[01] Commission clears acquisition of Kruidvat by AS Watson in the retail
of health and beauty products
The European Commission has cleared the acquisition of the Dutch companies
Kruidvat Holding BV and Kruidvat Superdrug BV by AS Watson, a Hong Kong
based company, which belongs to Hutchison Whampoa. AS Watson operates
health and beauty stores under the trade name 'Savers' in the United
Kingdom. Kruidvat is active in the same field, but the United Kingdom is
the only market where the two companies' activities overlap and this is not
likely to lead to a significant increase in market share.
[02] Entrée en vigueur de règles communautaires strictes concernant la
fabrication, la présentation et la vente des produits du tabac
David Byrne, membre de la Commission européenne en charge de la santé et de
la protection des consommateurs, s'est félicité aujourd'hui de
l'application, à partir de lundi prochain, de la nouvelle directive
relative à la fabrication, la présentation et la vente des produits du
tabac. Cette directive arrête des dispositions fondées sur des avis
scientifiques et portant sur des points essentiels tels que les additifs,
les substances qui créent une dépendance, les avertissements relatifs à la
santé ainsi que les allégations trompeuses. Elle réduit aussi les teneurs
maximales des cigarettes en goudron, en monoxyde de carbone et en nicotine.
Cette directive remplace et va plus loin que la législation actuelle sur
l'étiquetage et les teneurs maximales en goudron. Avec cette nouvelle
législation, l'Union européenne occupe une place importante dans la lutte
antitabac au niveau international et assure le même niveau de protection
dans tous les Etats membres.
[03] "Goethe Challenge Trophy" for Europe-wide smoking prevention
The European Commissioner for Health and Consumer Protection, David Byrne,
received yesterday the Goethe Challenge Trophy for Smoke-Free Environment
at the 5th European Health Forum in the Austrian town of Bad Hofgastein.
The "Goethe Endowment for Non-Smoking" presents the award every year to
institutions, university departments and individuals who have made
outstanding contributions to ensuring a smoke-free environment. Mr Byrne is
being honoured for the decisive action that he has taken to prevent tobacco
consumption in the European Union and, particularly, for his role as
initiator of a pan-European information campaign to prevent smoking among
adolescents, with the slogan of "Feel free to say no".
[04] World Heart Day : David Byrne says cardiovascular disease is a deadly
problem in Europe
European Commissioner David Byrne, responsible for Health and Consumer
Protection, spoke out in support of the World Heart Day on Sunday 29
September. Cardiovascular disease still represents the main cause of
mortality in the Member States. According to Eurostat Health and Safety
Statistics for 1998, 45% of deaths in women and 38% of deaths in men were
attributed to circulatory diseases and thousands of others remained
disabled by them. Diseases of the heart and circulation are for most people
the greatest risks to life. "Several factors can play a role in reducing
the risk of exposure to cardiovascular diseases : no smoking, a healthy
diet, more physical exercise, and regular health care", said Mr Byrne,
"many of these determinants were addressed in projects supported through
the current European Union Health Promotion Programme." These initiatives
included support for the European Heart Network. The EU is currently
putting in place a new public health programme 2003-2009. The issue of
cardiovascular disease will be addressed through improving data collection
and information on prevention, and by supporting initiatives regarding the
health determinants of diet, nutrition, tobacco control and physical
activity mentioned above. The World Heart Day is the initiative of the
World Heart Federation, a non-governmental organisation. For more

[05] Fiscalité directe : la Commission demande à la France d'éliminer
l'aspect discriminatoire de la réduction d'impôt au titre des frais de
garderie
La Commission européenne a décidé d'adresser à la France une demande
formelle de modifier sa législation puisqu'elle ne permet pas la réduction
d'impôt sur les revenus au titre des frais de garde des jeunes enfants
lorsque l'établissement assurant cette garde est situé au-delà de la
frontière, et cela nonobstant les parents demeurent entièrement assujettis
à la taxation française. La Commission considère que cette législation est
incompatible avec les dispositions du traité CE qui garantissent la libre
prestation de services et la libre circulation des personnes. La demande
est sous la forme d'un avis motivé, qui est la deuxième étape de la
procédure d'infraction prévue par l'article 226 du traité CE. En l'absence
d'une réaction satisfaisante à l'avis motivé dans les deux mois, la
Commission pourrait saisir la Cour de Justice.
[06] Une nouvelle étape vers la création de l'Agence européenne pour la
sécurité aérienne : la Commission recherche un directeur exécutif
La Commission européenne a lancé aujourd'hui une procédure pour le
recrutement d'un directeur exécutif de l'Agence européenne pour la sécurité
aérienne. Cette nouvelle agence fournira à la Commission et aux Etats
membres l'aide technique et scientifique nécessaire pour établir les normes
les plus élevées possibles en matière de sécurité aérienne, pour veiller à
leur application uniforme en Europe et pour promouvoir leur diffusion dans
le monde entier. L'agence sera hébergée provisoirement dans les locaux de
la Commission à Bruxelles, en attendant que son siège, ainsi que celui des
autres nouvelles agences, soit fixé par le Conseil européen.
[07] European Agency for Reconstruction : Richard Zink appointed as new
Director
The Governing Board of the European Agency for Reconstruction has today
appointed Mr Richard Zink as the new Director of the Agency. Mr Zink will
take over his new function as of 1 October 2002.
[08] L'UE ouvre des négociations commerciales avec des Etats d'Afrique, des
Caraïbes et du Pacifique
Le 27 septembre, les ministres du commerce de l'UE et de 76 pays
appartenant au groupe des Etats d'Afrique, des Caraïbes et du Pacifique
(ACP) vont entamer des négociations en vue de la conclusion d'accords de
partenariat économique (APE). Au cours de la cérémonie d'ouverture, le
Commissaire européen chargé du Commerce, Pascal Lamy, a notamment déclaré :
"Ces négociations ouvrent un nouveau chapitre de nos relations économiques
avec les ACP. L'UE et les ACP vont agir ensemble pour mieux intégrer les
ACP dans l'économie de la planète et lutter contre la pauvreté par la
coopération commerciale et économique. Nous devrons, pour atteindre ce but,
nous réunir et coopérer dans un esprit de partenariat dès le premier jour
des négociations." Le Commissaire chargé du développement et de l'aide
humanitaire, M. Poul Nielson, a indiqué : "Ce processus régional est
essentiel pour plusieurs raisons : il aide le Sud à développer des
économies diversifiées, stables et moins vulnérables ; il permet aux pays
en développement de construire des pôles d'activité économique et
d'administration publique où se concentre la croissance locale qui sinon
serait hors de portée des pays pris individuellement ; il augmente la
taille des marchés et rend possibles les investissements étrangers directs,
même dans les petites économies ; et finalement, la coopération régionale
s'est avérée être une voie efficace d'instauration de la confiance
politique et de prévention des conflits. J'espère par conséquent que ces
négociations rayonneront énergie, détermination et vision."
[09] Commission provides humanitarian aid worth €1.275 million for North
Korea, Vietnam and Laos
The European Commission has recently adopted three humanitarian aid
decisions relating to Laos, North Korea and Vietnam. The assistance is
channelled through the Humanitarian Aid Office (ECHO), which comes under
the authority of Commissioner Poul Nielson.
[10] EU-Mercosur : Commission adopts regional programme in support of
further Mercosur integration
The European Commission adopted the Regional Indicative Programme (RIP) for
Mercosur for the period 2002 to 2006. This programme, worth €48 million
covers support for the completion of the Mercosur internal market, for the
block's institution building and for civil society. External Relations
Commissioner Chris Patten commenting on the decision said : "The region at
this very moment faces serious economic and political challenges. In this
situation it is important that we continue supporting our partners. This is
our response to the Mercosur regional integration process, accompanying
ongoing negotiations for the Association Agreement and responding to high
expectations of civil society in both regions."
[11] Franz Fischler in Greece : "Greek farmers to benefit from new rural
development policy"
Franz Fischler, European Commissioner for Agriculture, Rural Development
and Fisheries, presented the Commission's proposals to review the Common
Agricultural Policy (CAP) and Common Fisheries Policy (CFP) in Greece
yesterday. He pointed out that the CAP mid-term review did not mean
abandoning the CAP. "We are firmly committed to support agriculture also in
the future. For me, the question cannot be whether we need a common
agricultural policy in the EU or not. The question is how our policies must
be designed to provide a stable and safe framework for a long-term,
sustainable development of our agriculture. The mid-term review does not
mean that we want to cut the EU agriculture budget. What it DOES mean is
that we want to support Greek farmers differently. And it maintains the
clear objective to guarantee farmers in Greece a fair standard of living.
For consumers and taxpayers, the review will ensure better value for money.
I am really convinced that it is in the long term interest of Greece, a
country which receives by far more CAP money from Brussels than it pays, to
ensure that public support in agriculture takes place via policy
instruments that are justifiable, and do not give rise to environmental
degradation or overproduction", Mr Fischler claimed.
[12] Anna Diamantopoulou : "We must boost Structural Fund spending after
2006"
Speaking at the seminar on economic and social cohesion in an enlarged
Europe, organised by the European Commission, on 30 September 2002 in
Brussels, Anna Diamantopoulou, Commissioner for Employment and Social
Affairs will say : "The EU is still under-investing in human capital. With
large differences in expenditure on education and research and development,
across the Member States. And serious problems of literacy among sections
of the population in many Member States. Will the current levels of
Structural Fund resources really allow us to tackle the problems and
challenges we face in an enlarged Union ? I hope that there is sufficient
political will to boost Structural Fund spending post-2006. With the same
levels of fund, we cannot expect to achieve the same impact over a larger
area, facing massively increased regional, social and territorial
spending."
