  • [01] La Commission préconise de coordonner davantage l'information, de mieux expliquer les politiques et d'approfondir le dialogue avec les citoyens de l'UE

    A la suite d'une demande du Conseil européen et du Parlement européen, la Commission européenne a décidé d'adopter une nouvelle stratégie en matière d'information et de communication. Elle souligne l'importance d'une coopération plus étroite avec le Conseil et le Parlement européen et d'un partenariat réel avec les Etats membres, en vue de mieux informer les citoyens sur les affaires européennes et de permettre leur participation aux débats européens. Les décideurs uniront pour la première fois leurs efforts aux niveaux européen, national et régional afin de remédier à ce déficit d'information sur l'Europe.

    [02] Corporate Social Responsibility : new Commission strategy to promote business contribution to sustainable development

    A new strategy on Corporate Social Responsibility ('CSR'), which aims to take forward the contribution of business to sustainable development, was adopted by the European Commission today. The policy paper calls for a new social and environmental rôle for business in a global economy and sets up a 'European Multi-Stakeholder Forum' for all players social partners, business networks, civil society, consumers and investors to exchange best practice, to establish principles for codes of conduct and to seek consensus on objective evaluation methods and validation tools such as 'social labels'. The strategy seeks to complement existing initiatives by companies themselves and by public organisations such as the OECD and the UN. CSR is defined as voluntary social and environmental practices of business, linked to their core activities, which go beyond companies' existing legal obligations. The strategy will also support CSR in small and medium-size undertakings ('SMEs'), in particular by identifying the business case for CSR and by awareness raising of SMEs. The Commission has an important role to play in CSR, bringing together businesses across Europe to share best practice and to establish common principles for evaluation. Finally, the Commission will work towards building CSR principles into all other EU policies, for example by promoting better understanding of CSR in developing countries. The Commission will publish a report on the work of the European Multistakeholder Forum in 2004.

    [03] La Commission inflige une amende à Degussa et à Nippon Soda pour avoir participé à une entente relative à des aliments pour animaux (méthionine)

    La Commission européenne a infligé ce jour une amende de 118 millions d'€ à Degussa AG et de 9 millions d'€ à Nippon Soda Company Ltd pour avoir participé, avec Aventis SA, à un cartel ayant pour objet la fixation du prix de la méthionine. Aventis (anciennement Rhône-Poulenc) a bénéficié d'une immunité totale d'amendes, étant donné qu'elle a révélé l'existence de cette entente à la Commission et fourni des preuves décisives concernant son mode de fonctionnement. La méthionine est l'un des principaux acides aminés au monde ; elle est utilisée essentiellement dans l'alimentation destinée aux volailles et dans l'alimentation porcine. Le cartel a fonctionné pendant près de treize ans, soit jusque 1999.

    [04] Lutte contre la fraude : la Commission présente les résultats réalisés en 2001 et ses projets en vue d'actions futures

    La Commission européenne a publié son troisième rapport annuel sur la protection des intérêts financiers de l'UE et la lutte contre la fraude pour l'an 2001. Ce rapport fait état de progrès considérables réalisés en 2001 en ce qui concerne l'adoption de nouvelles mesures en vue de lutter efficacement contre la fraude, tant dans les Etats membres qu'au niveau de l'UE. L'accent a été mis sur l'amélioration du cadre juridique en vue de protéger efficacement les intérêts financiers de l'UE, de développer des mécanismes de coopération plus efficaces avec les Etats membres et entre ceux-ci et de poursuivre l'amélioration de l'organisation interne de l'Office européen de lutte anti-fraude (OLAF). Le rapport indique une diminution de 25% du nombre de cas d'irrégularités signalés par les Etats membres en 2001 et une diminution encore plus forte des montants globaux concernés (sauf pour les fonds structurels), mais reste prudent sur les raisons de cette diminution.

    [05] External assistance reform : Commission completes overhaul of legal bases with new proposal for Asia and Latin America programmes

    The European Commission has adopted a proposal for a new regulation for its cooperation with Asia and Latin America (ALA), thus completing the overhaul of the main Regulations governing the way assistance is provided to third countries. This forms part of the drive to reform the EU's external assistance programmes, which is a key priority of this Commission. The proposal aims to improve the speed of implementation of projects and increase their quality and effectiveness. The underlying philosophy for the new regulation is : (1) achieve faster commitment and disbursement of aid ; (2) improve quality through rigorous planning for periods of 5 to 7 years in country and regional strategies ; (3) improve financial management of assistance through simplified decision-making procedures ; (4) make implementation of aid more coherent through increased cooperation with Member States and other aid donors. Under the new framework for assistance, €2.52 billion for cooperation with Asia and €1.27 billion for cooperation with Latin America are envisaged for the period 2003-2006.

    [06] Better representation of the EU : Commission announces next steps in reform of its External Service

    Following a radical reform of the way the European Commission programmes and implements external assistance projects, it is now taking a further step to improve the way its staff are trained and managed to deliver the best possible service. One of the key changes already carried out, is the transfer of management responsibility for external assistance projects to a local level : 21 Commission Delegation offices in third countries have already taken over management of projects, and by the end of the year the figure will be nearly 50. To support this process the Commission has approved a Memorandum proposing a new single department to manage Delegation staff, clearer definition of Delegation responsibilities, and a new career structure for those who will now serve in third countries to ensure speedier and more efficient delivery of EU assistance, and to perform a growing role under the evolving CFSP.

    [07] Commission gives go ahead to the Swedish Government's annual compensation to Posten AB, the universal postal operator, for delivering the universal cash service conferred to it by the Swedish State

    The European Commission has decided not to raise objections to the proposal notified by the Swedish Government to make a yearly €44 million budget contribution to Posten AB, the universal postal operator in Sweden. This annual payment is a compensation for the net additional costs incurred by Posten AB through delivering over the counter or face-to-face cash services in order to fulfil its universal service obligation.

    [08] Commission initiates investigation in Landesbank Berlin case

    The European Commission has initiated formal investigation proceedings in a further case involving a capital injection into a German regional bank taking the form of a transfer to the bank of an institution governed by public law. Several years ago the Land of Berlin transferred the housing loans institution Wohnungsbau-Kreditanstalt to Landesbank Berlin. This capital injection enabled Landesbank Berlin substantially to expand its business in the face of competition, and as the Commission understands the matter the Land never received any appropriate consideration. It has to be presumed at this stage that that there was state aid to the bank, and it is doubtful whether the aid was compatible with the common market.

    [09] Le secteur des transports aériens n'était plus assuré après les attentats terroristes aux Etats-Unis : la Commission propose des pistes

    Dans une communication adoptée le 2 juillet, la Commission européenne évalue la situation dans le secteur des assurances des transports aériens, compte tenu du fait que les compagnies aériennes n'étaient plus assurées après les attentats terroristes du 11 septembre 2001 aux Etats-Unis. La Commission se félicite des efforts déployés dans les transports aériens en vue d'établir un système d'assurance mutuel, tant au niveau international qu'au niveau européen. En attendant que la Commission ait terminé, pour le Conseil des Transports qui aura lieu en octobre, son analyse des possibilités qui apparaissent dans le secteur des assurances commerciales et son examen de la création éventuelle d'un fonds de mutualisation, les Etats membres peuvent choisir de prolonger les actuels systèmes d'assurance garantis par les Etats. Ces mesures doivent être dûment notifiées à la Commission.

    [10] Costs suffered by airlines following the attacks of 11 September 2001 : Commission authorises the aid proposed by Germany

    The European Commission continues to take steps to counteract the repercussions of the attacks in the United States on the air transport sector. After having approved similar aid for France and the United Kingdom, it has just authorised the scheme to compensate German airlines for losses caused by the closure of some areas of airspace between 11 and 14 September 2001. The amount of this regime is €71 million.

    [11] La Commission autorise une aide à l'industrie houillère espagnole pour 2001, mais demande le remboursement d'une aide octroyée en 1998, 2000 et 2001

    La Commission européenne a autorisé, au titre de l'année 2001, une aide au fonctionnement de 5,85 millions d'€ et une aide à la réduction d'activité de 850.000 € pour l'entreprise espagnole González y Díez S.A. Elle a cependant demandé à l'Espagne de prendre toutes les mesures nécessaires pour récupérer auprès de González y Díez S.A. des aides à concurrence de 2, 745 millions d'€ versées au titre des années 1998 et 2000. De plus, elle n'a pas autorisé des aides à concurrence de 2,37 millions d'€ demandées par l'Espagne pour l'année 2001 et qui étaient destinées à couvrir les coûts de fermeture d'installations de production de González y Díez S.A.

    [12] La Commission autorise des aides à l'industrie houillère espagnole pour la période du 1er janvier 2002 au 23 juillet 2002

    La Commission européenne a autorisé des aides à concurrence de 642 millions d'€ destinées à 47 entreprises houillères espagnoles pour la période du 1er janvier 2002 au 23 juillet 2002. Elle a aussi demandé à l'Espagne de récupérer des aides non autorisées versées en 1998 à Minas de la Camocha S.A.

    [13] Régime d'aides individuelles à caractère social pour la desserte maritime de la Corse

    La Commission européenne a décidé d'autoriser les autorités corses à faire bénéficier les résidents de l'île et certaines catégories de passagers d'un "Régime d'aides individuelles à caractère social sur la base de l'article 87.2 du Traité" pour les lignes reliant la Corse aux ports de Toulon et de Nice. L'objectif du régime est de contribuer au désenclavement et au développement économique de la Corse en instaurant au profit de certaines catégories de passagers et aux résidents de l'île un système d'aides individuelles à caractère social et de lutter ainsi contre le handicap que représente l'insularité conformément au principe de la continuité territoriale. Les régimes d'aides favoriseront le développement économique de la Corse et la création d'emplois dans l'île. Le coût annuel du régime d'aide sociale est estimé à 1,52 million d'€.

    [14] La Commission autorise l'acquisition de Bouygues Offshore par la société italienne Saipem

    La Commission européenne a autorisé l'acquisition de la division "construction de plateformes pétrolières" de l'entreprise de construction française Bouygues Construction SA par l'entrepreneur italien de construction d'installations pétrolières off-shore Saipem. Compte tenu des chevauchements limités qui existent dans le secteur de la construction off- shore et on-shore et dans celui de la pose de canalisations sous-marines, ainsi que de l'existence de concurrents puissants, l'acquisition ne posera pas de problèmes de concurrence.

    [15] New decisions of Eurostat on deficit and debt - Securitisation operations undertaken by general government

    Eurostat has taken a number of decisions on the accounting treatment of securitisation operations undertaken by general government. The decisions are in line with the European System of Accounts (ESA 95) and consistent with the opinion taken by large majority by the Committee on Monetary, Financial and Balance of Payments Statistics (CMFB). The rules underlying the main decisions will be codified by a new chapter on the issue of securitisation by general government and incorporated in the ESA 95 manual on government deficit and debt before the end of this year.

    [16] May 2002 : industrial producer prices stable in euro-zone and EU15

    The euro-zone industrial producer price index remained unchanged in May 2002 compared with the previous month, Eurostat estimates today. EU15 prices were also stable. In April 2002, prices rose by 0.3% in the euro- zone and by 0.2% in the EU15. In May 2002 compared to May 2001 industrial producer prices fell by 0.9% in both areas.

    [17] Droit de prêt public : la Commission décide de saisir la Cour de Justice contre la Belgique

    La Commission européenne a décidé de saisir la Cour de Justice à l'encontre de la Belgique pour n'avoir pas transposé dans sa législation nationale certaines dispositions de la Directive 92/100/CEE relative au droit de prêt public prévues par la directive sur le droit de location, de prêt et certains droits voisins du droit d'auteur.

    [18] Commission decides to refer Spain and Italy to Court for failing to set up Community Trade Mark courts

    The European Commission has decided to refer Spain and Italy to the Court of Justice for their failure to designate "Community Trade Mark courts", as they are required to do by Council Regulation 40/94/EC on the Community Trade Mark (the "CTMR").
