[01] EU regulators favour pro-competitive approach to Internet telephony
"Voice over Internet Protocol has the potential to radically change the
existing market structure" : this has been stressed today by the European
Regulators Group (ERG), which brings together the 25 national regulatory
authorities responsible for electronic communication markets. Meeting in
Brussels, the ERG adopted a common statement on Voice over Internet
Protocol (VoIP) services in order to facilitate the roll out and widespread
use of Internet telephony in Europe. The European Commission itself favours
an EU-wide "light touch" approach to Internet telephony as the best way to
encourage competition between internet carriers of telephone traffic and
traditional telephone networks.

des partenaires sociaux sur les conditions de travail
VladimÃr Å pidla, le commissaire européen chargé de l'Emploi, des
Affaires sociales et de l'Egalité des chances, a salué cette semaine une
proposition de directive qui établit des règles spécifiques pour le
temps de travail, de conduite et de repos des cheminots dont l'activité au
cours d'une même journée s'étend sur le réseau ferroviaire d'au moins
deux Etats membres. La directive consacre l'accord conclu l'année
dernière par les représentants des employeurs et des travailleurs au
niveau européen.
[03] La Commission autorise le projet d'acquisition de Camaïeu par AXA
Private Equity
La Commission européenne a autorisé la société française AXA
Investment Managers Private Equity Europe (AXA Private Equity) Ã racheter
la société Camaïeu SA (France). AXA Private Equity constitue le pôle
"capital-investissement" de l'activité de gestion d'actif du Groupe
d'assurance AXA (Groupe AXA). Son activité consiste à gérer et Ã
conseiller les fonds d'investisseurs tiers et les investir dans des
entreprises ou d'autres fonds d'investissement. Camaïeu est active dans la
vente au détail des articles de prêt-à -porter féminin courant (hors
luxe et hors lingerie). Il ressort de l'enquête menée par la Commission,
traitée selon la procédure simplifiée du règlement Concentrations, que
l'opération envisagée n'entravera pas de manière significative la
concurrence dans le marché commun.
[04] Earth & Space Week : "A flag for planet Earth" - competition rewards
nine children
Nine children have been awarded for their designs for a flag for planet
Earth as part of the Earth & Space Week opening ceremony on 11 February
2005, in Brussels. The flag design aimed to capture the "motto" of Earth &
Space Week: Celebrating our planet, while reaching for the stars. The
contest was open to children aged 5 to 19 from the European Union, Norway
and Switzerland.
[05] EU Constitution goes space
Today European Commission Vice-President Günter Verheugen handed over a
copy of the EU Constitution to the European Astronaut Corps, represented by
French astronaut Michel Tognini. Symbolising the aspiration of almost 500
million Europeans to work peacefully together, Italian astronaut Roberto
Vittori will fly the EU Constitution to the International Space Station
(ISS) on 15 April 2005, on board the "Soyuz" launcher taking off from
Baikonour in Kazakstan. The copy was handed over at the opening of the
Earth and Space Week in Brussels.
[06] Visit of László Kovács to London
On his first official visit in London on 10 February, European Taxation and
Customs Commissioner László Kovács held a series of constructive
meetings with the Paymaster-General, Ms Dawn Primarolo, and the Economic
Secretary to the Treasury, Mr John Healey. Issues discussed included the
UK's proposed work programme in the tax and customs fields during its
forthcoming Presidency of the Council of the European Union; company
taxation and VAT issues, particularly in the light of the Lisbon Strategy;
savings taxation; and the promotion of the use of information technology in
the customs field. Commissioner Kovács stressed the Commission's readiness
to provide every assistance to the UK in achieving results in EU tax and
customs matters during its Presidency.
