[01] La sécurité d'abord : la Commission propose de nouvelles règles
plus strictes pour les jouets
La Commission européenne a présenté aujourd'hui diverses mesures visant
à améliorer la sécurité des jouets en Europe. La Commission souhaite
renforcer les règles communautaires, notamment celles relatives Ã
l'utilisation de substances chimiques dans les jouets. La proposition
déposée aujourd'hui vise à rendre les jouets plus sûrs en remplaçant et
en modernisant la directive sur les jouets (88/378/CEE) qui date du 3 mai
1988 et est donc pratiquement vieille de 20 ans. La révision poursuit
trois objectifs : d'une part et essentiellement, imposer des exigences
nouvelles et plus strictes en matière de sécurité afin d'éliminer les
dangers identifiés récemment, d'autre part, renforcer la responsabilité
des fabricants et des importateurs en matière de commercialisation des
jouets et, enfin, accroître les obligations des Etats membres dans le
domaine de la surveillance du marché.
[02] State aid : Commission approves regional tax credit scheme for new
investments in the Mezzogiorno of Italy
The European Commission has authorised, under EC Treaty state aid rules,
the single most important Italian regional aid scheme. The scheme, which
foresees aid in the form of automatic tax credits, supports initial
investments in the assisted regions of South of Italy. Investment projects
for which expenses are incurred after 1 January 2007 and before 31st
December 2013 will be eligible for aid under the scheme, for which the
estimated budget amounts to €4.5 billion for the whole period 2007-2013.
The Commission found the scheme to be compatible with the Single Market, as
it meets the requirements of the applicable 2007 Regional Aid Guidelines
(see IP/05/1653).
[03] La Commission autorise le projet de rachat de Cognos par IBM
La Commission européenne a donné son feu vert, au titre du règlement
CE sur les concentrations, au projet de rachat par l'américain IBM
Corporation de la société canadienne Cognos, fournisseur indépendant de
logiciels analytiques d'entreprise. La Commission a conclu que
l’opération n'entraverait pas de manière significative l'exercice d'une
concurrence effective dans l'Espace économique européen (EEE) ou dans une
partie substantielle de celui-ci.
[04] Commission clears creation of joint venture by Rubis and Mitsui
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of Rubis Terminal Antwerp
(Belgium) by Mitsui & Co, Ltd ('Mitsui', Japan) and Rubis group ('Rubis',
France). Mitsui is active in the trading in a number of worldwide
commodities including, inter alia, power and energy-related products, iron
and steel, and non-ferrous metals. Rubis deals with the storage of liquid
industrial products and distribution of LPG and petroleum products in
Europe, Africa and the Caribbean. Rubis Terminal Antwerp has tank terminal
services for liquid industrial products at the port of Antwerp. The
operation was examined under the simplified merger review procedure.
[05] Montenegro joins European Union research programme
Today, Montenegro will sign a Memorandum of Understanding (MoU) with the
European Commission which will allow it full access to the EU's 7th
Research Framework Programme (FP7) which runs from 2007 to 2013. This
"associated status" will allow Montenegro to participate in all calls for
proposals and compete on an equal footing with the EU Member States for
research cooperation and support actions funded by FP7, as of 1 January
2008. This agreement can therefore be seen as an important step in the
process of applying to join the EU. It will allow Montenegrin scientists,
universities and companies to create links with their counterparts across
Europe and build up their scientific expertise, including in scientific
fields crucial to implementing the body of EU legislation. With Montenegro,
all countries of the Western Balkans except Bosnia and Herzegovina are now
associated to the European Union research effort.
[06] László Kovács to visit China to discuss customs cooperation
European Commissioner László Kovács, responsible for customs, will visit
Beijing next week to meet with Chinese authorities, including Customs
Commissioner Minister Mu Xinsheng, in order to discuss ways in which
customs cooperation between the EU and China can be further improved.
Discussions will focus on increasing protection of Intellectual Property
Rights, reinforcing security of the supply chain and introducing trade
facilitation measures for reliable traders. The Commissioner's visit will
also include meetings with business community and an operational visit of
the port in Shenzen. Commissioner Kovács will also visit Hong Kong to
discuss customs cooperation's issues and to start exploratory talks on
taxation of savings.
[07] Louis Michel salue la signature des actes d'engagement pour la paix
pour le Nord et le Sud Kivu
Le Commissaire européen Louis Michel, en charge du développement et de
l'aide humanitaire, se réjouit de la signature à Goma le 23 janvier des
actes d'engagements signés par les groupes armés et le Gouvernement lors
de la clôture de la conférence des Kivus sur la paix, la sécurité et le
développement. L'endossement de ces engagements par toutes les parties
constitue un pas nouveau et très encourageant pour la stabilité dans la
région.
[08] Debate Europe! European Commissioners take part in new online
discussion forum on the future of Europe
On 29th January 2008 Commission Vice-President Margot Wallström and
Commissioners Stavros Dimas (Environment) and Andris Piebalgs (Energy), as
well as other Commission staff, will be online between 15:00 and 17:00 CET
to take part in discussions with European citizens. "With this forum we
want to continue the discussion with European citizens that we started
during Plan D", said Margot Wallström.
