As of 15 April 2008 a multi-disciplinary, collaborative forum of practitioners involved in judicial and legal processes will come into being. The Justice Forum, in addition to existing processes, will inform the Commission's work on justice policies and practice.[04] New cosmetic regulation to strengthen product safety and to cut red tapeThe European Commission has proposed to simplify the European law on cosmetics and: 27 transposing national pieces of legislation representing over 3500 pages of legal text will be replaced by one single regulation. The EU Cosmetics Directive from 1976 has become a “patchwork” of 55 amendments without coherent terminology. Today’s proposal aims at strengthening product safety while reducing costs for businesses. For example, requirements for product safety assessments are clarified and simplified notification rules for new cosmetics cut administrative costs for enterprises by 50%. The existing provisions on the ban and phasing-out of animal-tests for cosmetic products by 2009/2013 remain untouched.[05] Commission proposes to improve and streamline the European system for collecting, analysing and reporting environmental informationTimely, reliable and relevant information on the state of environment is essential for sound policies. This includes information on how the climate is changing, whether European waters are improving and how nature is reacting to pollution and changing land use. Such information should be made available to all and be easily understood. To this end the Commission proposes to improve, modernise and streamline the present information systems by establishing a European Shared Environment Information System. The objective of this system is to tie better together all existing data gathering and information flows using modern tools such as the internet and satellite technology. Ces premières estimations sont publiées par Eurostat.[07] Commission clears acquisition of Arsys Group by Mercapital and CarlyleThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Arsys Group of Spain by Mercapital Private Equity SGECR, S.A. controlled by Mercapital S.L. (Mercapital) of Spain, and CETP Participations SARL SICAR, controlled by the Carlyle Group (Carlyle) of the US. Mercapital and Carlyle are private equity investment funds. Arsys Group provides internet housing and hosting services.
