes outlined that in many cases state aid would not be necessary to exploit the climate change market, but that the Commission stood ready to approve aid where it was needed and well-targeted. New Environmental Aid Guidelines (see MEMO/08/31), which came into effect at the beginning of April set out how Member States can use aid to ease the burden of the shift to the low carbon economy of the future she said, based on the principle that we need to adapt but we can't wreck competition in the process. See SPEECH/08/273.Rediffusion [06] Mergers: Commission approves proposed joint venture between Bosch and MahleThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of joint control in the newly created company Bosch Mahle Turbo Systems GmbH & Co KG by the German companies Robert Bosch GmbH and Mahle GmbH. The joint venture will be active in the research, development, manufacturing and supply of exhaust gas turbochargers for the motor vehicle industry.
