[01] Tremblement de terre en Algérie : message de Romano Prodi à Abdelaziz

Le Président de la Commission européenne, Romano Prodi, a envoyé le message
suivant au Président de la République algérienne démocratique et populaire,
Abdelaziz Bouteflika : "C'est avec beaucoup d'émotion et de tristesse que
j'ai appris la nouvelle de la catastrophe provoquant la perte de nombreuses
vies humaines à la suite du séisme qui a frappé hier soir Alger et sa
région. Au nom de la Commission européenne et en mon nom personnel, je
tiens à vous adresser mes très sincères condoléances dans ces tragiques
circonstances. Je vous prie également de bien vouloir transmettre aux
familles des victimes l'expression de notre sympathie et de notre
solidarité."
[02] La Commission désigne le registre chargé de gérer le domaine de
premier niveau ".eu"
La Commission européenne a décidé de confier au registre EURID ("European
Registry for Internet Domains") l'exploitation du domaine de premier niveau
(TLD) ".eu". Le suffixe ".eu" doit permettre d'identifier les sites web et
les adresses électroniques propres à l'Europe, à l'image de ".org" ou
".com". Les trois membres fondateurs d'EURID gèrent actuellement les codes
nationaux ".be" (Belgique), ".it" (Italie) et ".se" (Suède). La société
EURID comprend également deux membres associés provenant de pays adhérents.
Elle s'est engagée à consulter les acteurs de la communauté internet en
Europe et à entretenir des contacts avec les organismes régionaux et
internationaux concernés par l'internet.
[03] Commission sets out its objectives for the United Nations World Summit
on Information Society
The European Commission has adopted a Communication on the forthcoming
World Summit on Information Society setting out the main objectives for the
EU at this Summit. This Summit, the first world-wide event in the field, is
under the patronage of the United Nations and will be held in Geneva in
December 2003, continuing in Tunis in November 2005.
[04] Commission clears ENI's stake in Unión Fenosa Gas
The European Commission has granted clearance under the Merger Regulation
to the acquisition by Italian energy firm ENI S.p.A of a stake in Unión
Fenosa Gas SA. Unión Fenosa Gas is currently a wholly-owned subsidiary of
Unión Fenosa SA. After the deal is completed it will be jointly controlled
by ENI and Unión Fenosa. (The operation, notified on 11 April 2003, was
examined under the simplified merger review procedure).
[05] David Byrne welcomes adoption by the World Health Assembly of the
world's first Convention on Tobacco Control
On 21 May, the World Health Assembly unanimously adopted in Geneva a global
Framework Convention on Tobacco Control (FCTC). European Commissioner for
Health and Consumer Protection David Byrne welcomed the adoption as an
historic moment and the first ever international treaty for public health.
He said : "This is a ground breaking first and signals the commitment of
governments all over the world to fight the tobacco scourge and protect
their citizens from the worst excesses of a powerful global industry.
Global problems, need global partnerships and local solutions. Armed with
this convention we can move forward to make tobacco control a cornerstone
of health and development. The Convention is testimony to the solidarity of
an alliance of 192 countries who have decided to put the health of their
citizens first. I would also like to congratulate Dr Gro Harlem Brundtland
for the courageous leadership she has shown and the sterling work done by
World Health Organization in taking the initiative to launch the process
and in bringing the negotiations to a successful conclusion". The FCTC is a
mixed convention which the Council signs for those subjects which fall
under Community competence and which EU Member States sign for matters of
national competence. The EU played a leading role in developing and
promoting tobacco control policies within the EU and in the FCTC process.
Commissioner Byrne's leadership, achievements and commitment in tobacco
control have been recognised in particular with a special WHO award for him
which was announced in the World Health Assembly when the Tobacco
Convention was adopted. The now adopted Convention represents the outcome
of three years of negotiation. Full details can be found at:

[06] Attribution du Prix de l'UE pour l'architecture contemporaine
Viviane Reding, membre de la Commission européenne chargée de l'Education
et de la Culture, a annoncé aujourd'hui que le Prix de l'Union européenne
pour l'architecture contemporaine Prix Mies van der Rohe est décerné à Mme
Zaha Hadid pour la conception et la réalisation du Terminus de tramway
Hoenheim Nord à Strasbourg (France). La Mention spéciale destinée à un
jeune architecte est décernée à M. Jürgen Mayer H. pour la maison communale
de Scharnhauser Park, à Ostfildern (Allemagne).
[07] Recherche et droits de propriété intellectuelle : mieux exploiter
l'information fournie par les brevets
L'augmentation des capacités de recherche et d'innovation en Europe passe
aussi par un renforcement du système des brevets ainsi que par une
meilleure formation et information sur ce sujet. Hier, à Liège (Belgique),
Philippe Busquin, Commissaire chargé de la Recherche, a participé, aux
côtés de M. Kober, président de l'Office européen des brevets (OEB), à
l'inauguration de la conférence PATLIB 2003 consacrée à l'"information
brevets", c'est-à-dire l'information fournie par les brevets. Le
Commissaire Busquin a souligné l'importance croissante des questions de
propriété intellectuelle dans le domaine scientifique et technologique, en
particulier dans le contexte d'une intensification des relations université-
industrie. La protection de la propriété intellectuelle représente un
élément clé du Plan d'Action de la Commission pour porter d'ici 2010
l'effort de recherche de l'Union à 3% de son PIB.
[08] 33 ministres réunis pour la santé en ligne à Bruxelles les 22 et 23
mai
33 ministres de l'UE, de l'AELE et des pays en voie d'adhésion
participeront à la première conférence ministérielle et exposition
européenne sur la santé en ligne, qui se tiendra à Bruxelles les 22 et 23
mai, en collaboration avec la présidence grecque du Conseil. Les ministres
de la santé et des télécommunications discuteront des modalités selon
lesquelles la technologie peut contribuer à offrir aux citoyens européens
de meilleurs soins de santé à moindre coût. Erkki Liikanen, le commissaire
européen chargé de la société de l'information et des entreprises, ouvrira
la conférence en présentant la perspective politique pour l'Europe en ligne,
pour ensuite, en compagnie de David Byrne, commissaire européen à la santé
et à la protection des consommateurs, ouvrir officiellement l'exposition.
Cette dernière présentera 42 applications de soins de santé en ligne,
sélectionnées parmi 189 propositions. Les meilleurs exposants recevront les
premier prix de l'Europe en ligne, et la conférence s'achèvera sur une
déclaration ministérielle concernant les moyens pour progresser dans cette
voie.
[09] Neil Kinnock invites ministers from the 10 acceding countries to
Conference on recruitment and reform
At the invitation of Neil Kinnock, Vice-President of the European
Commission, responsible for Administrative Reform, ministers and senior
officials from the 10 acceding countries gather in Brussels on Monday, 26
May for a conference on the recruitment of new EU officials and
administrative reform. The meeting, the first of its kind bringing together
ministers from the acceding countries responsible for public administration,
will also be attended by Costas Scandalides, Greek interior minister, on
behalf of the presidency of the European Union. Interested journalists are
invited to attend a press conference, followed by sandwiches and an
aperitif, at the Centre Borschette, Rue Froissart 36, room 3A, on Monday at
12.45.
[10] Services personnalisés et productivité accrue : l'UE présente 65
"meilleures pratiques" dans l'administration publique à la conférence
ministérielle de Côme
65 applications représentant "les meilleures pratiques des administrations
publiques en Europe" ont été sélectionnées afin d'être présentées à la
conférence ministérielle sur les pouvoirs publics en ligne 2003 qui aura
lieu les 7-8 juillet à Villa Erba, Côme (Italie). Les ministres
responsables des pouvoirs publics et des télécommunications de quelque 40
pays assisteront à la conférence pour débattre de la façon dont les
technologies peuvent contribuer à la fourniture de services plus
intégrateurs et personnalisés et à l'accroissement de la productivité et de
la responsabilité des administrations publiques.
[11] Promoting respect for Human Rights and democracy in the Mediterranean
The European Commission has adopted a Communication entitled
"Reinvigorating European Union actions on Human Rights and democratisation
with Mediterranean partners". The promotion of democracy, the rule of law
and the respect of Human Rights and fundamental freedoms constitutes one of
the core objectives of the EU's external policies, as set out in the
Commission's Communication of 8 May 2001 on the EU's Role in Promoting
Human Rights and Democratisation in Third Countries. Chris Patten,
Commissioner for External Relations, said : "Human Rights and fundamental
freedoms are an essential part of the framework governing EU relations with
our Mediterranean partners. Progress towards full respect of human rights
and democratic principles has to come from within. But, based on its own
successful experience, Europe will continue to help in developing a freer
civil society".
[12] Euro-Mediterranean Foreign Ministers to discuss working together in
the Mediterranean and the Middle East
The next Euro-Mediterranean Ministerial Conference will be held in Crete on
26-27 May 2003. High on the agenda will be a joint assessment, on the eve
of the enlargement of the EU, of how to define the role of the Partnership
in reducing tensions following the war in Iraq and with the continuing
uncertainty in the Middle East Peace Process. This mid-term meeting of
Foreign Ministers of the Euro-Mediterranean Partnership (the 'Barcelona
Process') takes place whilst violence and political tension continue
throughout the region. Against the background of the Commission's
Communication on 'Wider Europe', setting out a new framework for relations
with the neighbours of the enlarged EU, External Relations Commissioner
Chris Patten said : "The EU's most successful external policy has been its
enlargement. We must now see how we can establish with our Mediterranean
partners ways of developing the Barcelona Process to bring them as many as
possible of the same benefits, even if the question of joining the EU is
not on the table for them." The Partnership is the main instrument for
developing the relationship between Europe and its neighbours to the South.
Ministers will be looking for ways of confirming their common commitment to
restoring peace and stability to the region and to improve understanding
between the different cultures and traditions on either side of the
Mediterranean.
