[01] Le cadre des politiques et des ressources pour 2004: la stratégie
politique annuelle de la Commission pour l'année des adhésions
La Commission a adopté aujourd'hui sa décision sur la stratégie politique
annuelle pour 2004. Celle-ci définit un cadre clair en matière de
politiques et de ressources pour 2004 qui orientera la préparation de
l'avant-projet de budget et la planification opérationnelle. La priorité
politique essentielle réside dans le lancement des travaux de l'Union
élargie. Les deux priorités associées sont la stabilité et la croissance
durable. Ces trois priorités s'inscrivent dans la continuité des priorités
de la Commission pour 2003.
[02] The Commission prepares Union finances beyond 2006.
The internal roadmap for preparing the Union's financial framework after
2006 has received the Commission's approval. The roadmap sets out a
timetable and internal arrangements for the preparatory work, centred on
working groups chaired by Commissioners on the policy themes of peace (Mr
Lamy), freedom and European citizenship (Mr Byrne), freedom and sustainable
prosperity (Mr Monti), solidarity (Mr Barnier), administration (Mr Kinnock)
and resources (Mrs Schreyer). The reflection will cover the expenditure and
financing side of the budget. The Commission plans to present a
Communication to the budgetary authority on the broad orientations for the
next financial framework by the end of 2003 and to present by mid-2004 the
legislative proposals covering policy changes relating both to expenditure
and revenue aspects.
[03] The EU appeals to Russia to ratify the Kyoto Protocol
EU Environment Commissioner Margot Wallström, together with Environment
Ministers Vasso Papandreou of Greece - President-in-office of the EU
Environment Council - and Altero Matteoli of Italy, will travel to Moscow
today to encourage Russia to complete ratification of the Kyoto Protocol
and discuss a strengthening of co-operation in the fight against climate
change. Russia's ratification is necessary to enable the Kyoto Protocol to
enter into force. The Troika visit to Russia is the latest initiative in
the EU's ongoing efforts to secure the entry into force of the Kyoto
Protocol and effective multilateral action to combat climate change. The
Troika will be in Moscow from 5-7 March 2003.
[04] Les femmes et l'égalité des chances en Europe : la Commission adoption
le rapport annuel, Mme Diamantopoulou affirme que la législation seule ne
suffit pas.
La Commission a adopté aujourd'hui le 7ème rapport annuel sur l'égalité des
chances dans l'Union européenne, qui présente les principales réalisations
dans le domaine de l'égalité entre les sexes en 2002. Selon le rapport,
l'Union européenne a accompli des progrès dans la législation relative au
genre, notamment avec l'adoption de la directive sur le harcèlement au
travail. Le rapport examine la jurisprudence récente des États membres sur
l'égalité de rémunération ainsi que les initiatives visant à concilier vie
professionnelle et familiale. La Commission estime toutefois que les
données sur la participation des femmes à la prise de décision sont
insatisfaisantes, notamment dans le secteur privé. Le rapport analyse dans
quelle mesure l'égalité des sexes a été prise en compte dans chacune des
autres politiques communautaires ("intégration de la dimension de genre").
Il examine où en sont les pays candidats dans l'adoption de la législation
européenne relative à l'égalité des sexes et conclut qu'une loi purement
théorique n'est pas, en soi, suffisante: des mécanismes de soutien sont
nécessaires, tels que des organes pour l'égalité, des médiateurs de
l'égalité et des sources de conseils indépendantes et fiables.
[05] Better services for European companies with new "B2Europe" initiative
European companies will have improved access to EU business support
networks as a result of a Commission Communication adopted today. The
"B2Europe" initiative, presented in the Communication, connects the
resources and intelligence of major European business support networks
through a variety of tools which will be in place by the end of 2003. These
will include a common web site portal and a "Multiple Entry Point" system,
which offers immediate and basic access to services for companies. Overall,
the initiative will help the networks deliver advice and assistance more
speedily and efficiently, to where it is needed by companies. These
networks are a vital source of support for European small and medium-sized
enterprises (SMEs). Altogether, they currently offer around 900 entry
points across the continent (about 100 are located in candidate countries)
where companies can access information or advice on a wide range of topics
about the European Union. The initiative is a result of extensive
consultation with the main stakeholders and addresses the need for more
coherent, consistent and easily accessible business support. It builds on
the Commission's existing programme aimed at assisting entrepreneurs in
order to foster a better business environment in Europe.
[06] Navigation intérieure : La Commission européenne signe un accord de
coopération avec la Commission Centrale pour la Navigation du Rhin
La Commission européenne et la Commission Centrale pour la Navigation du
Rhin (CCNR) ont signé le 3 mars 2003 un accord qui renouvelle et renforce
la coopération pragmatique entre les deux organisations. Celles-ci
apportent ainsi une contribution importante à la mise en place d'un cadre
favorable à la promotion et au développement de la navigation intérieure
européenne. François Lamoureux, Directeur général de la Direction générale
de l'Energie et des Transports de la Commission européenne et Jean Marie
Woehrling, Secrétaire général de la CCNR, ont signé au nom de ces
organisations respectives.
[07] La Commission autorise un régime d'aides français pour la promotion de
moyens de transports plus respectueux de l'environnement
La Commission a donné aujourd'hui son feu vert aux autorités françaises
pour la mise en place d'un régime d'aides qui vise à limiter les rejets de
gaz à effets de serre liés au secteur et aux activités de transport. Ce
régime pluriannuel, qui sera conduit par l'Agence française de
l'Environnement et de la Maîtrise de l'Energie (Ademe), répond aux
objectifs de développement durable, conformément aux engagements souscrits
par l'Union européenne dans le cadre du protocole de Kyoto.
[08] Air services to Corsica: Commission gives go-ahead for social
assistance scheme
The Commission today authorised a temporary social assistance scheme to
enable certain categories of passengers to have reduced fares on air
services between Paris (Orly) and four Corsican airports. This scheme is
intended to promote the opening-up of Corsica, make it possible to combat
handicaps connected with its insular nature and promote economic
development and job creation in the island.
[09] Commission authorises the United Kingdom to grant aid to the coal
industry
The Commission has decided today not to raise any objections to the
operating aid amounting to GBP 2,784,810 (€ 4,087,182.00) which the United
Kingdom is proposing to grant to six coal mines. The aid should help to
make the mines viable, enabling them to continue their activities beyond
2002 without the need for further public subsidy. The aid is compatible
with the proper functioning of the internal market.

aux aides fiscales des provinces de Alava, Guipúzcoa et Vizcaya
La Commission européenne a décidé à ce jour de saisir la Cour de Justice
conformément à l'article 88(2) du traité considérant que l'Espagne n'a pas
exécuté six des sept décisions qu'elle avait prises en juillet 2001 dans le
domaine des aides d'Etat. Les sept décisions déclaraient illégaux certains
régimes d'aides fiscales, sous la forme de crédit d'impôt et de « vacances
fiscales », mis en œuvre par les provinces de Alava, Guipúzcoa, Vizcaya, et
Navarra. Notamment, ces régimes ne respectaient pas les règles sur les
aides à finalité régionale et les règles applicables aux aides en faveur
des PME. Par ces décisions, la Commission avait ordonné à l'Espagne de
supprimer lesdits régimes et de
[11] Information injunction with respect to possible State aid to Chemische
Werke Piesteritz (CWP)
The European Commission enjoined Germany to provide full and detailed
information on State aid granted to Chemische Werke Piesteritz GmbH (CWP).
CWP is a producer of phosphoric acid and its derivative products, notably
phosphates.

[12] Commission proposes extension of transitional measures on BSE
The European Commission today proposed to the European Parliament and the
Council to continue some specific transitional measures to prevent the
spread of BSE and contamination of the food chain until 1 July 2005. The
measures were put in place on 1 July 2001 and were due to expire on 30 June
this year. The measures provide that EU Member States and third countries
exporting to the EU (except from countries where the BSE risk has been
scientifically assessed as "highly unlikely") have to remove specified risk
material from the food chain. Certain slaughter methods and the use of
ruminant bones for the production of mechanically recovered meat are also
prohibited. The feed ban, which prohibits feeding processed animal protein
to animals farmed for food, is included among the transitional measures,
although the Commission envisages introducing the feed ban into the TSE
Regulation in a separate decision. Export restrictions on the UK and
Portugal also form part of the transitional measures. It had been envisaged
that permanent measures would have been implemented by end of June this
year but because discussions on categorising countries for BSE status are
still continuing in international fora, this has not proved possible.
Consequently the Commission proposes that the existing measures will
continue in force. This proposal will have to be approved by the Council
and the European Parliament.
[13] EU-Japan High Level meeting on Regulatory Reform
Today EU and Japanese officials will hold a high level meeting as part of
their bi-annual EU-Japan Regulatory Reform Dialogue. The objective of the
Dialogue is to help European industry increase its presence in Japan and
Japanese industry to widen its operations here in Europe, as well as
further improve regulatory reform on both sides. The EU delegation will be
led by Mr Valenzuela, the Deputy Director General of DG Relex and the
Japanese delegation will be led by Mr Kenichiro Sasae, the Director General
of the Japanese Ministry of Foreign Affairs. A number of member states will
also be represented. Following the meeting, a press conference will be held
in the Charlemagne building, Rue de la Loi, 170 at 17:00.
[14] La Commission propose des sanctions pénales pour les navires pollueurs
La Commission européenne vient d'adopter aujourd'hui une proposition qui
conduira à imposer des sanctions pénales aux responsables de la pollution
par les navires. Pour Loyola de Palacio, vice-présidente de la Commission
en charge des transports et de la politique énergétique, "l'introduction
d'une mesure de ce type est particulièrement importante dans le secteur de
la navigation, car les effets dissuasifs des régimes de responsabilité
civile qui régissent aujourd'hui la pollution causée par les navires ne
sont pas suffisants, sur le plan financier, pour que les armateurs et les
autres personnes qui interviennent dans le transport de cargaisons
dangereuses par mer adoptent un comportement plus responsable".
[15] UE - Maroc: € 50M pour appuyer le développement de la formation
professionnelle
Le Commissaire Chris Patten, en charge des Relations Extérieures, et le
Ministre de Finance du Royaume du Maroc, Fathallah Oulalou, ont signé hier
une convention de financement entre l'Union européenne et le Royaume du
Maroc pour développer la formation professionnelle dans des secteurs
particulièrement porteurs pour l'emploi au Maroc (le tourisme, le textile
et les nouvelles technologies de l'information et de la communication). Ce
projet, dont la durée est de 6 ans, est doté d'un montant total de €65 M
dont €50 M financé par l'Union européenne. UN plan for Cyprus Commission
announces preparatory Donor Conference The Commission continues to strongly
support the UN led efforts to reach a comprehensive settlement. The
Commission urges the leaders of the two communities on the island to seize
the unique opportunity and to sign on 10 March the commitment to submit the
plan issued by the UNSG Kofi Annan for approval at separate simultaneous
referenda on 30 March. The Commission has announced its willingness to
organize an International Donors Conference to provide financial support in
the context of a comprehensive settlement of the Cyprus problem immediately
after the new state of affairs comes into being. With this in view, the
Commission intends to invite potential donors to a preparatory conference

[16] Janvier 2003 - Les prix à la production industrielle en hausse de 0,8%
dans la zone euro; hausse de 0,7% dans l'UE15
Euro-zone annual inflation is expected to be 2.3% in February 2003
according to a flash estimate issued today by Eurostat - the Statistical
Office of the European Communities in Luxembourg. It was 2.2% in January.
[17] Women in the EU - 8 March 2003: International Women's Day
In conjunction with the events organised by the European Commission to
celebrate the International Women's Day, Eurostat is publishing today
statistical tables providing information on demographic, economic, social
and cultural aspects related to women in the EU, showing differencies and
similarities with men.
