[01] Sécurité des arômes de fumée : David Byrne salue l'adoption d'un
nouveau règlement par le Conseil
Le Conseil a adopté le règlement sur les arômes de fumée, qui harmonisera
les règles nationales relatives à l'autorisation et à l'utilisation des
arômes de fumée, fortement divergentes. Les arômes de fumée servent à
donner un goût fumé à des aliments tels que la viande, le poisson et les en-
cas. Ils sont fabriqués en condensant de la fumée fraîche dans de l'eau,
puis en purifiant la fumée condensée. Grâce au processus de purification,
l'utilisation d'arômes de fumée est généralement considérée comme moins
dangereuse pour la santé que le traditionnel processus de fumage. Le
règlement entrera en vigueur 20 jours après sa publication au Journal
officiel de l'Union européenne. Les Etats membres devront mettre en œuvre
les nouvelles règles dans un délai de 18 mois à compter de cette date,
c'est-à-dire au plus tard au début de l'année 2005.
[02] €1.25 million advance payments for the eradication of avian influenza
in Belgium
The European Commission today decided to pay an advance of €1.25 million to
Belgium to reinburse compensation paid to farmers for losses they occurred
due to avian influenza outbreaks in the first half of 2003. In total eight
outbreaks have been reported in Belgium, about 3 million head of poultry
have been killed and 5 million eggs destroyed. Farmers have been
compensated for animals killed and eggs destroyed. Compensation is also
paid for the costs of destruction of carcasses, eggs, contaminated
feedingstuff and equipment and the cleaning and desinfection of holdings.
The final and total amount of the EU contribution (50% of costs) to Belgium
will only be fixed after the Belgian authorities have submitted the
official and final claims and after the Commission has carried out
financial and veterinary controls.
[03] Lack of women in European industrial research, but business strives to
make a change
Overall, only 15% of EU industrial researchers are women despite an
increase in the proportion of women graduates. This is one of the findings
of reports presented by the European Commission today. More than 350
participants from more than 40 countries gathered in Berlin to discuss
"Women in Industrial Research (WIR) speeding up changes in Europe". The
conference, organised with the German Federal Ministry of Education and
Research, represents a key step in EU strategy to promote women's
participation in research in Europe. Based on the report "WIR - A wake up
call for European Industry", the results of a European study on statistical
data and case studies, national and corporate strategies and good practices
were presented and discussed. The overall goal of the conference was to
prepare and develop possible actions, together with businesses, to promote
the presence of women in industrial research : a group of business
executives presented in Berlin a blueprint to boost women's participation
in industrial research.
[04] Eurobarometer : latest survey shows growing support for key EU
policies in acceding countries
Public support for a number of key European Union policy priorities is
continuing to grow in the ten acceding and three candidate countries,
according to the most recent Eurobarometer opinion survey, published today.
The survey is the latest in a series carried out in the ten countries due
to join the EU next May as well as Romania, Bulgaria and Turkey. It asks a
number of questions about citizens' attitudes on a range of issues relating
to the EU and its policies as well as their own lifestyles and outlook.
This survey questioned 12,126 people in the 13 countries between 16 June
and 18 July. The results show a continued growth in support for accession
to the EU, membership of the euro and joint EU decision-making in foreign
and defence policy.

Les jeunes des 10 pays adhérents au 1er mai 2004 et des 3 pays candidats
ont un mode de vie et des aspirations personnelles relativement proches de
ceux des jeunes de l'Union européenne à 15. C'est ce que montrent les
résultats d'une enquête Eurobaromètre menée au printemps 2003, auprès de
10.000 personnes à la demande de la direction générale Education et Culture
de la Commission européenne. Ce sondage montre aussi que sur les questions
de société et sur les attentes vis-à-vis de l'Union, les jeunes des pays
adhérents et candidats semblent se démarquer davantage des jeunes de
l'Union à 15.
[06] Foot-and-mouth disease in Argentina : extension of areas under
restriction
In September, when an outbreak of foot-and-mouth (FMD) disease had been
reported by the Argentinean authorities in the province of Salta, the
European Commission adopted a decision suspending the importation into the
EU of de-boned and maturated bovine meat from some departments in the
provinces of Formosa and Salta (see Midday Express of 10 September 2003).
The Argentinian veterinary authorities have now enlarged the area under
restriction to prevent a further spread of FMD and, from the information
provided so far by them, it is not possible to fully assess the disease
situation in this area. As a result of this uncertainty the Standing
Committee on the Food Chain and Animal Health yesterday voted in favour of
a Commission proposal to extend the area from which the importation of de-
boned and maturated meat is suspended. The new decision will apply to the
whole territory of the provinces of Formosa, Salta, Chaco and Jujuy. Meat
from other regions of Argentina which are free of FMD can continue to be
imported into the EU in accordance with existing import rules.
[07] Commission welcomes Council agreement against unfair competition from
subsidised third country airlines
On 9 October, the Transport Council agreed to fill the legal vacuum to
react against unfair competition from subsidised third country competitors
in the airline sector. This Regulation will address subsidies and also
unfair pricing practices by third country competitors resulting from non-
commercial advantages granted by their authorities. Loyola de Palacio,
European Commission vice-president in charge of Transport and Energy,
welcomed strongly this unanimous agreement. "This is a very important
agreement for our airlines which will be put on an equal footing with their
competitors in the future : the new instrument gives possibilities to react
against very unfair practices", she said. "In the European Union, our
airlines have to 'play it by the book' while it can happen that third
country competitors on international routes. These new rules, when adopted,
will fill the legal gap." The text will have to be seen by the European
Parliament and the Council in second reading and might enter into force by
2004.
[08] Signing of the EU-Macao Readmission Agreement
European Commissioner for External Relations Chris Patten and Italian
Minister of Foreign Affairs Franco Frattini will sign the EU-Macao
Readmission Agreement on 13 October on behalf of the European Community.
The signing ceremony will take place in Luxembourg in the margins of the
General Affairs External Relations Council. Ms Florinda Chan, Secretary for
Administration and Justice of the Macao Special Administrative Region, will
sign for Macao. The EU-Macao Readmission Agreement lays down common rules
for the return of persons illegally residing on the territories of both
Parties to their country of origin. It was negotiated in October 2001
following the EU's lifting of visa requirements for Macao SAR passport
holders in March 2001. This is the second such agreement to be concluded
since the EU was given responsibility for agreements on readmission of
illegal immigrants under the Treaty of Amsterdam. The first, with Hong Kong
SAR, was signed on 27 November 2002. For further information see

[09] Commission participates to Geneva TELECOM 2003 Conference
European Enterprise and Information Society Commissioner Erkki Liikanen
will participate to the opening of the ITU (International Telecommunication
Union) TELECOM 2003 in Geneva on Sunday October 12. Throughout the
conference (October 12-18), the Commission will focus on the theme of
eEurope. Each day on the Commission stand in Hall 5, officials will be
presenting one of the specific policy priorities that the Commission and
Member States are pursuing in this context (Broadband, eSafety, eLearning,
eGovernment, etc). The Conference represents a good opportunity to
demonstrate and exchange views on how EU policies may affect business
development within the sector.
