[01] Libéralisation des télécoms : les règles communautaires favorisent
l'ouverture des marchés mais beaucoup reste à faire
Selon un rapport d'activité rendu public aujourd'hui par la Commission
européenne, l'analyse économique régulière, par les Etats membres de
l'UE et la Commission, de la concurrence sur les marchés des
communications électroniques et l'examen minutieux, par la Commission, des
projets de règles nationales contribuent à la libéralisation des marchés,
régis exclusivement par le droit de la concurrence. La réglementation
dans ce secteur ne concerne que les opérateurs dont la puissance
significative sur le marché pourrait empêcher les consommateurs de
bénéficier pleinement des avantages de la libéralisation des
télécommunications. Lorsqu'une analyse du marché a révélé des signes
tangibles de concurrence durable, la réglementation a été allégée ou
supprimée intégralement. Il reste toutefois beaucoup à faire. A la date
du 30 septembre 2005, seize Etats membres avaient constaté l'absence de
concurrence effective sur un ou plusieurs des 18 marchés des
communications électroniques définis par l'UE et avaient pris des mesures
pour relancer la concurrence sur les marchés concernés ; cinq n'avaient
constaté qu'une concurrence partielle sur un ou plusieurs de ces marchés
et avaient imposé des remèdes là où elle faisait défaut. Neuf Etats
membres devaient toutefois encore communiquer à la Commission leurs
analyses des 18 marchés. Des 152 marchés analysés (sur un total de 450),
123 n'étaient pas concurrentiels, 19 l'étaient pleinement, tandis que dix
ne l'étaient que partiellement.
[02] Digital interactive TV : voluntary standards best way to achieve roll-
out of new digital services in Europe, says European Commission
Compulsory technical standards imposed by regulators are not necessary for
the roll-out of interactive digital TV in Europe. This dynamic market is
best served by voluntary, industry-led standardisation initiatives, said
the European Commission in a new Communication on interoperability of
digital interactive TV published today. The Commission's priority is now to
work with EU Member States to ensure a smooth and rapid switchover to
digital TV. To this end, Member States should continue to promote open,
interoperable standards. The Commission will complement this by promoting
European digital TV standards in other regions of the world.
[03] Journée 2006 de la sécurité sur internet : l'Union européenne
s'engage pour une utilisation plus sûre de la toile
Aujourd'hui, 95 organisations de 36 pays à travers le monde, dont 24 pays
de l'UE, la Russie, l'Argentine, la Nouvelle-Zélande et les Etats-Unis,
célébreront la Journée pour un internet plus sûr. Parrainée par Mme
Reding, membre de la Commission européenne chargée de la société de
l'information et des médias, l'édition 2006 sera marquée par un
blogathon, ou "blog-marathon", qui verra un large éventail d'organisations
et d'invités d'honneur promouvoir une utilisation plus sûre de l'internet
en postant des commentaires et en invitant visiteurs, enfants, écoles et
parents à participer au débat. Le centre géographique de ce blog de 24Â
heures se déplacera progressivement vers l'ouest en parcourant les fuseaux
horaires de la planète, et son contenu sera multilingue.
[04] Commission clears acquisition of Pagnan inland water transport
business by Cargill
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of the inland water transport business of the Italian
company Pagnan by Cargill of the US. Although Pagnan is the only business
operating inland water transport services for dry bulk cargo in Italy,
other companies will be able to compete effectively if the market
conditions render inland water transport competitive with road/rail
transport for dry bulk products. The Commission has concluded that the
proposed transaction will not significantly impede effective competition in
the European Economic Area or any part of it.
[05] La Commission autorise le projet de rachat de Chiron par Novartis
La Commission européenne a autorisé, en application du règlement CE sur
les concentrations, le projet de rachat de Chiron Corporation (Chiron), une
société biotechnologique de droit américain, par l'entreprise suisse
Novartis AG (Novartis). Elle a considéré que cette opération
n'entraverait pas de manière significative une concurrence effective dans
l'Espace Economique Européen ou dans une partie substantielle de celui-ci.
[06] Statement by Siim Kallas on the decision of the new Director General
of OLAF
The Vice-President of the European Commission, Siim Kallas, has stated
after the Trilogue meeting held this morning : "I held a meeting with
representatives of the EP and Council this morning to try to reach
consensus on who should be Director General of OLAF for the next five
years. We have discussed, weighed the positions expressed by each
institution and have agreed that Mr Brüner is best suited for the post. I
will propose to the college on 14 February to nominate him and I wish to
congratulate Mr Brüner. I also wish to thank the other applicants. We had
excellent candidates with impressive expertise and qualification, but only
one post to fill. Since the early spring 2005, the Commission considered
the appointment of the Head of OLAF as a matter of urgency. The procedure
lasted because it involves a very wide consultation and agreement with the
other institutions. This gives the new Director General a strong mandate,
and is necessary because of OLAF's special status as independent office to
fight against fraud and protect the EU’s financial interests. I want OLAF
to be a pillar of trust in the way the EU manages its finances and with Mr
Brüner heading the office I am sure I will have a strong ally to achieve
this objective."
