[01] Les femmes gagnent 15% de moins que les hommes dans l'UE et peinent
pour concilier vie professionnelle et vie familiale
Selon un nouveau rapport de la Commission européenne, les femmes dans l'UE
gagnent 15% de moins que les hommes et les avancées ont été lentes dans
la réduction des disparités entre les genres. Le 'Rapport de 2006 sur
l'égalité entre les femmes et les hommes' demande aux Etats membres de
l'UE de trouver de meilleures solutions pour aider les femmes à concilier
les contraintes de la vie familiale et de la vie professionnelle. Il sera
présenté aux dirigeants européens lors du Conseil européen de printemps,
les 23 et 24 mars.
[02] New report considers co-existence of GM and non-GM crops and seeds
The European Commission's Joint Research Centre is publishing case studies
to identify how farmers can reduce the "adventitious" - unintended and
unavoidable - presence of GM material in non-GM harvests. The objective of
the report is to provide a science-based reference to support any future
design and implementation of coexistence measures within the EU. The case
studies covered crop and seed production of maize, sugar-beet and cotton.
The report also examined the feasibility of producing conventional seeds in
Europe under different thresholds for the presence of GM seeds. The study
examines the issue at a regional scale through simulations using data on
European agricultural landscapes, weather conditions and agricultural
practices, rather than just the field-to-field analyses that have been done
so far. It concludes that crop production at the 0.9% threshold set by the
EU is feasible, with few or no changes in agricultural practices, if
adventitious GM presence in seeds does not exceed 0.5%. The production of
seed up to 0.5% GM seed would be possible with little or no change in
current seed production practices.
[03] Commission endorses public service compensation for UK Post
The European Commission has decided not to raise objections under EC Treaty
state aid rules to a refinancing measure in favour of Post Office Limited
(POL), the retail subsidiary of the British Royal Mail Group plc. The
measure in question refinances an earlier funding to compensate POL for the
public service costs of rural counter coverage, which the Commission had
approved in 2003.
[04] Commission approves acquisition of Engelhard by BASF
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of Engelhard, a US company active in specialty
chemicals, including catalysts, by BASF of Germany. The Commission
concluded that the transaction would not significantly impede effective
competition in the European Economic Area or any substantial part of it.
[05] Energie, environnement, compétitivité : la Commission lance un
groupe à haut niveau
A la suite de la communication sur la politique industrielle d'octobre 2005,
la Commission européenne a lancé un nouveau "groupe à haut niveau" (GHN)
sur la compétitivité, l'énergie et l'environnement. Au cours des deux
prochaines années, ce groupe s'attachera à développer la coordination
entre les initiatives politiques et législatives et contribuera à la mise
en place d'un cadre réglementaire plus stable et plus prévisible. Le GHN
se réunira pour la première fois le 28 février 2006 à Bruxelles. Ce
groupe s'inscrit dans le cadre du partenariat européen pour la croissance
et l'emploi.
[06] Commission allocates €15.8 million to a new Vital Health Programme
in Zimbabwe
(! embargo 13h00 !) The European Commission and the Government of Zimbabwe
signed today an agreement for a new EU funded health programme. The
programme will support of the vulnerable groups in Zimbabwe for a total
amount of €15.8 million. The three-year initiative, entitled "Vital
Health Services Support Programme" (VHSSP), will be implemented in both
rural and urban areas.
[07] Zimbabwe : la Commission consacre €12 millions à l'aide humanitaire
destinée aux groupes vulnérables
La Commission européenne a affecté €12 millions au plan global d'aide
humanitaire pour le Zimbabwe pour 2006. Ce plan vise à réduire l'extrême
vulnérabilité des groupes de population particulièrement exposés. Il
s'agit des personnes souffrant du VIH/sida (un adulte sur cinq est
séropositif), des orphelins et d'autres enfants vulnérables, des
personnes âgées, des veuves et des ménages dont le chef de famille est
un enfant et des personnes déplacées à l'intérieur du pays (PDI), y
compris les anciens ouvriers d'exploitations agricoles commerciales et les
victimes de la politique de "nettoyage" urbain appliquée par le
gouvernement en 2005.
[08] Commission and the Southern African region discuss the European
Development Fund for 2008-2013
The European Commissioner for Development and Humanitarian Aid, Louis
Michel, launches today in Gaborone, Botswana, the programming cycle for Aid
to Development under the 10th EDF (European Development Fund) for the South
African Development Community (SADC) region. This second Regional Seminar
(the first, covering the countries and regional organisations of the
Central Africa region, took place in Brazzaville at the end of January),
will be attended by all the fourteen member countries of SADC.
[09] La Commission et la Banque mondiale jouent les premiers rôles dans
l'aide apportée à l'Afrique
La Commission européenne a salué hier la création du Fonds catalyseur de
croissance pour l'Afrique (Africa Catalytic Growth Fund - ACGF) par le
Groupe de la Banque mondiale. Les deux institutions sont déterminées Ã
appuyer et à accélérer la croissance économique partagée, ainsi
qu'à aider à la réalisation des objectifs du Millénaire pour le
développement, qui s'avèrent difficiles à atteindre en Afrique. Le fonds
institué par le Groupe de la Banque mondiale est complémentaire avec le
Fonds fiduciaire européen pour les infrastructures, qui a été lancé le
9 février par la CE et la BEI et qui constitue un nouvel instrument
destiné à mettre en œuvre le partenariat euro-africain dans le domaine
des infrastructures. Les deux institutions, qui sont des acteurs majeurs
dans la coopération au développement, se voient maintenant dotées de
nouveaux moyens pour mieux répondre aux défis posés par l'Afrique.
[10] Mariann Fischer Boel visits Australia and New Zealand
On Tuesday, 28 February, Mariann Fischer Boel, European Commissioner for
Agriculture and Rural Development, begins an 8-day official visit to
Australia and New Zealand. Her visit comes as the Doha Round of global
trade talks enters a crucial phase, with an outline deal on agricultural
and non-agricultural market access due to be agreed by the end of April.
During her visit, Ms Fischer Boel will meet the New Zealand Prime Minister
Helen Clark and the trade and agriculture ministers of both Australia and
New Zealand. She will make a series of speeches, including at the annual
ABARE Outlook conference in Canberra, to explain the deep reforms the
European Union has made to its Common Agricultural Policy to render it
trade-friendly. She will underline once again how much both countries, as
leading agricultural exporters, stand to gain from the EU's 28 October
offer on agriculture, thanks to the proposed tariff cuts, the phasing-out
of export subsidies and the fact that EU direct payments to farmers are now
de-coupled from production, making them non-trade-distorting. The
Commissioner will also insist that both countries reform the trade-
distorting features of their State-Trading Enterprises (Australian Wheat
Board, Fonterra) in parallel with the phase-out of EU export subsidies. Ms
Fischer Boel will also make a number of farm visits to get first-hand
experience of different types of agriculture in both Australia and New
Zealand.
