[01] La Commission propose d'assouplir l'application des règles
d'attribution de créneaux, en raison de la guerre en Irak et du
développement du SRAS
La Commission européenne a proposé de modifier les règles de l'Union
européenne relatives à l'attribution des créneaux horaires dans les
aéroports en introduisant une dérogation aux exigences normales
d'utilisation des créneaux pour la saison aéronautique d'été. Cette mesure
vise à permettre aux transporteurs aériens d'adapter leurs capacités à la
baisse de la demande provoquée par la guerre en Irak et par le
développement du syndrome respiratoire aigu sévère (SRAS) en Asie du sud-
est. Une mesure analogue avait été adoptée après les tragiques évènements
du 11 septembre 2001, à la suite desquels une forte baisse de la demande
avait contraint les transporteurs aériens à réduire sensiblement leurs
services. Sans cette mesure, les transporteurs aériens auraient été tenus
de poursuivre l'exploitation de leurs services aériens non rentables afin
de conserver leurs créneaux horaires dans les aéroports engorgés de l'Union
européenne.
[02] ECHO preparatory mission to Iraq
A preparatory team from the European Commission's Humanitarian Aid Office
(ECHO) will travel to Baghdad early next week with a view to assess the
humanitarian situation and examine the possibility of opening an ECHO
office in the city as soon as possible. The mission will include meetings
with operational partners (UN, Red Cross and European NGOs) and visits to
ECHO-funded projects. The team will also be making arrangements for the
trip of Commissioner Poul Nielson to the region, scheduled for the
beginning of May. ECHO has provided €157 million in humanitarian aid to the
people of Iraq over the last decade and a further €100 million has been
allocated, of which €22.5 million is already being deployed, in response to
needs arising from the war. Assistance funded by ECHO since the conflict
began on 20 March includes food and other vital supplies for hospitals,
mobile water distribution and support in repairing water and sanitation
systems.
[03] La Commission émet quatre avis concernant des projets de développement
touchant des sites Natura 2000
La Commission européenne a émis des avis concernant quatre projets de
développement qui touchent des sites Natura 2000 en Allemagne, aux Pays-Bas
et en Suède. Ces avis, prescrits par la directive Habitats de 1992, sont
les réponses aux demandes officielles adressées par ces Etats membres à la
Commission. Celle-ci a émis un avis favorable pour trois de ces projets,
qu'elle considère comme justifiés par des raisons impératives d'intérêt
public majeur. Dans chaque cas, les dommages causés aux sites Natura 2000
en question seront compensés par des mesures appropriées. La Commission a
cependant émis un avis négatif pour un projet en Rhénanie du Nord-
Westphalie (Allemagne).
[04] EU and West Africa agree to open negotiations for an economic and
partnership agreement in September 2003
On 24th April the EU and the Economic Community of Western African Space
(ECOWAS) meeting in Accra agreed to open negotiations for an economic and
partnership agreement (EPA) in September 2003. West Africa is the first
region within the African Carribean and Pacific group to have taken this
step and it is a clear sign of its mature process of regional integration.
Speaking from Accra, European Trade Commissioner Pascal Lamy said : "This
is a very important step forward in the EU/ACP common project of making
trade contribute to development. This is a stepping stone in establishing a
partnership between the EU and this region. It is also a clear sign of the
EU's continuous commitment to the integration of this region, thus
contributing to the stability and prosperity of Western Africa". ECOWAS
ministers will now meet in July 2003 to finalize the region's preparations
for the opening of the negotiations. At the meeting, ministers confirmed
their commitment to a successful outcome of the WTO ministerial meeting in
Cancun, so that the negotiations under the Doha Development Agenda are
concluded by the agreed date of end of 2004.
[05] Commission adopts annual programme for Serbia and Montenegro
The European Commission has adopted its annual programme for the State of
Serbia and Montenegro. In 2003, within the Community Assistance for
Reconstruction, Development and Stabilisation (CARDS) Programme, the
Commission will spend a €229 million in Serbia and €13.5 million in
Montenegro to support its reform and modernisation efforts for Good
Governance, Economic Reconstruction and Civil Society Development.
[06] La Commission adopte un programme annuel pour l'ARYM
La Commission européenne a adopté un programme annuel pour l'ancienne
République yougoslave de Macédoine (ARYM). En 2003, dans le cadre du
programme CARDS (assistance communautaire à la reconstruction, au
développement et à la stabilisation), quelque 38,5 millions d'€ seront
alloués à l'ARYM, afin de l'aider dans ses réformes et ses efforts de
modernisation. L'objectif est d'accompagner les avancées institutionnelles
et administratives sur la voie de la démocratie, d'aider à la
reconstruction économique du pays et de contribuer à la renaissance d'une
société civile. Depuis 1991, l'UE est le premier pourvoyeur d'aide aux
Balkans occidentaux.
[07] Commission adopts annual programme for Kosovo
The European Commission has adopted its annual programme for Kosovo. In
2003, within the Community Assistance for Reconstruction, Development and
Stabilisation (CARDS) Programme, a total of €53 million will be spent in
assisting Kosovo to provide humanitarian emergency assistance, to finance
and manage sustainable reconstruction by revitalising economic activity,
institution building and social development. Since 1991, the European Union
has been the largest assistance donor to the Western Balkans.
[08] EU concerned about US audit registration step
European Internal Market Commissioner Frits Bolkestein regrets the decision
by the US Public Company Accounting Oversight Board (PCAOB) to require
European Union-based audit firms with US-listed clients to register with
the PCAOB. He called for a moratorium of the registration of EU audit firms
so that effective transatlantic and international solutions can be agreed
to restore confidence in financial markets without imposing disproportionate
burdens on EU businesses and audit firms. The PCAOB decision still needs to
be considered by the US Securities and Exchange Commission (SEC).
[09] New President of EU Economic and Financial Committee
The EU Economic and Financial Committee (EFC) has agreed that Mr Caio Koch-
Weser of Germany will succeed Mr Johnny Åkerholm as the President of the
Committee as of May 19, 2003. Mr Koch-Weser will be succeeded by Mr Lorenzo
Bini Smaghi (Italy) as Vice President. Both mandates are for two years.
