Aujourd'hui, la Commission européenne entend, au travers du troisième paquet de sécurité maritime, proposer une politique plus offensive, visant à rétablir de façon durable les conditions d'une concurrence saine pour les opérateurs respectueux des règles internationales.[02] Irish shipping : Commission approves extension of refund scheme for employers' social security contributionsThe European Commission has approved the extension by the Irish authorities of a refund scheme for social security contributions made by employers of seafarers on certain ships. One of the aims of this scheme is to promote the employment by ship operators of Irish tax and social security liable seafarers.[03] Commission authorises Danish state aid to compensate for losses due to presence of GMOs in conventional and organic cropsThe European Commission has authorised Denmark to pay compensation in cases where farmers with conventional or organic production suffer economic losses when genetically modified (GM) material is found in their crops. This is the first case where the Commission has authorised such state aid. The compensation will be granted only if the presence of GM material exceeds 0.9% and is limited to the price difference between the market price of a crop that has to be labelled as containing GM material and a crop for which no such labelling is required. The compensation is entirely financed by obligatory contributions from farmers who cultivate genetically modified organisms (GMOs).[04] Commission opens probe into Polish machinery company Huta Stalowa WolaThe European Commission has launched an in-depth investigation to establish whether the restructuring aid in favour of Huta Stalowa Wola (HSW), a Polish industrial machinery company, is compatible with EC Treaty state aid rules (Article 87) prohibiting aid liable to distort competition in the Single Market. Part of the measures has been granted before accession and the Commission is therefore not competent to assess their compatibility. However a number of aid measures worth some €27 million are to be granted after accession and thus fall under the Commission's scrutiny. The opening of the formal investigation will give interested parties an opportunity to comment. The launch of the inquiry does not prejudge the Commission's final decision on whether the aid can be allowed.[05] La Commission ouvre une enquête sur des accords d'achat d'électricité à long terme en PologneLa Commission européenne a ouvert une procédure formelle d'enquête en vertu des dispositions du traité CE sur les aides d'Etat (article 88, paragraphe 2) à l'encontre des accords d'achat d'électricité à long terme en vigueur en Pologne ainsi qu'à l'encontre d'un projet de loi prévoyant une compensation pour l'annulation de ces accords. Les accords d'achat d'électricité, qui ont été conclus entre l'opérateur de réseau public Polskie Sieci Energetyczne S.A. (PSE) et des producteurs d'électricité, couvrent environ la moitié du marché de la production d'électricité en Pologne, ce qui laisse peu de place à de nouveaux arrivants. La Commission doute que ces accords et le projet de loi relatif à leur annulation soient conformes aux dispositions du traité CE interdisant les aides susceptibles de fausser la concurrence dans le marché commun. Cet examen permettra à la Commission d'obtenir de plus amples renseignements sur les mesures en question et de donner aux tiers intéressés la possibilité de faire connaître leur point de vue. Pour cette rencontre avec le chef du gouvernement polonais, le Président Barroso sera accompagné par les Vice-présidents de la Commission responsables pour la stratégie de Communication Margot Wallström, et pour le transport Jacques Barrot, et les Commissaires pour la politique régionale Danuta Hübner, la programmation financière et le budget Dalia Grybauskaité, et l'énergie Andris Piebalgs.[07] La Commission autorise l'acquisition de Ford Lease Business Partner par la Société GénéraleLa Commission européenne a autorisé, en vertu du règlement sur les concentrations, le projet d'achat de plusieurs actifs commerciaux du groupe Ford (Ford Lease Business Partner) par la Société Générale, groupe bancaire français. Après avoir examiné l'opération, la Commission a conclu qu'elle n'entraverait pas significativement une concurrence effective dans l'Espace Economique Européen ou une partie substantielle de celui-ci.[08] Signing of transitional EU-US wine trade accordThe European Union and the United States today signed the agreement in the form of an exchange of letters on matters related to trade in wine. This agreement was one element of the Wine Agreement on which the negotiators of the two Parties finally reached agreement at the end of the summer and which was initialled in Washington on 14 September 2005 (see IP/05/1145). This separate agreement has been negotiated taking into account the need not to disrupt trade in wine between the Parties pending the full entry into force of the Wine Agreement. Under this agreement, the EU continues to apply its existing authorisations regarding US wine-making practices as well as certification and labelling, while the US exempts EU wines, including low alcohol wines, from their new certification requirements due to be applied to the 2005 harvest. More than 500 representatives from Member States, candidate countries and regions, as well as from the banking, finance and business sectors will take part in the plenary session and the three workshops. The aim of the conference - which is a follow-up to the informal ministerial meeting of 11 October 2005 in Brussels - is to find ways of increasing the involvement of the private sector, the banking and financial sector in the efforts of the EU to promote more growth and jobs through its cohesion programmes.
