With more than 1,100 installations in Poland covered by the trading scheme, the Polish plan is the largest among the new Member States and one of the four largest in the EU. The EU emissions trading scheme ensures that greenhouse gas emissions from the energy and industry sectors are cut at least cost to the economy.[II] Other news - Autres nouvelles[02] Garantie de prêt de l'UE pour aider à financer des projets d'infrastructure de transportLa Commission européenne a proposé, pour la première fois, que l'Union européenne puisse garantir une partie de la dette des projets prioritaires transfrontaliers d'infrastructure de transport pour stimuler l'investissement privé dans les "réseaux transeuropéens". La garantie disposerait d'un budget de 1 milliard d'€, assez pour couvrir 20 milliards de dettes. La proposition suit une demande du Conseil européen de décembre 2003 et doit être approuvée par les ministres des finances.[03] Risk and crisis management in agriculture : Commission invites Council to debate optionsThe European Commission has adopted a communication that reports on risk and crisis management tools available in the Member States and at EU level. The document also looks at possible new measures to help farmers in the European Union manage risk and to provide an improved response to crises in the agricultural sector. Three options - agricultural insurance, mutual funds and an income crisis tool - are presented for discussion. Recent reforms to the Common Agricultural Policy (CAP) encourage European farmers to be more market orientated. However, crises caused by natural disasters, livestock diseases or plant pests, or economic circumstances, may endanger a farm’s viability or even affect the economic stability of an entire rural area.[04] Commission clears acquisition of Attendo by BridgepointThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Attendo AB of Sweden by the BE II fund, belonging to Bridgepoint Capital Group Limited (Bridgepoint) of the UK. Bridgepoint is active in the management of private equity funds. These funds hold interests in companies in a wide range of industry sectors (e.g. insurance, agriculture, telecommunications, engineering and leisure) across the European Union and beyond. This includes home care and care services in France and the United Kingdom. Attendo is an operator of elderly care homes and services in Sweden, Norway and Denmark and a provider of alarm systems and response services used mainly by the elderly in several EU Member States. The operation was examined under the simplified merger review procedure.[05] EU and Ukraine end restrictions on trade in textilesThe EU and Ukraine have today signed a bilateral agreement on trade in textiles. Under this agreement, the last remaining restrictions to trade in textiles and clothing products will be lifted, and both sides agree to matching low levels of customs duties. Although quantitative restrictions were already lifted in early 2001, the agreement ends import and export licensing requirements for all textiles and clothing products.[06] OPEN DAYS - European Week of Regions and Cities 2005 : Working together for Regional Growth and JobsDanuta Hübner, Member of the European Commission responsible for regional policy, and Peter Straub, President of the Committee of the Regions, presented today a new partnership for the OPEN DAYS-European Week of Regions and Cities 2005 under the headline "Working together for Regional Growth and Jobs". Jointly organised by the two institutions, OPEN DAYS is an annual event focusing on regional development issues and cooperation. In the framework of the 2005 exercise, more than 2,000 regional policy stakeholders are expected in Brussels in October to discuss the next generation of regional development programmes co-financed by the EU Structural Funds and instruments.[07] La science en prise directe avec la société : la Commission inaugure un outil d'appui scientifique à l'élaboration des politiquesLa Commission européenne inaugure aujourd'hui un réseau électronique qui vise à permettre aux responsables de l’élaboration des politiques d’accéder plus aisément aux avis scientifiques. Il propose une bibliothèque interactive d'avis et de conseils scientifiques, ainsi qu'un système d'alerte pour mieux détecter les crises potentielles et accroître la sensibilisation aux questions scientifiques importantes. L'inauguration a lieu à Bruxelles, en ouverture du forum de 3 jours "La science dans la cité" qui rassemble plus de 1000 participants.[08] Preparation Environment Council (10/03)The first Environment Council under the Luxembourg Presidency will take place on 10 March in Brussels. Environment Commissioner Stavros Dimas will represent the Commission. The meeting will focus on climate change strategy and preparation of the spring European Council and of several forthcoming international meetings. The presidency will present a progress report on the proposed REACH reform of chemicals legislation.
