[02] Commission suspends EU poultry imports from Thailand after avian influenza outbreak

Following the confirmation of avian influenza (AI) outbreaks in Thailand, the European Commission adopted the proposal from European Health and Consumer Protection Commissioner David Byrne to suspend the import of all poultry meat and poultry products from this country into the European Union with immediate effect. David Byrne who is currently on an official visit to the country said that all measures must be taken to protect the EU from the virus. Avian influenza is a highly contagious poultry disease that can cause severe economic damage to the poultry industry and can be transmitted to humans. The EU does not import life poultry and hatching eggs from Thailand and although the risk of importing the virus in meat or meat products is probably very low the Commission wants to make sure that any possible transmission is avoided.

[04] Commission improves the management of EU external assistance

The annual orientation debate on the effectiveness of the EU's external assistance will take place at the General Affairs and External Relations Council in Brussels on Monday 26 January. The Commission will set out the improvements that it has made in this area since it undertook its ambitious programme of reform in 2000. The reforms are now producing results. The ability to deliver timely and efficient development assistance to the benefit of the poor has been significantly improved. Furthermore strengthened coordination between Commission delegations and Member States' missions in third countries and better use of our collective resources on the ground have enhanced the EU's ability to meet its external assistance priorities.

[05] Western Balkans proceed with economic transition

A European Commission report published today acknowledges that the Western Balkans achieved another year of good economic performance in 2003, with GDP growth estimated slightly above 4% and inflation below 5%. Public finances maintained a positive trend of fiscal consolidation, recording an estimated average regional deficit of around 4% of GDP. However, external imbalances remain fairly large in all the Western Balkan countries, with an estimated average current account deficit of around 8% of GDP. In 2003, FDI flows to the Western Balkans are estimated to have reached almost €3 billion. The countries of the region made some steps forward in the process of market-oriented reforms, in particular in the area of privatisation of Small and Medium sized Enterprises (SMEs) and trade liberalisation. However, considerable progress is still needed in areas such as large-scale privatisation, public administration reform and management of public finances, access to finance for SMEs, rule of law, establishment of a transparent legal framework and promotion of a business-friendly environment.
