  • [01] La Commission autorise Sephora et El Corte InglĂ©s Ă crĂ©er une entreprise commune dans le secteur des boutiques de produits cosmĂ©tiques

    La Commission europĂ©enne a autorisĂ©, en vertu du règlement sur les concentrations de l'UE, la crĂ©ation d'une entreprise commune entre Sephora, le distributeur de produits cosmĂ©tiques appartenant au groupe LVMH – Moët Hennessy Louis Vuitton (LVMH), et les magasins espagnols El Corte InglĂ©s. L'entreprise commune exercera son activitĂ© en Espagne et exploitera les boutiques spĂ©cialisĂ©es en produits cosmĂ©tiques qui Ă©taient prĂ©cĂ©demment dĂ©tenues dans ce pays par Sephora exclusivement. La Commission a conclu que cette opĂ©ration n'aurait pas pour consĂ©quence d'entraver de manière significative une concurrence effective dans l'EEE ou une partie substantielle de celui ci et l’a donc autorisĂ©e.

    [02] Commission clears acquisition of Mivisa by CVC

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Spanish company Mivisa Envaces S.A. (Mivisa) by Sofamen XXI S.L., belonging to the CVC group, also of Spain. CVC provides investment and management advice and manages investment funds. Mivisa is an international manufacturer of metal food packaging containers and lids based in Spain. It is active mainly in Spain, France and Portugal. The operation was examined under the simplified merger review procedure.

    [03] Sécurité maritime : la Commission renforce la formation des équipages des navires de passagers

    La Commission européenne vient de compléter la législation européenne portant sur la formation et les qualifications des équipages des navires de passagers en y intégrant de nouvelles règles de l'Organisation Maritime Internationale (OMI). Ces règles résultent de la modification de la Convention de l'OMI sur les normes de formation des gens de mer, de délivrance de brevets et de veille. La législation européenne couvre tous les navires opérant dans l'Union européenne quel que soit leur pavillon. "Notre objectif est d'assurer en Europe un très haut niveau de formation des marins car leur rôle est central dans la prévention des accidents en mer, la protection de la vie humaine et la défense de l'environnement maritime", a déclaré Jacques Barrot, Vice-Président de la Commission en charge des transports. "J'invite les administrations concernées à exercer la plus grande vigilance à l'égard des carences qu'elles constateront dans les qualifications des équipages, afin de ne pas compromettre la vie en mer", a-t-il ajouté.

    [04] Commission agrees €12 million of humanitarian assistance for victims of the internal conflict in Colombia

    The European Commission has agreed a Global Plan to support people who are displaced from their homes or who flee to neighbouring countries as a result of the longstanding internal conflict in Colombia. The aid will be channelled through the Commission's Directorate-General for Humanitarian Aid (ECHO) under the responsibility of Commissioner Louis Michel and will be distributed by humanitarian NGOs and international agencies operating in the region.

    [05] Zimbabwe : Commission allocates €15 million in humanitarian aid to vulnerable groups

    The European Commission has approved €15 million in humanitarian aid for population groups at particular risk in Zimbabwe, including displaced people, people living with HIV/AIDS, orphans and other vulnerable children. This will be achieved by supporting emergency food and agricultural interventions and providing integrated assistance, with a particular focus on water and sanitation. The funds are managed by the Commission's Humanitarian Aid department (ECHO), under the responsibility of Commissioner Louis Michel.

    [06] The Doha Round - state of play March 2005

    2005 will be a defining year for the Doha Round of international trade talks and the multilateral trading system. The mini-ministerial meeting in Mombasa on 3-4Â March gave important impetus to the negotiations by rebalancing them across the board and identifying precise steps to accelerate the negotiations. That ministerial was one of a series of waymarking meetings aimed at providing political guidance to the negotiations as we move to the 6th WTO Ministerial in Hong Kong in December 2005. With a successful Doha Round dependent on broad agreement in all sectors, including the Round's vital development goals, the next ten months will be crucial.

    [07] New Competition Directorate to fight cartels

    A new Directorate devoted exclusively to cartel enforcement is intended to be set up in DG Competition, European Competition Commissioner Neelie Kroes announced today in her speech on "Taking Competition Seriously – Anti- Trust Reform in Europe" at a Brussels conference organised jointly by the Commission and the International Bar Association. The creation of the Directorate reflects Ms Kroes' determination to make the fight against cartels a top priority. Commissioner Kroes also underlined the need to explain how competition makes a real difference to the lives of every EU citizen. "When we prohibit mergers it is not out of some blind opposition to large companies. Our rules are very clear: in merger control size does not matter. What is pertinent is whether sound economic analysis proves that the merged entity will trample its competitors and ignore its customers. The only sustainable option for long-term economic success is based on national and European companies which are able and keen to compete at home. It is these companies – the ones which have proven themselves by fighting and winning in open and fair domestic and European markets - which have the innovative edge and resourcefulness needed to go on to compete and succeed at global level."
