  • [01] Renforcement de l'OLAF : la Commission propose d'améliorer les flux d'information avec les institutions de l'UE et de consolider les garanties de procédure

    Cette proposition fait suite à l'engagement pris par le Président de la Commission européenne, Romano Prodi, dans le discours qu'il a prononcé le 18 novembre 2003 devant le Parlement européen, de présenter rapidement une initiative législative concernant l'Office de lutte antifraude (OLAF), visant à renforcer son cadre réglementaire. Elle renforcera l'efficacité opérationnelle de l'OLAF en lui permettant de se concentrer sur ses priorités et d'accélérer ses enquêtes. Les procédures régissant l'ouverture, la clôture et la prolongation des enquêtes sont clarifiées. De nouvelles dispositions précisent dans quels cas et selon quelles modalités l'OLAF doit tenir informées les institutions concernées par ses enquêtes. Cela permettra notamment aux institutions de prendre les mesures nécessaires pour protéger les intérêts financiers de l'UE sans nuire à l'efficacité des enquêtes. Les garanties de procédure sont renforcées grâce à la définition de règles précises applicables à l'audition et à l'information des personnes concernées. Enfin, le rôle du comité de surveillance dans le contrôle du respect des procédures par l'OLAF pendant les enquêtes est renforcé. La proposition est maintenant transmise au Parlement européen, au Conseil et à la Cour des comptes pour avis et adoption.

    [02] Commission proposes a fair and balanced share of the EU budget for Bulgaria and Romania

    The European Commission has proposed to grant Bulgaria and Romania a fair and balanced share of the EU budget after their accession. Limited to a period of three years, this 'package' of some €15.4 billion in commitments, €9 billion in payments follows the same principles and methodology that were applied for the ten acceding countries which will join the European Union on 1 May 2004. It will now be presented to the Council for a first debate, before the Commission makes in spring more detailed proposals for negotiations called 'draft common positions' in the fields of agriculture, regional policy and budgetary provisions.

    [03] Commission calls for the strengthening of EU-Russia relations

    The European Commission has adopted a Communication on EU-Russia relations, which proposes measures to improve the effectiveness of EU-Russia relations, in particular in light of increased EU and Russian interdependence, the EU's historic enlargement on 1 May and the unresolved conflicts in the Newly Independent States (NIS). It underlines that the EU and Russia should be ready, as strategic partners, to discuss frankly all issues of concern, including human rights, media freedom and events in Chechnya in addition to strengthening cooperation on concrete issues, on the basis of common interests. The Communication offers a basis for discussions on a review and strengthening of EU-Russia relations at the General Affairs and External Relations Council on 23 February.

    [04] Commission clears joint acquisition of VR Factorem by Natexis and DZ Bank

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of the German factoring company VR Factorem GmbH by the undertakings Natexis Factorem SA, controlled by the French Banque Populaire Group, and VR Leasing AG, controlled by the German DZ Bank AG. (The operation, notified on 06 January 2004, was examined under the simplified merger review procedure)
