  • [I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

    [01] La Commission propose un partenariat renforcé pour les régions ultrapériphériques

    Dans une communication présentée aujourd'hui, la Commission européenne propose un partenariat renforcé avec les régions ultrapériphériques de l'Union. Développée autour de trois axes - compétitivité, accessibilité et insertion régionale -, la nouvelle stratégie s'inscrit dans le cadre de la réforme de la politique européenne de cohésion pour la période 2007-2013. Elle présente également des recommandations sur la mise en œuvre d'autres politiques communautaires dans ces régions.

    [02] Production d'énergie au moyen de sources renouvelables : la Commission demande aux Etats membres de faire plus pour atteindre les objectifs pour 2010

    La Commission européenne a adopté une nouvelle communication sur la part des sources d'énergie renouvelables dans l'UE, qui évalue les progrès réalisés dans l'UE à quinze vers la réalisation de l'objectif d'assurer d'ici 2010 22% de la consommation d'électricité à partir de sources d'énergie renouvelables, et de l'objectif global d'une part de 12% pour l'énergie produite à partir de sources renouvelables dans toutes les applications. En 2001, la part des sources renouvelables avait atteint 6%, alors que le pétrole représentait 40%, le gaz naturel 23%, les combustibles solides 15% et le nucléaire 16%. Un petit nombre d'Etats membres seulement ont mis jusqu'à présent en place un cadre intéressant pour les sources d'énergie renouvelables. Eu égard aux maigres résultats obtenus jusqu'à présent, la Commission invite les Etats membres à assurer la réalisation des objectifs pour 2010 par la mise en oeuvre de mesures adéquates. La Commission propose des actions concrètes supplémentaires au niveau national et au niveau communautaire.

    [03] Commission finds against Topps for barring imports of Pokémon stickers and cards from low price to high-price countries

    The European Commission has decided that Topps, a group of companies which produce collectible stickers and cards popular with young children, broke European Union competition law by seeking to prevent imports from low-price into high-price countries for the cards and candies bearing the image of the Pokémon cartoon characters. Agreements designed to prevent imports between Member States lead to a fragmentation of the EU's single market and keep consumer prices artificially high. In this case, the anti-competitive behaviour by Topps made families in high-price countries pay more for Pokémon stickers than they would have done if competitive market forces had been at play.

    [04] Alcohol taxation : Commission launches debate

    The European Commission has presented a report on the operation of the EU- wide system of minimum rates of excise duty on alcohol and alcoholic beverages with a view to launching a broad debate on the subject. The report considers the effect of the present system on the proper functioning of the Internal Market, the competition between the different types of alcoholic drinks due to differences in levels of excise duty, the current real value of the minimum rates that were set in 1992 and the wider objectives of the EU Treaty. The Commission concludes that more convergence of the rates of excise duty in the different Member States is needed so as to reduce distortions of competition and fraud. However, given the widely differing views in the Member States about the appropriate levels of the minimum rates, and given that any change would require unanimous agreement, the Commission is not making a proposal at this time. Instead the Commission wishes to launch a broad debate in the Council, the European Parliament and the Economic and Social Committee. On the basis of the outcome of this debate the Commission will decide whether or not to submit proposals on all or some of the issues raised in the report.

    [05] La Commission propose un "Code communautaire" sur le passage des frontières par les personnes

    La Commission européenne a proposé un règlement qui établit un "Code communautaire" relatif au franchissement des frontières par les personnes. Cette proposition fait partie des mesures à prendre dans le court terme, comme la Commission l'avait annoncé en mai 2002 dans sa communication sur la gestion des frontières extérieures des Etats membres de l'Union européenne.

    [06] Commission adopts measures to match supply and demand for translation

    Over the past five years, the European Commission's DG Translation has had to cope with an average 5.3% annual increase in demands for translation. Total demand for translation in 2003 was 1.48 million pages and the current translation backlog amounts to some 60,000 pages. Without action, the backlog would rise over the next three years to 300,000 pages. Therefore, the Commission has adopted a series of practical management measures. In particular, a demand-management system will ensure that the standard length of documents is fully respected. Commission services are generally requested to produce shorter documents. Communications and explanatory texts should normally not exceed 15 pages. In addition, efforts will be made to increase translation productivity by 40% until 2006 as compared to 2003. Finally, inter-institutional cooperation will be strengthened further, for example in the field of free-lance translation or the further development of joint terminology databases. These measures should reduce any backlog by the end of 2006 when the build-up of translation resources for the nine new languages is complete. Texts which the Commission is legally or politically bound to produce (such as draft regulations and directives, state aid, anti-trust and merger decisions, etc.) will continue to be published in all languages. Citizens and companies will continue to receive correspondence in their own language. In sum, due to these measures, the Commission will continue to be able to fully deliver on its commitment to multilingualism during this transition phase, which is slightly longer than that used for the previous enlargement.

    [07] Lancement du portail européen de la jeunesse – un nouvel outil pour 75 millions de jeunes en Europe

Comment faire pour échanger des points de vue sur l'Europe élargie avec des jeunes d'autres pays ? Comment puis-je créer un projet au sein de ma communauté locale ? Pour les jeunes désireux de découvrir l'Europe et d'y prendre une part active, le portail européen de la jeunesse (<a href="http://europa.eu.int/youth/">http://europa.eu.int/youth/), qui propose des liens avec plus de 10.000 sites Web présentant un intérêt pour les jeunes, est le point de départ idéal. Le portail, qui a été conçu avec et pour les jeunes, a été lancé aujourd'hui par les commissaires Viviane Reding et Dalia Grybauskaite. Au cours de cette journée, les nombreuses réalisations de ces dernières années au niveau européen dans le domaine de la jeunesse seront mises en lumière, notamment au travers d'un dialogue en direct sur Internet. Pendant ce "chat", qui sera le premier à se dérouler dans les vingt langues officielles de l'Union européenne, les deux commissaires échangeront leurs points de vue avec des jeunes d'Europe.

    [08] Commission clears acquisition of Saprogal by Carlyle

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of Spain's SAPROGAL S.A. by private equity investment group Carlyle Group from ConAgra Foods Inc. Saprogal is active in the production and supply of animal feed and pet food as well as in the poultry sector and grain trading. It is mainly active in Spain and Portugal. (The operation, notified on 22 April 2004, was examined under the simplified merger review procedure)

    [09] Commission clears acquisition of Sanofi-Synthélabo assets by GlaxoSmithKline

    The European Commission has granted clearance under the Merger Regulation to the acquisition by GlaxoSmithKline Plc of certain assets of Sanofi- Synthélabo SA. The assets concern two injectable anti-coagulants, namely Arixtra&reg; and Fraxiparine&reg;. In April, Sanofi-Synthélabo undertook to sell all of its development, production and marketing activities worldwide for the two products as one of the conditions for obtaining clearance for the Aventis acquisition. (The GSK acquisition was notified to the Commission on April 19 and was examined under a simplified merger review procedure thanks to its unproblematic nature).

    [10] Deuxième rapport d'un groupe d'experts indépendants sur la protection des droits fondamentaux dans l'Union

    Le réseau d’experts indépendants en matière de droits fondamentaux, créé par la Commission européenne en 2002 à la demande du Parlement européen, vient de transmettre à M. António Vitorino, Commissaire chargé de la Justice et des Affaires Intérieures, son rapport relatif à l'année 2003, qui, fait nouveau, couvre les 25 Etats membres de l'Union européenne. Le rapport, qui a été immédiatement rendu public et transmis au Parlement européen, comprend un rapport de synthèse, un rapport sur l'Union et une observation thématique. 25 rapports nationaux, ayant servi de base au rapport du réseau, sont disponibles auprès du réseau d'experts.

    [11] Commission proposes action to secure the social dimension of globalisation

    The European Commission has published a report on its contribution to securing the social benefits of globalisation, partly in response to the findings of the ILO's World Commission on the Social Dimension of Globalisation (WCSDG) published in February. The intention is to ensure that the EU makes an active contribution to harnessing globalisation to serve social as well as economic goals. As the WCSDG has noted, the positive benefits of globalisation are visible globally, but its benefits are still spread unevenly. To be truly sustainable, globalisation needs to secure more equitable social development for all. The EU already makes an active contribution to this goal, but efforts can be strengthened. This is the underlying aim of the Commission contribution

    [12] La Commission reformule sa stratégie de coopération à l'égard de l'Argentine

    La Commission européenne a revu la stratégie de coopération déployée à l'égard de la république d'Argentine, afin de tenir compte des nouveaux progblèmes sociaux que connaît le pays. Le document de stratégie révisé (CSP), applicable jusqu'en 2006, fixe les priorités de la Commission et de l'Argentine pour les deux années à venir : le secteur social (30 millions €) et le commerce et l'intégration régionale (10 millions €).

    [13] March 2004 compared to February 2004 : industrial new orders up by 1.5% in euro-zone ; EU25 up by 1.4%

    The euro-zone industrial new orders index increased by 1.5% in March 2004 compared with the previous month, Eurostat. The index increased by 0.6% in February after a fall of 2.8% in January. EU25 new orders also increased, by 1.4% in March 2004, after a rise of 0.9% in February and a fall of 2.3% in January. In March 2004 compared to March 2003, industrial new orders increased by 12.1% in the euro-zone and by 12.8% in the EU25.

    [14] L'emploi dans la culture en Europe : l'emploi dans la culture représente 2,5% du total de l'emploi de l'UE ; davantage de diplômés mais des emplois plus précaires

    Selon Eurostat, en 2002, dans l'UE25, l'emploi dans la culture, qui couvre à la fois les emplois dans les professions de la culture dans l'ensemble de l'économie et tous les emplois dans les activités économiques culturelles, était estimé à 4,2 millions de personnes et représentait 2, 5% du total de l'emploi. Cette part variait dans les Etats membres de 1,4% au Portugal et en Slovaquie, et 1,8% en République tchèque, en Lettonie et au Luxembourg, à 3,7% en Estonie, 3,5% en Finlande, 3,3% aux Pays-Bas et en Suède, et 3,2% au Royaume-Uni.
