[01] Humanitarian aid for Lebanon : Commission commits another €10
million and plans overall package of €50 million
With growing evidence of a large-scale humanitarian crisis unfolding in
Lebanon, the European Commission has mobilised a further tranche of
emergency humanitarian funding to help victims of the conflict. Following
the announcement of an initial emergency decision for €10 million last
week (IP/06/1049), a further decision, also for €10 million, has been
launched today.
[02] Une enveloppe de €11 millions destinée à l'évacuation hors du
Liban des ressortissants des pays en développement
La Commission européenne a décidé d'octroyer €11 millions pour
aider au rapatriement de quelque 10.000 ressortissants des pays en
développement. La Commission va utiliser le "mécanisme de réaction
rapide" pour répondre à l'appel de pays en développement qui tentent de
rapatrier leurs ressortissants. Ce montant permettra d'évacuer les
personnes les plus vulnérables (en particulier les femmes seules et les
enfants). Le programme est destiné à aider les autorités libanaises et
les pays en développement à évacuer les personnes qui sont encore au
Liban, à apporter un soutien et une assistance médicale aux personnes
évacuées vers les pays de transit (la Syrie, la Jordanie et Chypre
principalement) et à contribuer au rapatriement rapide et organisé de ces
personnes vers leurs pays d'origine.
[03] Commission and Presidency to visit Middle East July 27/28
Finnish Foreign Minister Erkki Tuomioja and European Commissioner for
External Relations and European Neighbourhood Policy Benita Ferrero-Waldner
will travel to the Middle East for talks with leading figures in Israel,
the Palestinian Territories and Lebanon. They will be accompanied by EU
Special Representative Marc Otte. The trip is a first opportunity for the
EU to discuss with all sides the outcome of the international conference in
Rome. On Thursday they expect to see Prime Minister Ehud Olmert and Foreign
Minister Tzipi Livni. They will visit Gaza to witness the conditions on the
ground for Palestinian civilians and to see the Temporary International
Mechanism developed by the EU in action. On Friday the Minister and the
Commissioner will go to Beirut to meet Prime Minister Fuad Siniora, Speaker
of the Parliament Nabih Berri and representatives of civil society. The
visit will focus on the growing humanitarian crisis in both Lebanon and
Gaza, and underline the need to move towards an end to hostilities.
[04] La Commission ouvre une enquête officielle concernant des
restrictions imposées sur des services aériens vers la Sardaigne
La Commission européenne a décidé d'ouvrir une procédure formelle
d'enquête sur les exigences imposées le 2 mai 2006 par l'Italie sur 16
liaisons aériennes entre trois aéroports de Sardaigne et de grands
aéroports de la péninsule italienne. La Commission a des doutes sérieux
quant à la conformité des obligations de service public imposées par
l'Italie avec la réglementation relative au marché des transports
aériens et estime qu'elles risquent de fermer le marché des services
aériens à destination de la Sardaigne. L'Italie a deux mois pour répondre
à l'avis de la Commission à compter de la date de réception de celui-ci.
[05] Commission closes inquiry after China International Marine Containers
abandons acquisition of control over the Burg Group
The European Commission will not adopt a final decision under the EU Merger
Regulation on the proposed acquisition by China International Marine
Containers (CIMC) of the Dutch Burg Group (Burg) following the parties'
announcement of the abandonment of the deal.
[06] Commission approves proposed acquisition of joint control of General
Healthcare Group by Apax Partners Holdings Limited and Network Healthcare
Holdings Limited
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of joint control of the General Healthcare Group Ltd
(GHG), an independent healthcare provider in the UK, by Apax Partners
Holdings Ltd (APHL), a private equity investment advisor, and Network
Healthcare Holdings Limited (Netcare), a South African healthcare provider,
by way of a modification of the voting rights in GHG's holding company. The
Commission concluded that the proposed transaction would not significantly
impede effective competition in the European Economic Area or any
substantial part of it.
