[01] José Manuel Barroso congratulates Traian Basescu
The President of the European Commission José Manuel Barroso has sent the
following message to Romanian President-elect Traian Basescu : "On behalf
of the European Commission and myself, I would like to congratulate you on
your election as the new President of Romania. Your election comes at a
truly historical moment in which Romania has successfully completed its
negotiations on accession to the European Union. I am confident that under
your leadership Romania will continue its preparation for EU membership and
that all commitments taken will be fulfilled. The European Commission will
continue to fully support Romania in this important moment where necessary
reforms and tasks entailed by EU membership have to be carried out. I wish
you every success in your new responsibility and look forward to working
with you and the new Government with a view to welcoming Romania as a new
Member State in 2007. Please accept, dear President-elect, the assurance of
my highest consideration."
[02] Protéger l'Europe contre les épidémies : désignation du directeur
de la nouvelle agence communautaire de la santé
Le conseil d'administration du Centre européen de prévention et de
contrôle des maladies (CEPCM) a désigné Mme Zsuzanna Jakab, haut
responsable de la santé publique originaire de Hongrie, en tant que
premier directeur du Centre. Cette nomination marque une étape essentielle
du démarrage du CEPCM, une nouvelle agence communautaire destinée Ã
renforcer les moyens de défense de l'Europe contre les maladies
infectieuses. Des épidémies telles que le SRAS en 2003 et la grippe
aviaire en 2004 ont montré avec quelle rapidité ce type de maladies peut
se propager à l'échelle internationale. Avec la résurgence du VIH/SIDA en
Europe et la préparation à une possible épidémie de grippe, qui figurent
au premier rang des préoccupations des ministres de la santé de l'UE
(cf. MEMO/04/283), le CEPCM est considéré comme un élément clé de la
mise en oeuvre du programme de travail de l'UE dans le domaine de la santé
publique. Markos Kyprianou, Commissaire européen en charge de la santé et
de la protection des consommateurs, s'est félicité de la décision prise
aujourd'hui. "Mme Jakab possède une expérience impressionnante de la
coopération internationale dans le domaine de la santé publique. J'ai la
certitude qu'elle apportera au Centre le rôle de chef de file dont il a
besoin pour démarrer ses activités et asseoir sa réputation". Mme Jakab
se présentera devant une commission du Parlement européen au début
de 2005 avant que la Commission européenne ne confirme sa désignation.
Une fois confirmé dans ses fonctions, le directeur peut commencer Ã
recruter le personnel du Centre et à mettre en place son réseau européen
de spécialistes du contrôle des maladies.
[03] EU and South East Europe countries create a new Energy Community
Meeting in Athens today, Ministers and representatives from the 25 EU
member states and 11 countries of South East Europe, including Turkey,
agreed on the basic principles contained in a text of a Treaty to formally
establish an Energy Community between them. The Energy Community will
create a single regulatory space for energy in the European peninsula. It
will serve the interests of both parties in terms of reinforced security of
supply. It will also help South East European countries to address energy
poverty issues with the aim of providing power supply to all citizens at an
affordable price. Whilst a number of more detailed issues remain to be
resolved, it was expected by all delegations that it will be possible to
formally sign the Treaty by next summer. The Treaty will clearly give a
strong political signal to South East Europe for further EU integration of
other sectors.
[04] Production in the construction sector down by 0.5% in the euro-zone
and the EU25
Seasonally adjusted production in the construction sector fell by 0.5% in
the euro-zone and in the EU25 in the third quarter of 2004, compared to the
second quarter of 2004, Eurostat estimates today. In the second quarter of
2004, production decreased by 0.7% in the euro-zone and by 0.6% in the
EU25.
