[I] RĂ©sultats de la Commission de ce jour - Outcome
of today's Commission meeting
[01] La Commission propose un code de conduite visant à améliorer la
répartition des tâches entre les donateurs de l'UE
Réduire les formalités administratives, injecter les fonds là où ils
sont le plus nécessaires, mettre l'aide en commun et répartir les tâches
pour fournir une aide plus importante, plus efficace et plus rapide. Ce
sont lĂ les objectifs d'un nouveau code de conduite volontaire sur la
répartition des tâches dans la politique de développement de l'UE
proposé ce jour par la Commission européenne. Ce code de conduite
énoncera dix principes pour une meilleure répartition des tâches dans
les pays en développement entre les donateurs de l'UE. La Commission
propose, par exemple, aux donateurs de limiter leurs interventions dans un
pays partenaire à maximum deux secteurs pour lesquels ils présentent le
meilleur avantage comparatif. En vertu de ce principe, un Etat membre
pourrait être amené à confier la responsabilité de l'exécution de son
programme d'aide dans un domaine particulier Ă un autre Etat membre mieux Ă
mĂŞme de le faire.
[02] Pologne : la Commission intervient en urgence pour protéger des
habitats naturels menacés
La Commission européenne a adressé à la Pologne un dernier avertissement
en raison des dommages qui seront causés à des forêts vierges et
à d'autres habitats naturels d'importance européenne si la construction
imminente des contournements d'Augustow et de Wasilkow se concrétise. Si
la Commission approuve le renforcement des infrastructures routières en
Pologne, y compris le long du corridor routier Helsinki-Varsovie dans la
partie nord est du pays, elle ne juge ni nécessaires ni justifiés les
dégâts irréversibles qui résulteront de la construction des routes de
contournement. Les travaux de déblaiement concernant ces deux projets de
construction ayant déjà débuté ou étant sur le point de le faire, la
Commission accorde Ă cette question un caractère d'urgence et a demandĂ© Ă
la Pologne de réagir dans un délai d'une semaine.

[03] Palestinian refugees : Commission announces €264 million for UNRWA's
General Fund 2007-2010
European Commissioner for External Relations and Neighbourhood Policy,
Benita Ferrero-Waldner, and Commissioner-General of the United Nations
Relief and Works Agency for Palestine Refugees (UNRWA), Karen Koning Abu
Zayd, have signed today in Ramallah (West Bank) a joint declaration on
Community support to UNRWA for 2007-2010. The Community contribution to the
UNRWA General Fund is expected to be €264 million over the next four
years, which represents a 7% increase in comparison with the previous
period. An initial contribution of €66 million for 2007 is already on
its way. The EU's continuing support to UNRWA is an essential element of
the EU strategy for the Middle-East Peace Process.
[04] Commission clears acquisition of Cariparma and Friuladria by Crédit
Agricole
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Cassa di Risparmio di
Parma e Piacenza S.p.A. (Cariparma) and BancaPopolare FriulAdria S.p.A.
(Friuladria), both of Italy, along with 202 bank agencies in Italy
currently owned by BancaIntesa S.p.A. (Intesa), by Crédit Agricole S.A of
France. Cariparma provides banking and insurance services in Italy and
Friuladria provides banking and financial services. Crédit Agricole
provides multinational banking and financial services. The operation was
examined under the simplified merger review procedure.
[05] Commission clears acquisition of BAWAG by Cerberus
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of BAWAG P.S.K. Bank fĂĽr
Arbeit und Wirtschaft und Ă–sterreichische Postsparkasse Aktiengesellschaft
(BAWAG) of Austria by Cerberus Group (Cerberus) of the US. Cerberus is a
private equity fund. BAWAG is active in banking, leasing and insurance. The
operation was examined under the simplified merger review procedure.
[06] February 2007 : Business Climate Indicator for the euro area increases
in February
After a decline in January, the Business Climate Indicator (BCI) for the
euro area increased in February. The sustained high level of the BCI
suggests that growth in industrial production should pick up during the
first quarter of 2007. The increase in the BCI results from industry
managers' more optimistic assessment of the production trend observed in
recent months, export order books and total order books, as well as of
their stocks of finished products. By contrast, managers' production
expectations for the months ahead worsened.
[07] February 2007: Economic sentiment strengthens in both the EU and the
euro area
The Economic Sentiment Indicator (ESI) increased in both the EU and the
euro area in February. The indicator increased by 1.3 points in the EU and
by 0.5 of a point in the euro area, to 112.0 and 109.7 respectively.

[09] January 2007 : Euro area unemployment down to 7.4% ; EU27 down to 7.5%
Euro area (EA13) seasonally-adjusted unemployment stood at 7.4% in January
2007, compared with 7.5% in December 2006. It was 8.3% in January 2006. The
EU27 unemployment rate was 7.5% in January 2007, compared with 7.6% in
December 2006. It was 8.3% in January 2006. In January 2007, the lowest
rates were registered in Denmark (3.2% in December 2006), the Netherlands
(3.6%) and Estonia (4.2%). Unemployment rates were highest in Poland
(12.6%) and Slovakia (11.0%), followed by Greece (8.7% in the third quarter
of 2006). These figures come from Eurostat.
[10] GĂĽnter Verheugen supports trainee programme at German metal company
European Commission Vice–President Günter Verheugen, responsible for
enterprise and industry, will go next week to Brandenburg in Germany in
support of the trainee programme Enterprise Experience. For two days he
will be visiting Metallbau Windeck, that produces metal equipment for
houses and buildings. In Brandenburg he will be meeting with workers,
apprentices and managers, as well as other local entrepreneurs. Apart from
that Mr Verheugen at the 5th and 6th of March will get hands on experience
in the company of about a hundred employees and will be taught about the
operation of Computerized Numerical Control (CNC) machinery and the work at
Windeck's building sites, where it installs balconies, staircases and
window frames. The Enterprise Experience is aimed at 350 top officials of
the European Commission's Directorate General for Enterprise, to give them
a better insight in the problems that Small and Medium Sized Enterprises
(SME's) face. Vice President Verheugen launched the Enterprise Experience
in July 2006 and now goes out to show his active support, after a first
group of fifty trainees has already come back enthusiastically from their
visits to companies all across the European Union.
[11] Markos Kyprianou on official visit to US
European Commissioner for Health Markos Kyprianou will be on an official
visit to the United States from 1 to 6 March 2007. During his visit
Commissioner Kyprianou will discuss a broad range of issues with his US
interlocutors including regulatory cooperation, new technologies, nutrition
labelling, pandemic preparedness and smoking prevention.
