MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb24/01/08[01] Nouvel ensemble de programmes de développement rural accepté pour la période 2007-2013Le comité pour le développement rural (qui rassemble des représentants des 27 États membres) a émis aujourd’hui un avis favorable sur les programmes de développement rural présentés pour la période de financement 2007-2013 par le Danemark, l'Écosse, la France (Guadeloupe) et l'Italie (Val d'Aoste, Pouilles, Sicile et Basilicate). Ces programmes visent à maintenir les infrastructures, à créer de nouvelles sources de revenus pour les zones rurales, à promouvoir la croissance et à lutter contre le chômage. La Commission doit encore approuver officiellement les programmes concernés dans les prochaines semaines.[02] Comenius, le programme de l’Union européenne pour les écoles, favorise l’apprentissage des langues étrangères et la conscience interculturelleLes partenariats scolaires dans le cadre du programme européen Comenius comportent des avantages évidents pour les élèves, les enseignants et les établissements scolaires participants. Telle est la principale conclusion d'une étude récente sur l'incidence des partenariats scolaires européens financés au titre de Comenius. Il apparaît que ces partenariats scolaires aident les élèves à mieux apprendre, améliorent l’environnement d’enseignement et d’apprentissage des écoles, motivent les élèves et les professeurs à apprendre des langues étrangères et renforcent la sensibilisation et les compétences interculturelles.[03] EU mobilises partners to promote decent work for allThe European Commission today announced that it will mobilise the EU's different internal and external policies to help promote decent work for all – the external dimension of the EU's jobs and growth strategy. The initiative comes at a major event organised by different Commission services dealing with the decent work agenda and bringing together key players from national and European authorities, developing countries, emerging economies, civil society and international organisations. The results of today's event will feed into a new package of proposals to be presented by the Commission in September 2008 as a follow-up to its 2006 report on decent work.[04] Sustainable energy a keystone for local development, Hübner tells conference in Southern ItalySustainable energy is a keystone for local development. That is the central message Danuta Hübner, Commissioner for Regional Policy, will deliver at a conference on energy in Bari, Southern Italy, today. The conference, organised to develop Italy's regional development policy for 2007-2013, is entitled 'Sustainable, Competitive and Safe Energy'. Mr Pier Luigi Bersani, Minister of Economic Development, and Mr Alfonso Pecoraro Scanio, Minister of Environment, join Commissioner Hübner as keynote speakers at an event to prepare effective implementation of the energy priorities Italy has defined. The presidents of Italy's southern regions will also take part. The aim is to boost the proportion of renewable sources in the energy consumption of Campania, Puglia, Calabria, Sicily and Basilicata. (GS) of the US and MatlinPatterson LLC (MP), also of the US. GS is an investment banking, securities and investment management company. MP is an investment fund investing globally in companies in financial difficulties. Bankenservice handles cashless payment transaction vouchers in Germany. The operation was examined under the simplified merger review procedure.[07] Non-energy raw materials – Consultation on an EU integrated policy approachThe competitive situation of EU manufacturing industry is facing increasing challenges in ensuring access to raw materials as a result of significant pressure from the growing global economy. Many metallic minerals are either geologically not available within the EU or are being extracted in relatively small volumes compared with global production, e.g. copper (5%), iron ore (2%), nickel (1.7%), and zinc (8.5%). As stated by the Council of Ministers (Competitiveness) on 21 May 2007, this situation calls for the development of a coherent political approach with regard to raw materials supplies for industry which includes all relevant areas of policy (foreign affairs, trade, environmental, development and research and innovation policy). Therefore the Commission is currently preparing a Communication which will set out an EU strategy on non-energy raw materials, to be finalised in the second half of 2008. In preparation for this, the Commission has made a public consultation available online which will be open until 24 March 2008.
