[01] La Commission propose de mettre un terme l'intervention publique
pour le maïs
La Commission européenne a proposé aujourd'hui la suppression du régime
d'achat de maïs l'intervention publique compter de la campagne
2007/2008. A la fin de la campagne de commercialisation 2005/2006, les
stocks d'intervention communautaire de maïs atteignaient déj 5,6
millions de tonnes soit 40% du volume total des stocks d'intervention. Si
rien n'est fait, ces stocks dont l'achat et le stockage sont financés par
des fonds publics, devraient atteindre 15,6 millions de tonnes d'ici 2013.
Il existe peu de débouchés permettant de limiter ce gonflement des stocks
de maïs et celui-ci se prête mal au stockage long terme. Les régions
qui exportaient traditionnellement du maïs sur le marché mondial offrent
désormais une grande partie de leur récolte directement l'intervention.
La suppression de ce système permettrait au marché céréalier de l'UE de
retrouver un équilibre et rendrait l'intervention sa fonction initiale
de filet de sécurité. La proposition va maintenant être transmise au
Conseil et au Parlement européen.
[02] VAT and public bodies : infringement proceedings against Ireland,
Spain and Finland
The European Commission has decided to refer Ireland to the European Court
of Justice on its treatment of public bodies as non taxable persons for VAT
purposes. In addition reasoned opinions have been addressed to Spain
concerning its treatment of certain services supplied by "registradores de
la propiedad" and to Finland as regards certain services provided by public
legal aid offices. If these two Member States do not comply with the
respective reasoned opinions, the Commission may decide to refer the
matters to the European Court of Justice.
[03] Funding agreement to further develop a comprehensive European
Migration Policy
The European Council's ongoing commitment to viewing migration challenges
and opportunities as "one of the major priorities for the EU at the start
of the 21st century" has received a boost with the European Parliament's
approval on 14 December of the Commission's Justice, Freedom and Security
financial programmes for 2007-2013 which allocates almost €4 billion to
migration issues.

Avec une hausse record des dépenses en faveur de programmes qui renforcent
la croissance durable, la compétitivité et la cohésion de l'économie
européenne, le premier budget annuel du nouveau cadre financier 2007-2013
reflète mieux, dans les chiffres, les priorités politiques de l'Union.
[05] EU delivers further €197,55 million aid to the Turkish Cypriot
community
The European Commission has adopted today a financing decision for a total
of €197.55 million to encourage the economic development of the Turkish
Cypriot community. The financial assistance will focus on five objectives:
1) developing and restructuring of infrastructure; 2) promoting economic
and social development; 3) fostering reconciliation, confidence building
measures, and support to civil society; 4) bringing the Turkish Cypriot
community closer to the European Union; and 5) preparing the Turkish
Cypriot community to introduce and implement the EU's legal order. From the
€197.55 million 18 projects will be supported covering support for
water/wastewater infrastructure, nature protection, telecommunications,
energy, rural development, human resources development, support for medium-
sized enterprises, urban infrastructure, reconciliation projects including
continuation of the de-mining effort, community scholarships, people-to-
people contacts and support to the process of harmonisation with the acquis
communautaire. This financial decision is implementing the Aid Regulation
of €259 million adopted by the EU Member States in February 2006.
[06] Commission, EIB and EBRD to work together in Eastern Europe, Southern
Caucasus, Russia and Central Asia
Today the European Commission, the European Investment Bank (EIB) and the
European Bank for Reconstruction and Development (EBRD) will sign a
Memorandum of Understanding (MoU) to facilitate the joint financing of
projects in Russia, Eastern Europe, Southern Caucasus and Central Asia. The
MoU will bring together the expertise, capacity and comparative advantages
of the three partners to the benefit of the countries concerned. Through
this framework the Commission will also improve the quality of its external
activity and enhance its strategic partnership with Russia and policies in
the eastern neighbourhood and Central Asia. The MoU will allow for the co-
financing of operations in support of the European Neighbourhood Policy in
Russia, Ukraine, Armenia, Azerbaijan, Georgia and Moldova. It will apply
later to Central Asian countries and Belarus, subject to future Council
agreement on EIB financing in these countries. Concretely, the EIB and the
EBRD will work together to finance projects of significant interest to the
EU in energy, transport, telecommunications and environmental
infrastructure. This is a good example of co-operation between the
Commission and the two financial institutions where each party will
contribute to improving the delivery of assistance and bring the highest
added value to the target countries. The MoU will be signed in Brussels at
15:00 by Economic and Monetary Affairs Commissioner Joaquin Almunia on
behalf of the Commission, Philippe Maystadt and Jean Lemierre, respectively
Presidents of the EIB and EBRD.

[07] Un nouveau pôle scientifique l'ouest des Balkans pour favoriser
l'adoption de la législation européenne
Aujourd'hui, M. Janez Potočnik, membre de la Commission européenne
chargé de la science et de la recherche, inaugurera officiellement un
nouveau centre de recherche qui permettra aux scientifiques du sud-est de
l'Europe de se former et de partager leurs connaissances. L'activité du
centre portera essentiellement sur les mesures chimiques et bioanalytiques
nécessaires la mise en œuvre de la législation européenne dans
certains domaines comme la surveillance de l'environnement. Le SENARC
(Slovenian-European Natural Sciences Research Centre) est situé Maribor,
en Slovénie, et il est financé par l'instrument européen d'aide de
préadhésion et les Fonds structurels, entre autres. M. Jure Zupan,
ministre slovène de l'enseignement supérieur, des sciences et de la
technologie assistera également l'inauguration.
[08] European Union Election Observation Mission to Bangladesh
The European Commission will deploy an EU Election Observation Mission
(EOM) for the Parliamentary elections in Bangladesh scheduled to take place
on 23 January 2007. The EU EOM will be led by Alexander Graf Lambsdorff,
Member of the European Parliament. The EOM is a further contribution by the
European Commission to supporting democracy in Bangladesh.
[09] November 2006 : Euro area annual inflation up to 1.9% ; EU25 up to
2.1%
Euro area annual inflation was 1.9% in November 2006, up from 1.6% in
October. A year earlier the rate was 2.3%. Monthly inflation was 0.0% in
November 2006. EU25 annual inflation was 2.1% in November 2006, up from
1.8% in October. A year earlier the rate was 2.3%. Monthly inflation was
0.1% in November 2006. EICP annual inflation was 2.1% in November 2006.
These figures come from Eurostat.
[10] Octobre 2006 comparé septembre 2006 : baisse de 0,1% de la
production industrielle dans la zone euro et dans l'UE25
La production industrielle corrigée des variations saisonnières a baissé
de 0,1% dans la zone euro en octobre 2006 par rapport septembre 2006. La
production avait diminué de 1,1% en septembre et augmenté de 1,6% en
août. Dans l'UE25, la production a reculé de 0,1% en octobre, après
avoir baissé de 0,6% en septembre et progressé de 1,1% en août. En
octobre 2006, par rapport octobre 2005, la production industrielle a crû
de 3,6% dans la zone euro et de 3,4% dans l'UE25. Ces estimations sont
publiées par Eurostat.
