MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb16/03/07[01] La Commission invite les Etats membres à accélérer la mise en place du ciel unique européenLe ciel unique européen vise à adapter la gestion du trafic aérien aux besoins d'une aviation civile hautement concurrentielle et de tous les autres usagers de l'espace aérien. Il doit permettre de réaliser pleinement les objectifs actuels de sécurité, d'optimiser l'utilisation des capacités et d'accroître l'efficacité globale. Il convient donc d'organiser davantage au niveau européen le trafic aérien. Organiser l'espace aérien de façon rationnelle passe par l'intégration transfrontière à l'aide de blocs d'espace aérien fonctionnels. Ces blocs doivent être délimités en fonction de critères opérationnels - en particulier des flux de trafic - plutôt que des frontières nationales existantes. Dans une communication, la Commission européenne fait part de ses inquiétudes concernant les progrès accomplis jusqu'à présent, et craint que les résultats qui seront atteints au cours des deux prochaines années s'avèrent insuffisamment solides et bénéfiques.[02] Transit alpin : l'observatoire des trafics dans la région alpine est désormais opérationnelLes représentants de la Commission européenne et du gouvernement suisse ont tenu aujourd'hui leur première réunion avec les experts de l'observatoire des trafics alpins. HOCHTIEF AirPort GmbH (HTA) of Germany, Caisse de Dépôt et Placement du Québec (CDPQ) of Canada and GIC Special Investments Pte Ltd (GICSI) of Singapore. HTA provides airport management services. CDPQ manages funds for public and private pension and insurance funds. GICSI is active in private equity, venture capital and infrastructure funds, as well as direct investments. BARt manages Budapest Ferihegy International Airport. The operation was examined under the simplified merger review procedure.[04] British, Swedish and Austrian entrepreneurs win the EU's "Nobel prize" for ICTA communications solution that offers businesses access to fixed-line phone services anytime, anywhere, an automatic scanner that digitises books in minutes and a software translation system that avoids the need for reprogramming are the Grand Prize winners of the European Information and Communication Technology (ICT) awards for 2007. These three Grand Prizes worth €200,000 each, were won by British, Swedish and Austrian firms. Seventeen more prizes, of €5,000 each, were awarded to ground-breaking technologies from five other countries. L'avenir de la télévision mobile figurait également à l'ordre du jour d'une réunion informelle des ministres européens des télécommunications jeudi dernier à Hanovre.[06] Euro-Mediterranean Partnership – the social dimensionVladimÃr Å pidla, European Commissioner for Employment, Social Affairs and Equal Opportunities is today taking part in the first event to bring together trade unions and employers' organisations from the Euro- Mediterranean countries. The conference on employment and social dialogue and the Euro-Mediterranean Partnership aims to provide a new impetus for addressing employment issues within the Barcelona Process - which brings together the EU and its Mediterranean neighbours. "If we take the Euro- Mediterranean Partnership seriously, we must address employment and social policy challenges much more strongly than to date. Social development must become a central component of our co-operation with our Southern partners", said Commissioner Å pidla. The conference is hosted by the German EU Presidency and will pave the way for a Euro-Med workshop on employment policy, to be held during the second half of 2007. Elle note avec satisfaction que les libertés d'expression et de circulation ont été assurées aux candidats pendant la campagne électorale et que les autorités de transition ont respecté leur engagement de neutralité pendant le processus électoral.[08] Benita Ferrero-Waldner to attend EU-US Troika in Washington (19/03)The European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will attend an EU-US Ministerial Troika meeting in Washington on 19th March, alongside German Foreign Minister Frank-Walter Steinmeier representing the current EU Presidency, and High Representative Javier Solana. The agenda will be dominated by External Relations issues, notably the Middle East and the announcement of a new Palestinian Government of National Unity, as well as Iraq, Iran, Lebanon, Syria; the future of Kosovo; relations with Russia; Sudan/Darfur and Afghanistan. Discussions will also cover preparations for the next EU-US Summit to be held on 30th April in Washington. The Commission will signal its full support for the German Presidency's proposal for a new Transatlantic Economic Partnership. Following the Troika meeting, and working lunch, Commissioner Ferrero-Waldner will attend a meeting bringing together US and European companies to launch a U.S.-E.U. Energy Tech CEO Forum to intensify Trans-Atlantic energy technology development.[09] Stavros Dimas' concluding remarks to EP debate on seal huntingOn 15 March, European Environment Commissioner Stavros Dimas participated in the European Parliament's debate on seal hunting. He noted that the European Parliament is very concerned about the Animal Welfare Aspects of the Seal Hunting and how the European Union is responding to it. He said that the Commission fully recognised the high level of public concerns regarding the application of humane killing methods. In line with its commitment to high animal welfare standards, the Commission would examine all available information. There are reports, but partly contradictory, that in some regions, seals are being hunted and killed in an inhumane way. The Commission would conduct an in-depth and objective analysis of all existing scientific information relating to the animal welfare aspects of seal hunting in all respective range states. He underlined that part of the assessment would be conducted by the European Food Safety Authority. The overall outcome would enable the Commission to draw sound conclusions and to come back with possible legislative proposals if this is warranted by the situation. Commissioner Dimas also informed the European Parliament that he had asked the responsible Canadian Minister to allow Commission veterinary experts to observe the annual seal hunt in Newfoundland this year. He furthermore invited MEPs to join in this visit. He explained that the European Commission has no legislative means to put an immediate moratorium in place. However, Member State governments may impose bans.
