[01] Déclaration du Président Barroso à l'occasion du résultat du
référendum au Luxembourg sur le Traité établissant une Constitution
pour l'Europe (10/07)
Le Président de la Commission européenne, José Manuel Barroso, a
déclaré : "La Commission accueille avec une grande satisfaction le
résultat positif sur le Traité constitutionnel enregistré ce dimanche au
Luxembourg. Je viens de saluer personnellement le Premier ministre
luxembourgeois Jean-Claude Juncker, un Européen convaincu qui a su œuvrer
jusqu'à la dernière heure pour le succès de ce scrutin. Le Luxembourg est
le treizième Etat membre de l'Union à avoir ratifié le Traité
constitutionnel. C'est un signal fort car cela signifie qu'une majorité
des Etats membres considère que le Traité constitutionnel répond à leurs
attentes en ouvrant la voie à une Europe plus démocratique, plus
transparente, plus efficace et plus forte sur la scène mondiale. Mais
l'avenir de la Constitution est incertain suite aux "non" de la France et
des Pays-Bas. C'est pourquoi nous avons, conformément à la volonté de
tous les Etats membres exprimée au Conseil Européen des 16/17 juin,
engagé une réflexion profonde sur l'avenir et la finalité de notre
Union. C'est le plan "D" pour Dialogue, Débat et Démocratie, que la
Commission a proposé. Nous souhaitons le mettre rapidement en place, et
nous allons chercher à créer un nouveau débat européen, impliquant non
seulement les responsables politiques européens et nationaux, mais toute
la société. C'est le chemin à suivre pour que les institutions politiques
et la société civile puissent communiquer plus directement, reconnecter
les citoyens avec le projet européen et construire la démocratie
européenne de demain. La voix du peuple luxembourgeois et de tous les
Européens qui ont soutenu le projet constitutionnel doit, et va être
entendue dans ce débat."
[02] Statement by Olli Rehn on the occasion of the 10th anniversary of
Srebrenica massacre
"I am in Srebrenica today, because we have a duty to remember what happened
10 years ago. So that we shall see no more Srebrenicas. So that ethnic
hatred and destructive nationalism will be buried – in Bosnia and
Herzegovina, in the Balkans, in the whole of Europe", said Olli Rehn,
European Commissioner responsible for enlargement. "For the sake of justice
and reconciliation we must continue to support the important work carried
out by the International Criminal Tribunal for former Yugoslavia, ICTY.
Those bearing the main responsibility for the atrocities at Srebrenica,
Radovan Karadzic and Ratko Mladic, are still at large. This is
unacceptable. Their place is not in the region – it is in The Hague.
Bosnia and Herzegovina has the prospect of joining the European Union.
First the country needs a Stabilisation and Association agreement with the
European Union. The EU is ready to start such negotiations as soon as BiH
delivers on the two outstanding issues – on police reform and on a new
law for public broadcasting. It is in the hands of the political leadership
in this country. To work for a better future for Bosnia and Herzegovina and
the Western Balkans in the EU is the best way to commemorate the victims of
the Srebrenica massacre", concluded Commissioner Rehn.
[03] Commission warns consumers on cost of using mobile phone abroad and
targets lack of price transparency
As the peak holiday season approaches everywhere in Europe, the European
Commission is warning consumers about the high cost of using their mobile
phones while abroad. Known as "international roaming charges", these prices
have been for some time already a concern both to the Commission and
national regulators. In spite of first signs of movement in the markets,
the Commission is not satisfied that the prices to be paid by consumers
already reflect the result of effective competition. The Commission
therefore will take measures to enhance the transparency of international
mobile roaming charges to allow consumers the choice of the best offer.
[04] Nouvelle réglementation de l'UE pour sanctionner les pollueurs
maritimes
Demain, le Conseil de ministres devrait adopter officiellement deux textes
législatifs visant à lutter contre la pollution causée par les navires au
moyen d'un régime de sanctions pour les actes intentionnels ou les
négligences graves. Cette législation, proposée il y a deux ans par la
Commission européenne (IP/03/316), mettra en place des sanctions efficaces
et dissuasives dans toute l'Europe contre la pollution causée par les
navires, y compris en haute mer.
[05] Sécurité des navires à passagers : la Commission somme six Etats
membres d'appliquer les règles
La Commission européenne a envoyé des avis motivés, dernière étape
avant une éventuelle saisine de la Cour de justice, à l'Autriche, à la
Finlande, au Portugal, à la Slovaquie, à Chypre et à l'Estonie pour défaut
de transposition de plusieurs directives relatives à la sécurité des
navires à passagers. La Commission n'est pas disposée à tolérer le retard
des Etats membres à appliquer des règles qui concernent effectivement la
sécurité des personnes physiques lorsqu'elles voyagent par bateau.
[06] Port reception facilities for ship-generated waste and cargo residues
: Commission sends reasoned opinions to Belgium and Hungary
The European Commission has recently sent reasoned opinions – the last
step before a formal complaint to the Court of Justice is lodged – to
Belgium and Hungary for failure to respect EU legislation on the
improvement of the availability and use of port reception facilities to
receive and treat ship-generated waste and cargo residues. "All Member
States must implement properly this legislation that protects the maritime
environment. It obliges the masters of ships to deliver their waste and
Member States to provide facilities to treat this waste", said Vice-
President Jacques Barrot in charge of transport.
[07] Short Sea Shipping : Commission sends reasoned opinion to Poland
The European Commission has recently adopted a reasoned opinion against
Poland on non-conformity of measures to transpose European legislation on
reporting formalities that are carried out when a ship arrives in and/or
departs from European Union ports. "It is unfortunate that this piece of
legislation that facilitates Short Sea Shipping has not been fully complied
with yet. Short Sea Shipping deserves a wide backing from Member States",
said Vice-President Jacques Barrot in charge of transport.
[08] Accès du public à l'information en matière d'environnement : la
Commission entame une procédure à l'encontre de sept Etats membres
La Commission européenne a formellement demandé à sept Etats membres de
transposer dans leur droit national une directive de l'UE visant Ã
améliorer l’accès du public aux informations relatives Ã
l'environnement. En ayant accès à des informations telles que les
résultats des évaluations d'incidences sur l'environnement, les
incidences des émissions polluantes sur la santé, etc., la population
dispose de meilleurs moyens pour influencer l'élaboration des politiques
en matière d'environnement. La directive aurait dû être transposée dans
les législations nationales au plus tard le 14 février 2005. Les Etats
membres concernés sont la Belgique, l'Espagne, la France, l'Italie, la
Grèce, la Hongrie et le Luxembourg. Si un Etat membre ne donne pas suite Ã
cette demande, la Commission peut le poursuivre devant la Cour de justice
européenne. Les procédures entamées s'inscrivent dans le cadre d'une
série de décisions actuellement annoncées par la Commission à l'encontre
de plusieurs Etats membres concernant des infractions environnementales.
[09] Emissions sonores : la Commission entame une procédure à l'encontre
de onze Etats membres
La Commission européenne a formellement demandé à onze Etats membres de
transposer dans leur droit national une directive de l'UE visant à créer
une base commune pour s'attaquer au problème du bruit dans l'ensemble de
l'UE. Cette transposition devait être effectuée pour le 18 juillet 2004
au plus tard. Les Etats membres concernés sont l'Autriche, la Belgique, la
Finlande, la France, la Grèce, l'Irlande, l'Italie, le Luxembourg, le
Portugal, la République tchèque et le Royaume-Uni. Si un Eat membre ne
donne pas suite à cette demande, la Commission peut le poursuivre devant la
Cour de justice européenne. Les procédures entamées s'inscrivent dans le
cadre d'une série de décisions actuellement annoncées par la Commission
à l'encontre de plusieurs Etats membres concernant des infractions
environnementales.
[10] Electronic and electrical waste : Commission takes legal action
against eight Member States
The European Commission has formally asked eight Member States (Estonia,
Finland, France, Greece, Italy, Malta, Poland and the UK) to transpose into
their national laws three EU Directives tackling the environmental problems
caused by the growing amount of electronic and electrical waste. This
should have been done by 13 August 2004. If a Member State fails to comply
with this request, the Commission could take it to the European Court of
Justice. The Directives in question aim to ensure that e-waste, which often
contains hazardous materials, is not simply thrown away, but is collected,
recycled and reused, with the remaining waste being properly treated. The
actions are part of a series of environment-related infringement decisions
against several Member States which the Commission is currently announcing.
[11] Strategic Environmental Assessment : Commission takes legal action
against twelve Member States
The European Commission has sent twelve Member States a final written
warning - last step before a referral to the European Court of Justice -
for failing to incorporate into national law an EU law aimed at assessing
the environmental impacts of a wide range of plans and programmes. These
include, for example, plans on land use, road construction or waste
management. National laws should have been in place by 21 July 2004. The
Member States concerned are Austria, Belgium, Cyprus, Greece, Spain,
Finland (concerning the province of Ã…land only), Italy, Luxembourg, Malta,
Netherlands, Portugal and Slovakia. The EU law in question – known as the
Strategic Environmental Assessment Directive - seeks to ensure that
national decision-makers examine the environmental effects of plans and
programmes before approving them. It thereby contributes to better
management of finite natural resources and reduces the possibility of
environmental harm. The actions are part of a series of environment-related
infringement decisions against several Member States which the Commission
is currently announcing.
[12] Peter Mandelson and Mariann Fischer Boel in China for WTO trade talks
European Commissioners for Trade Peter Mandelson and for Agriculture
Mariann Fischer Boel arrive today in Dalian, China, for three days of
meetings culminating in a mini ministerial meeting as part of the WTO Doha
Round negotiations. Building on the momentum created by the G8 last week,
the mini ministerial meeting is the next step towards the Hong Kong
ministerial meeting in December.
[13] Marché unique pour l'industrie du matériel de défense de l'UE
L'industrie européenne de la défense est marquée par une fragmentation
du marché au niveau national. Il s'agit d'un secteur important qui
catalyse la croissance et l'innovation dans d'autres industries allant de
la haute technologie (par exemple l'aérospatiale, les technologies de
l'information) Ã des industries plus traditionnelles (par exemple la
sidérurgie, la construction navale). L'absence d'un marché unique qui
fonctionne constitue un obstacle majeur pour la consolidation, la
compétitivité et la durabilité de ce secteur. Pour ces raisons, la
Commission a formulé des propositions de mesures qui auraient pour effet
d'encourager la restructuration industrielle, de promouvoir un marché
européen du matériel de défense et de renforcer la compétitivité de
l'industrie. Ces propositions ont été discutées lors d'une Conférence
de la défense organisée ce jour par la Commission européenne en
coopération avec l'Agence européenne de défense.
[14] A better work/family life balance in the EU : either we all help out
or we lose out
To balance work and family life better, the European Social Model needs to
be modernized and the EU's economy needs to pick up. Europe's demographic
changes means it needs more children, a higher percentage of working women
and care for the increasing number of elderly. The EU can tackle this
'magic triangle' if everyone helps share the burden, through new ways of
balancing work/family life. But failure to do so would directly hit
Europe's future economic growth, as well as putting a potentially
unbearable burden on women's shoulders. President Barroso and Commissioner
Å pidla will be talking about possible new ways at the Brussels conference
'Confronting demographic changes: a new solidarity between generations',
which started today.
[15] Captains of Europe's ICT and Media industry sign up to Commission
roadmap for growth and jobs
Ten business leaders of Europe's major telecom, Internet, TV and music
companies met on 9 July in London with the European Commission, the UK
Presidency and representatives of the forthcoming Austrian and Finish
presidencies to discuss how to give a spur to Europe's emerging "Digital
Economy". Technological and market developments are bringing about third
generation mobile phones, digital TV broadcasts, online music, Voice over
IP and interactive Internet services. How can EU policy ensure that this
dynamic wave of economic development results in growth and jobs for
Europeans ? In a joint statement, the ten business leaders welcomed the
Commission's response to these challenges given in its new initiative
"i2010 – a European Information Society for growth and jobs". i2010 calls
for completion of the internal market for electronic communications and
media services, for a more modern and flexible legal framework for
audiovisual content, for efficient and interoperable Digital Rights
Management and for strengthening investment in Information and
Communication Technologies (ICT).
