    Outcome of Commission meeting of 14 September

    [01] Propriété industrielle : la Commission propose de renforcer la concurrence sur le marché des pièces de rechange automobiles

    La Commission européenne a proposé d'offrir aux consommateurs un meilleur choix à un meilleur prix lors de l’achat de pièces de rechange de véhicules "visibles" telles que capots, pare-chocs, portières, phares, garde-boue, pare-brise et ailes. La proposition modifierait la protection juridique de la directive sur les dessins ou modèles (98/71) en enlevant aux Etats membres le choix de maintenir une protection des modèles pour ces articles. La proposition permettrait aux fabricants de pièces de rechange indépendants - non associés aux producteurs de véhicules finis - d'affronter la concurrence sur le marché communautaire des pièces de rechange visibles, dont on peut évaluer le montant potentiel à quelques 10 milliards d'euros par an. La Commission estime que ces pièces sont de 6 à 10% plus chères dans les Etats membres où elles font l'objet d'une protection des modèles. Les pièces non visibles, telles que le moteur ou les parties mécaniques, ne sont pas concernées par la proposition et ne sont pas non plus des composantes des véhicules neufs.

    [02] Commission recruits the first senior manager from the new Member States as Deputy Director General for Eurostat

    The European Commission has decided to appoint Ms Marie Bohata as the new Deputy Director General at the European Statistical Office in Luxembourg (Eurostat). Ms Bohata is 56 years old and of Czech nationality. She was until now vice-rector and professor at the University of International and Public Relations in Prague. From 1999-2003 she was President of the Czech Statistical Office.

    [03] Romano Prodi to visit Azerbaijan, Georgia and Armenia from 16 to 19 September

    European Commission President Romano Prodi will visit Azerbaijan on 16 and 17 September, Georgia on 17 and 18 September and Armenia on 18 and 19Â September. Discussions in the three countries will focus on the next steps in the European Neighbourhood Policy and more generally on bilateral relations. In connection with the European Neighbourhood Policy, President Prodi will urge his counterparts to push ahead with reforms and conflict settlement. The visits follow the Council's decision of 14 June to include the three Southern Caucasus countries in the European Neighbourhood Policy.

    [04] La Commission repense nos déplacements à l'occasion de la semaine européenne de la mobilité

    Demain commence la semaine européenne de la mobilité de cette année. La semaine européenne de la mobilité est une opération d'une semaine entière qui a été lancée pour la première fois par la Commission européenne en 2002 en vue de promouvoir les modes de transport durables dans les villes. La semaine se terminera par la "journée sans voitures" le 22 septembre. Le thème de cette année est "la sécurité des enfants dans les rues", et plus de 1000 villes de l'Union européenne participeront. La Commission lance la semaine par une conférence au sommet à Bruxelles intitulée "Penser les déplacements pour la mobilité durable" axée sur les moyens de donner aux gens l'occasion de modifier leur comportement en faveur de modes de transport plus durables.

    [05] Commission clears joint venture between Rabobank and KBC

    The European Commission has granted clearance, under the Merger Regulation, to a proposed joint venture between Coöperatieve Centrale Raiffeisen- Boerenleenbank B.A. (Rabobank, Netherlands) and Belgian financial services group KBC Bank N.V. The joint venture will be responsible for the back- office securities services of its parents and third parties. It will provide services only to banks or trading houses in the Euronext/ EU markets. (The operation, which was notified on 17 August, was reviewed under a simplified procedure).

    [06] Seminar being held in Ireland to deepen EU-US cooperation on food safety

    The EU (Member States and European Commission) and the United States (US) are holding a technical seminar at the FVO (Food and Veterinary Office) in Ireland on 16-17 September to discuss the practical implementation of the HACCP principles. HACCP stands for Hazard Analysis Critical Control Points and the general purpose of using HACCP is to determine potential food safety risks (hazards), identify critical control points to prevent or eliminate such hazards or to reduce them to acceptable levels, and ensure that corrective actions are taken in cases where something does go wrong. A mutual understanding on how to apply these principles is very useful to facilitate trade in food products between the EU and the US. The seminar is a follow-up to Health and Consumer Protection Commissioner David Byrne's constructive visit to the US in March of this year and will allow a first technical exchange of views on how HACCP is operated in the EU and in the US and to explore where there may be any differences that might need further discussion and cooperation.

    [07] Review of the avian influenza situation in Asia, Canada, the USA and South Africa

    The Standing Committee for the Food Chain and Animal Health had an exchange of views on the situation and the measures applicable with regard to avian influenza in some Asian countries, Canada, the USA and South Africa. The disease has successfully been eradicated in the USA and Canada. Therefore, the suspension of imports of poultry, poultry meat and products from the state of Texas in the USA and from a part of British Columbia, adopted at the beginning of April (see IP/04/423) has expired on 23 August for the USA and will expire on 1Â October for Canada. The suspension of imports into the EU of chicken products and pet birds from several Asian countries where avian influenza has been confirmed since the beginning of this year, applicable until 15 December 2004, has been extended until 31 March 2005. The countries concerned are Thailand, Cambodia, Indonesia, Japan, Laos, Pakistan, China, South Korea, Vietnam and, since August, also Malaysia (see IP/04/1041). In some of these countries outbreaks of avian influenza are still occurring and the overall disease situation in the area remains unclear. The suspension applicable to imports of South Africa decided in August, applicable until 1 January 2005, (see IP/04/1024) remains in place.

    [08] Deuxième trimestre 2004 par rapport au deuxième trimestre 2003 : les coûts de la main-d'œuvre ont augmenté de 2,2% dans la zone euro - hausse de 2,8% dans l'UE25

    Dans l'ensemble de l'économie, le coût horaire total de la main-d'œuvre dans la zone euro a augmenté de 2,2% en termes nominaux au cours du deuxième trimestre 2004, par rapport au deuxième trimestre 2003, indique aujourd'hui Eurostat. L'augmentation avait été de 2,7% au premier trimestre 2004. Dans l'UE25, la hausse a été de 2,8% au cours du deuxième trimestre 2004, comparé à 3,7% au trimestre précédent. Parmi les pays pour lesquels les données sont disponibles pour le deuxième trimestre 2004, les plus faibles hausses annuelles ont été enregistrées en Allemagne (1,2%) et aux Pays-Bas (2,1%), tandis que les coûts horaires de la main-d'œuvre ont baissé en Autriche (-0,5%). Les plus fortes hausses annuelles ont été observées en Lettonie (10,4%), en Hongrie (8,4%), en Estonie (5,8%) et en Pologne (5,3%).
