[01] Sommet de Madrid : la Commission européenne prône une large
participation et un dialogue approfondi pour le prochain Sommet UE-Amérique
latine et Caraïbes organisé à Madrid les 17 et 18 mai
Les 17 et 18 mai prochains, l'UE organise un second Sommet avec les chefs
d'État et de gouvernement des pays d'Amérique latine et des Caraïbes à
Madrid. Dans la perspective de ce Sommet, elle encourage l'institution,
dans le cadre d'une série de manifestations qui porteront sur la démocratie,
le multilatéralisme, l'intégration régionale, la justice sociale et la
diversité culturelle, d'un vaste dialogue sur les thèmes essentiels qui y
seront abordés. La Commission européenne cofinance un certain nombre de ces
manifestations, qui favoriseront l'organisation d'un débat public entre les
populations des deux continents. Ces manifestations s'adresseront non
seulement aux fonctionnaires mais aussi à tous les acteurs de la société
civile : universitaires, ONG, professionnels des affaires, représentants
des partenaires sociaux, experts des droits de l'homme, etc. Elles
réuniront des représentants de 50 pays d'Europe, d'Amérique latine et des
Caraïbes.
[02] Feedback on Commission's European Contract Law initative now published
In July 2001, the European Commission published its Communication on
European contract law to gather information on the need for fartherreaching
Community action in this area. The consultation procedure it launched has
generated a lively debate on European contract law and the future approach
to legislation in this field on Community level. Stakeholders and
interested parties responded in large numbers; Member States presented
their opinions. The European Parliament and the Council have adopted
reports which set an agenda for further action in a number of areas. The
Commission will come forward with a follow-up of its Communication before
the end of this year and published a synthesis of all contributions at:

[03] ESB: La Commission autorise l'octroi d'aides en faveur des éleveurs en
France
La Commission européenne a autorisé aujourd'hui la France à verser une aide
nationale d'un montant d'environ 75,5 millions d'€ aux éleveurs de bovins
qui ont subi des pertes consécutives à la crise de l'ESB. Le dispositif
constitue la deuxième mesure de ce genre en France, la première ayant été
autorisée par la Commission en juillet 2001 (IP/01/1087). L'octroi de
l'aide a pour objet de compenser les pertes de revenu essuyées par les
éleveurs de bovins entre novembre 2000 et décembre 2001. En temps normal,
il n'est pas permis aux États membres d'octroyer des aides de cette nature.
La Commission prend cependant acte du caractère exceptionnel de la crise
sur le marché de la viande bovine et justifie ainsi l'attribution de
l'aide.
[04] Final negative decision on aids in favour of the olive and olive oil
sector in Italy
The European Commission has taken a final negative decision on aids
designed to facilitate agricultural credit operations in the olive and
olive-oil sector in Italy. The decision concerns aids envisaged by Article
4 of Italian Law No 290/99 which provides for an extension of twelve months
of the repayment periods for various types of loans in favour of
agricultural holdings engaged in olive and olive-oil production. The
Commission has come to the conclusion that the aid measure is simply an
operating aid and as such incompatible with the Internal Market. As no aid
has been paid, no recovery injuction has been asked.
[05] La Commission ouvre une enquête à l'encontre d'une aide que le
Portugal envisage d'accorder à l'usine Opel d'Azambuja
La Commission européenne a décidé d'ouvrir une procédure d'examen
approfondi concernant une aide d'un montant de 41,7 millions d'euros
destinée à l'usine Opel d'Azambuja (région de Lisbonne). Au stade actuel,
la Commission n'a pas pu établir que l'aide envisagée respectait les
critères fixés par l'encadrement communautaire des aides d'État dans le
secteur automobile et a invité le Portugal à lui présenter ses observations
dans un délai d'un mois.
[06] Commission approves the UK Climate Change Levy's Dual-Use Exemption
The European Commission has decided to approve the so called dual-use
exemption under the UK's Climate Change Levy. The Commission already
approved several measures under the Climate Change Levy in March 2001,
including exemptions for the use of electricity generated from renewable
resources and for companies entering into Climate Change Agreements.
However, it had opened the formal State aid investigation procedure in
relation to the dual use exemption, because of certain doubts about its
effects on competition and its environmental consequences. The dual use
exemption covers energy products that are used primarily for a non-fuel
purpose, such as the use of coke as a chemical reductant in steel
production. After taking into account the observations submitted by third
parties, and on the basis of the revised notification submitted by the
United Kingdom authorities, addressing some of the consequences of the dual
use exemption, the Commission's doubts have been allayed.
[07] Commission launches investigation into planned aid to BMW for a new
car plant in Leipzig, Germany
The European Commission has decided to open a formal State aid
investigation procedure in order to examine aid that the German authorities
propose to grant to BMW for a new car plant in Leipzig. The case concerns
an investment of around € 1.2 billion, € 418.6 million of which would be
covered by aid. The investigation aims at establishing whether the planned
aid meets the requirements of the State aid rules for the automobile
sector. The main doubts of the Commission concern the level of the aid and
the question whether the amount proposed does not exceed the "regional
handicap" of the Leipzig site compared to BMW's alternative location in the
Czech Republic.
[08] Commission approves € 14.4 million of aid for restructuring of ILKA
MAFA Kältemaschinenbau GmbH.
The European Commission has decided to approve € 14.4 million of aid
relating to the restructuring of ILKA MAFA Kältemaschinenbau GmbH, a
company situated in Sachsen-Anhalt in the new German Bundesländer. The
company produces cooling and ventilation machinery. The Commision approved
the aid since it complies with the Community guidelines on state aid for
rescuing and restructuring firms in difficulty.
[09] Services de soutien aux petites entreprises la Commission présente ses
conclusions
La Commission européenne présentera les 11 et 12 avril 2002 lors d'un
séminaire européen à Vienne les résultats des travaux sur les services de
soutien aux petites entreprises qu'elle a menés en étroite collaboration
avec les Etats membres. Le document de travail de la Commission « Créer les
services de soutien de première qualité » apporte des réponses concrètes
aux besoins des petites entreprises dans ce domaine. La Commission a
analysé les besoins de ces petites entreprises dans le cadre d'une étude
européenne auprès de 1200 d'entre elles. Elle invite d'ores et déjà les
fournisseurs de services, les administrations publiques et les
organisations professionnelles à se mobiliser pour contribuer à créer les
services de soutien de première qualité attendus par les petites
entreprises.
[10] March 2002 - The economic sentiment indicator increases again
The economic sentiment indicator went up again in March. It increased by
0.3 and 0.2 percentage points in the EU and the euro area respectively. The
economic sentiment indicator in the EU is now only half a percentage point
lower than the level reached in August 2001. The change in the economic
sentiment indicator between February and March was positive in Greece (0.1
percentage points), France (0.2), Ireland (0.2), Sweden (0.3), the UK (0.1)
and, especially, in Belgium (0.8), Germany (0.7), Portugal (0.5) and
Finland (0.5). The indicator remained stable in Denmark and decreased in
Austria (-0.4), Spain (-0.3), the Netherlands (-0.2) and Italy (-0.1). Full

[11] March 2002 - Euro-area business climate indicator up 0.2
The Business Climate Indicator (BCI) for the euro area increased by 0.2
points in March compared with February, reaching the value of -0.62. Such
favourable developments were mainly driven by improved production

[12] February 2002 - Industrial producer prices up by 0.1% in euro-zone and
stable in EU 15
The euro-zone industrial producer price index increased by 0.1% in February
2002 compared with the previous month, Eurostat - Statistical Office of the
European Communities in Luxembourg - estimates today. EU15 prices remained
unchanged. In January 20023 the index had increased by 0.3% in both areas.
In February 2002 compared to February 2001 industrial producer prices fell
by 1.1% in in the euro-zone and by 1.0% in the EU15.
[13] February 2002 - Euro-zone unemployment stable at 8.4% EU15 steady at
7.7%
Euro-zone seasonally-adjusted unemployment stood at 8.4% in February 2002
unchanged compared to January, Eurostat - Statistical Office of the
European Communities in Luxembourg - reports today. It was also 8.4% in
February 2001.
