[01] Western Balkans: European Commission publishes first annual report on
the Stabilisation and Association Process
The European Commission has adopted its first annual report on the EU's
Stabilisation and Association Process. Albania, Bosnia and Herzegovina,
Croatia, the Federal Republic of Yugoslavia and the former Yugoslav
Republic of Macedonia are the participants in this process. In the report,
the Commission also proposes enhanced arrangements for political dialogue
and regional co-operation with SAp participants, through the establishment
of a new political forum.
[02] La Commission européenne veut améliorer la protection des passagers à
bord des bateaux
La Commission a présenté un nouveau paquet de mesures visant à renforcer la
sécurité des passagers à bord des bateaux. Deux nouvelles propositions
devraient permettre d'éviter des accidents dramatiques comme celui de
l'Express Samina en 2000 grâce à des prescriptions plus strictes en matière
de stabilité des vaisseaux et à des règles de sécurité plus rigoureuses
pour les passagers à mobilité réduite en général, et pour les bateaux à
grande vitesse en particulier. Par ailleurs, la Commission présente son
point de vue au sujet des possibilités d'amélioration de la protection des
passagers au moyen d'un régime de responsabilité plus strict en cas
d'accident. Ces propositions, déjà annoncées dans le nouveau Livre blanc de
la Commission concernant la politique des transports, complètent une série
de règles adoptées à la fin des années 1990 à la suite du naufrage de
l'Estonia. "On observe encore des différences importantes entre les États
membres en ce qui concerne les normes de sécurité applicables aux navires
transportant des passagers. La répétition des accidents mettant en cause
des ferries, comme celui de l'Express Samina, montre que nous devons
prendre d'urgence des mesures afin de corriger ces différences et d'assurer
la cohérence des règles appliquées dans l'Union européenne, quel que soit
le pavillon du vaisseau", a déclaré Loyola de Palacio, Vice-Présidente de
la Commission chargée du transport et de l'énergie.
[03] Noise Emissions: Commission requests Germany, Italy, Greece and
Portugal to implement EU law on noise from outdoor equipment
The European Commission has decided to send formal requests to Germany,
Italy, Greece and Portugal to implement properly an EU law limiting noise
emissions from certain outdoor equipment. The equipment covered includes
chain saws, concrete mixers, mobile and tower cranes, dumper trucks,
hydraulic excavators, refuse collection vehicles and garden equipment such
as lawnmowers and hedge trimmers. The deadline for adopting the rules was 3
July 2001. The Member States in question all failed to inform the
Commission that the rules had been implemented on a national level by this
date. The formal requests take the form of so-called 'Reasoned Opinions',
the second stage of infringement proceedings under Article 226 of the EC
Treaty. If the Member State fails to comply with the Reasoned Opinion
within two months, the Commission may decide to bring the case before the
European Court of Justice.
[04] January 2002 - Industrial production unchanged in euro-zone; EU 15
down by 0.1%
Seasonally adjusted industrial production remained unchanged in the euro-
zone in January 2002 compared to December 2001, Eurostat, the Statistical
Office of the European Communities in Luxembourg, estimates today. This
follows a rise of 0.4% in December and a fall of 0.6% in November. Output
in the EU15 decreased by 0.1 % in January 2002, after an increase of 0.3%
in December and a drop of 0.4% in November. In January 2002 compared to
January 2001, industrial production dropped by 3.2% in the euro-zone and by
3.6% in the EU15.

0.7% in euro-zone; EU15 up by 1.5%
In January 2002, as compared to January 2001, the volume of retail trade
increased by 0.7% in the euro-zone and by 1.5% in the EU15, Eurostat, the
Statistical Office of the European Communities in Luxembourg, estimates
today. Compared to December 2001, sales increased by 0.6% in the euro-zone
and by 0.3% in the EU15.
