  • [01] Lutte contre l'immigration illégale et la traite des êtres humains : la Commission en proposant un titre de séjour pour les victimes qui coopèrent rappelle aux Etats membres que le phénomène ne peut pas être traité uniquement à l'échelle nationale

    La Commission européenne a approuvé une proposition de directive du Conseil relative au titre de séjour délivré aux victimes de l'aide à l'immigration illégale ou de la traite des êtres humains qui coopèrent avec les autorités compétentes. Cette proposition répond à la nécessité de lutter contre les réseaux de passeurs ou de trafiquants, en prévoyant le régime applicable aux victimes qui portent plainte ou apportent des informations à la police ou à la justice. Ce texte qui était annoncé dans la Communication de la Commission du 15 novembre 2001 concernant une politique commune en matière d'immigration clandestine (COM(2001)672 repris également dans les conclusions du sommet de Laeken parag n°40.) est complémentaire d'autres initiatives sur le point d'être adoptées par le Conseil.

    [02] EU enlargement : a good compromise between the financial interests of the current EU-15 and the new Member States

    European Budget Commissioner Michaele Schreyer explained to the Ecofin council today, that the Commission's proposal on financing enlargement represents a good compromise between the financial interests of the current EU-15 and the new Member States.

    [03] Droits d'accise : la Commission salue l'adoption par le Conseil de nouvelles règles sur la taxation des produits du tabac

    La Commission européenne salue l'adoption par le Conseil d'une directive portant révision des taux et de la structure des accises frappant les tabacs manufacturés. Cette directive, qui repose sur les propositions de la Commission du 15 mars 2001 (voir les documents IP/01/368 et MEMO/01/87), introduira un montant minimal fixe d'accises par 1.000 cigarettes pour les cigarettes de la classe de prix la plus demandée afin de combler le fossé entre les niveaux de taxation du tabac dans les différents Etats membres. Ces modifications permettront également un alignement du niveau de taxation de certains produits du tabac, tels que le tabac fine coupe, sur celui des cigarettes de manière à prendre en compte les préoccupations croissantes sur le plan de la santé, ainsi qu'un ajustement, en fonction de l'inflation, des montants minimums spécifiques des taxes frappant les cigares, les cigarillos et les autres tabacs à fumer. La nouvelle directive entrera en vigueur le 1er juillet 2002.

    [04] eEurope : taking stock of results and setting priorities for the Barcelona European Council

    The European Commission has adopted the 2002 "eEurope Benchmarking Report", a communication providing a detailed snapshot of the development of the European Information Society since the Lisbon Summit in March 2000. "Europe will not achieve its aim of becoming a world leader in the Information Society without constantly assessing how far we have come, and how far we have to go", said Erkki Liikanen, Commissioner for the Information Society. The eEurope Benchmarking exercise analyses data from across Europe on key indicators, ranging from the price of an internet connection to the number of connected schools. The findings are that the eEurope Action Plan has helped increase the number of connected households, schools and business, but that the rate of growth is slowing. Broadband uptake, moreover, is still sluggish, generally expensive and limited to two platforms. The growth of e-commerce is also slowing, while the number of security problems grows.

    [05] Un rapport de la Commission évalue la politique à l'égard des petites entreprises

    Les Etats membres de l'UE et la Commission européenne respectent-ils leur engagement de "penser d'abord petit" ? Des éléments de réponse sont fournis dans un rapport de la Commission. Ce rapport fait le point sur les mesures en faveur des petites entreprises et s'inscrit dans le prolongement de la Charte européenne des petites entreprises. Vingt mois après l'adoption de la Charte par le Conseil européen de Feira, le rapport sur la mise en œuvre montre des signes d'intérêt politique croissant à l'égard des engagements inscrits dans la Charte. Dans certains domaines, des progrès spectaculaires ont été observés, notamment en ce qui concerne la réduction des formalités administratives lors de la création d'une nouvelle entreprise. Dans d'autres, comme l'éducation et la formation à l'esprit d'entreprise, il faudra un certain temps avant que les résultats se fassent sentir. Le rapport sur la mise en œuvre de la Charte indique que si certains Etats membres s'emploient à reprendre les meilleures pratiques recensées ailleurs en Europe, d'autres Etats pourraient faire beaucoup plus d'efforts. Pour encourager les Etats membres à s'inspirer des réussites de leurs voisins, la Commission stimule le processus d'échange de bonnes pratiques entre les administrations nationales au travers de divers projets d'évaluation. Le rapport sur la Charte sera présenté lors de la conférence des ministres européens des petites et moyennes entreprises (PME) organisée à Aranjuez le 23 février et lors du Conseil européen de Barcelone en mars.

    [06] Commission clears JV between Deutsche Bahn, ECT and United Depots to operate container terminals at the German inland port of Duisburg

    The European Commission has approved the joint operation of two adjoining terminals in Duisburg, west Germany, by German railway company Deutsche Bahn, Rotterdam-based Europe Combined Terminals (ECT) and United Depots of Hamburg. The terminals trans-ship containers between inland waterways, sea and road for hinterland transport between the ports of Amsterdam, Rotterdam and Antwerp and the Ruhr region. The terminals also provide inland waterway transport services for containers. The joint venture will be the largest provider of these kinds of services in the Ruhr region. But the Commission's investigation showed that there will remain sufficient competition.

    [07] Commission clears ADM's acquisition of sole control of German grain trader Toepfer

    The European Commission has cleared under the European Union's Merger Regulation the acquisition by US agri-business company Archer Daniels Midland Co. (ADM) of sole control of the Alfred C. Toepfer International / In Trade group (ACTI), a trader in grain and other agricultural commodities based in Hamburg, Germany. The companies' activities overlap slightly in the trading markets for seed oil and oilseed meal but this does not give rise to competition concerns.

    [08] Commission clears joint acquisition of MAT by B.Braun and Acordis

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control over German companies MAT Adsorption Technologies GmbH & Co. KG and MAT Adsorption Technologies Verwaltungs GmbH by B.Braun Melsungen AG and Acordis AG. The two MAT companies are currently under the sole control of Acordis. (The operation was examined under the simplified merger review procedure)

    [09] Interreg programme : EU contributes €14.1 million to Finland to increase its transnational cooperation with Estonia

    Michel Barnier, European Commissioner responsible for regional policy, has announced the approval by the Commission of a cross-border programme for Finland and Estonia, which is financed by the Community initiative Interreg III. It covers regions on the south coast of Finland and all Estonia and runs until 2006. The programme focuses on enhancing the existing cross- border cooperation between Finland and Estonia involving public authorities, the private sector, and socio-cultural, economic and environmental institutions. The EU will contribute €14.1 million. Another €14.1 million comes from national and regional budgets and €3.2 million from private funding. Additional funding on the Estonian side, which is estimated to amount to €10.8 million, will be financed under the Phare programme and its allocation for cross-border cooperation (""Phare CBC").

    [10] Interreg programme : EU contributes €28 million to Finland to increase its transnational cooperation with Russia

    Michel Barnier, European Commissioner responsible for regional policy, has announced the approval by the Commission of a Karelia cross-border programme between Finland and Russia, which will be financed by the Community initiative Interreg III. It concerns cross-border cooperation along the central part of the Finnish-Russian border. The programme will finance business cooperation, cultural and civil society actions and the development and improvement of border crossings. The EU will provide a total of €28 million to the programme. The total amount of the programme, including national and private sector co-financing is about €70 million. The programme is expected to create and safeguard 800 jobs and to contribute to about 80 projects with a positive impact on the environment.

    [11] Programme Interreg : la Commission contribue à hauteur de €145,1 millions à l'espace de coopération transnationale "Açores-Madeira-Canarias" entre le Portugal et l'Espagne

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre le Portugal et l'Espagne pour l'espace de coopération "Açores-Madeira-Canarias", qui sera financé par l'initiative communautaire Interreg III B. Ce programme concerne les régions des Açores et de Madère (Portugal) et des Canaries (Espagne). Il vise à renforcer l'intégration de cet espace ultrapériphérique européen par un développement son économie et un renforcement de sa position à l'échelle mondiale. Le montant total du financement de l'UE disponible pour ce programme jusqu'en 2006 s'élève à €145,1 millions. Les autres contributions nationales s'élèvent à €25,6 millions, pour un montant total d'interventions de €170,7 millions.

    [12] Interreg programme : with the participation of Norway, EU contributes €129.2 million to transnational cooperation between Belgium, Denmark, Germany, the Netherlands, Sweden, the United Kingdom for the North Sea Region

    Michel Barnier, European Commissioner responsible for regional policy, has announced the approval by the Commission of a cross-border programme for the North Sea Region, which is financed by the Community initiative Interreg III. It covers regions in Belgium, Denmark, Germany, the Netherlands, Sweden, the United Kingdom and in Norway and runs until 2006. The programme focuses on spatial planning issues around the North Sea involving authorities, private sector, socio-cultural, economic and environmental actors. The EU will contribute €129.2 million. Another €129.2 million comes from national and regional budgets. The Norwegian authorities will provide for additional funding, which is estimated to amount to €20 million.

    [13] La Commission inaugure un centre de documentation pour les interprètes et délégués déficients visuels

    Ce matin, le Vice-Président de la Commission européenne Neil Kinnock a inauguré le premier centre de documentation (VIP) de la Commission destiné aux personnes déficientes visuelles au Centre de Conférence Albert Borschette à Bruxelles. Grâce aux applications informatiques les plus récentes, les participants aux réunions ainsi que les interprètes déficients visuels ayant reçu la formation nécessaire pourront avoir entièrement accès à la documentation disponible sur les sites Internet des Institutions européennes. Actuellement, le centre peut accueillir jusqu'à trois personnes en même temps : il est équipé d'un scanner, d'une imprimante en braille, et de trois ordinateurs pourvus de claviers en braille, de Reconnaissance Optique des Caractères et de logiciels de synthèse vocale. Ce centre a nécessité un financement de seulement €40.000. Le Service d'Interprétation emploie 10 interprètes déficients visuels, fonctionnaires ou free lance. Ce centre devrait faire école et permettra d'augmenter le nombre de personnes déficientes visuelles pouvant travailler plus facilement à Bruxelles.

    [14] Anna Diamantopoulou welcomes Lithuania's agreement to shadow Community employment policy in run-up to accession

    At a ceremony in Brussels today, European Employment and Social Affairs Commissioner, Anna Diamantopoulou, met Lithuanian social security and labour minister, Vilija Blinkeviciute, to sign a joint assessment by the Commission and Lithuania of the country's progress in preparing its jobs market for EU membership. The assessment already carried out for eight other candidate countries recognizes the headway Lithuania has made in becoming a market economy that should, with more structural reform, be able to stand competitive pressures when it joins the EU. Despite this, the report points to a unemployment rate (16%) twice the Union average and rising, a shrinking labour force and a low, declining employment rate some three percentage points below the Union average of 63% in 2000. Male and youth unemployment have been particularly problematic. Regional and ethnic disparities in the labour market also remain and women, while suffering less unemployment than men, have a smaller overall employment rate and still take home pay packets 20% lower.
