  • [01] Connecter l'Europe à haut débit : la Commission prend acte des stratégies nationales en matière de large bande

    Selon un nouveau rapport de la Commission européenne, le nombre de personnes et d'entreprises disposant d'un accès à grande vitesse à l'internet a augmenté de plus de 80% entre janvier 2003 et janvier 2004. Le rythme de l'adoption de la large bande est désormais plus rapide dans l'Union européenne qu'aux Etats-Unis, et plusieurs Etats membres ont même réalisé, dans ce domaine, des performances qui les classent dans les premiers rangs mondiaux. Les Etats membres de l'UE des 15 ont tous mis en place des stratégies nationales en matière de large bande et les nouveaux Etats membres devraient présenter les leurs avant la fin 2004. Tous les Etats membres s'accordent à reconnaître que c'est le marché qui doit constituer le moteur des progrès. La croissance a été plus rapide dans les pays où la concurrence provenant notamment des réseaux alternatifs a permis de diversifier les fournisseurs et a entraîné une baisse des prix. Cependant, les pouvoirs publics ont toujours un rôle à jouer lorsque les marchés ne fournissent pas l'investissement nécessaire. Les stratégies nationales en matière de large bande visent, par conséquent, à améliorer la couverture des zones mal desservies et prévoient des mesures pour stimuler la demande. Le rapport indique, en conclusion, qu'il conviendra de revoir et de mettre à jour les stratégies nationales au cours de l'année 2005, à la fois pour tenir compte des nouvelles possibilités de fourniture d'accès à grande vitesse et pour tirer des enseignements des bonnes pratiques en usage dans d'autres pays.

    [02] Facilitating food and agriculture trade : EU biggest global food importer

    A meeting of EU Agriculture Ministers in Killarney today confirmed the EU's commitment to a strong relationship with developing countries, particularly as regards trade in food and agriculture products. To facilitate this type of trade, the European Commission has put in place clear food safety rules as well as guidelines on how to apply the rules. The Commission also finances technical assistance projects to help developing countries live up to the EU food safety standards. Furthermore, the EU reaffirmed its strong commitment to create better market opportunities for developing countries through the ongoing WTO Doha Development Agenda.

    [03] €143 million for rural development for the Republic of Cyprus

    The STAR committee gave a positive opinion on the Rural Development Plan for the Republic of Cyprus 2004-2006, to be co financed by the "European Agriculture Guarantee and Guidance Fund" (EAGGF) Guarantee section. The Rural Development Plan (2004-06) for the Republic of Cyprus will cover the areas of the country under effective control of the internationally recognised government of the Republic of Cyprus. The EAGGF contributes with a total amount of €74.8 million during this period and will be complemented by national public funding of €69.08 million and by €14.42 million additional State Aids. In addition it is estimated that the private sector will contribute with €33.91 million. The rural development programme has the largest financial envelope of all programmes in the Republic of Cyprus. This reflects the importance of the sector in the country and the priority accorded to this sector by the Republic of Cyprus authorities. The programme includes a broad range of ambitious rural development measures which give a special emphasis to the improvement of infrastructure and the competitiveness of the rural economy of the country, strengthening and diversification of rural areas and protection of the environment. The general aim is to foster the sustainable economic development of rural areas and to improve the prosperity of the population living in the countryside. The formal approval decision will be taken by the Commission in the coming days.

    [04] €678 million for rural development plan (2004-2006) in the Czech Republic

    Today, the STAR Committee (Agriculture Structures Committee) gave its favourable opinion to the Czech Horizontal Rural Development Plan (HRDP), which will be co-financed by the "European Agriculture Guarantee and Guidance Fund" (EAGGF) Guarantee section. The EAGGF contributes with a total amount of €542.8 million during the period of 2004-2006, which will be complemented with national public funding of €135.7 million. In the Czech Republic there is a tradition of farming, and a traditional symbiosis between farming and forestry. There are also considerable areas of valuable habitats, in particular numerous areas of permanent grasslands. The Czech Republic has taken these factors into account and with this rural development plan aims to mitigate the differences in farm profitability in less-favoured areas that result from natural conditions, to improve the unfavourable age structure of farmers, to reduce the share of arable land in the total agricultural land area and to provide to a sufficient extent for the farming of agricultural land in conformity with the principles of Good Farming Practice. The formal approval decision will be taken by the Commission in the coming weeks.

    [05] Commission clears merger between Bank One and J.P. Morgan

    The European Commission has granted clearance under the Merger Regulation to the full merger between J.P. Morgan Chase & Co (JPMC) and Bank One Corporation. The deal has no significant impact in Europe because there are only a limited number of overlaps between the parties in Europe. In overlapping areas like corporate banking and financial markets their combined market share remains low and the increase in the market share itself is minimal. (The operation, notified on 2 April 2004, was examined under the simplified merger review procedure)

    [06] Commission clears acquisition of Trenor by Nordic Capital

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of the Swedish holding company Trenor Holding AB by the private equity investment group Nordic Capital. Trenor is the ultimate parent of Ahlsell AB, Bröderna Edstrand AB and Reynolds European SAS which are active in the distribution of products for the building industry and wholesale of steel, aluminium and other non-ferrous metals. (The operation, notified on 2 April 2004, was examined under the simplified merger review procedure)

    [07] Festival de Cannes 2004 : une Journée de l'Europe consacrée aux métiers du cinéma, 11 films soutenus par Media et la remise du Prix "Nouveaux Talents"

    Le Festival de Cannes et la Commission européenne organisent pour la deuxième année consécutive une Journée de l'Europe, qui réunira plus de 20 des 25 ministres de la Culture de l'UE et de grands professionnels, autour d'une réflexion sur la dimension européenne dans l'enseignement aux métiers du cinéma et sur les difficultés pour passer de l'école aux premiers films. Au cours de cette Journée du 18 mai, Viviane Reding remettra le Prix "Nouveaux Talents" de l'Union européenne, qui récompense un jeune professionnel pour son projet de long métrage développé au sein d'une formation Media. Par ailleurs, 11 films soutenus par le programme Media sont présents dans les différentes sélections cannoises de cette année.

    [08] Michaele Schreyer décerne la Grande Croix du Mérite de l'Allemagne à Germaine Tillion

    Michaele Schreyer, Commissaire européenne au Budget, prononcera un discours à l'occasion de la remise, à Paris, le mercredi 12 mai, de la Grande Croix du Mérite de l'Allemagne à Mme Germaine Tillion. Mme Tillion, ethnologue française, déportée dans le camp de concentration de Ravensbrück a contribué au dialogue interculturel avec l'Islam et l'Afrique du Nord ; elle a lutté contre la torture et la peine de mort et est une européenne convaincue. Mme Tillion sera décorée pour sa contribution à la réconciliation entre la France et l'Allemagne.
