[01] Putting the consumer in the driver's seat - Commission proposes a bold
reform of car sales rules
The European Commission has proposed new competition rules for the motor
vehicle sector, which aim to get a better deal for car buyers throughout
the EU. The new draft regulation aims to remedy the competition problems
identified in the Commission's 2000 evaluation report on the current
competition regime. It is designed to increase competition and bring
tangible benefits to European consumers for both vehicle sales and
servicing. The regulation will open the way to greater use of new
distribution techniques such as Internet sales. It will lead to more
competition between dealers, make cross-border purchases of new vehicles
significantly easier, and lead to greater price competition. Consumers will
be better informed and it will be easier to compare cars and associated
services offered by dealers. Car owners will have easier access to after-
sales servicing, potentially at lower prices. The quality of vehicle
servicing and repairs will be fully maintained. With regard to all these
aspects, the driving theme that has inspired the draft regulation is that
the consumer's interests must be put first.

[02] La Commission plaide en faveur de la cessation de la discrimination
opérée envers les ressortissants non communautaires en matière de sécurité
sociale
La Commission européenne a adopté aujourd'hui une proposition visant à
mettre fin à la discrimination opérée envers les ressortissants de pays
tiers qui, à l'heure actuelle, ne peuvent conserver leurs droits en matière
de sécurité sociale lorsqu'ils se déplacent d'un Etat membre de l'UE à un
autre pour y séjourner, vivre ou travailler. L'initiative vise un double
objectif, à savoir : faciliter l'intégration des ressortissants de pays
tiers en leur garantissant des droits et des obligations comparables à ceux
des ressortissants de l'UE et encourager la mobilité des travailleurs, y
compris des ressortissants non communautaires. La proposition de règlement
élaborée par la Commission, qui va à présent être soumise au Parlement
européen pour avis et au Conseil pour adoption, concerne potentiellement 13
millions de ressortissants non communautaires qui résident légalement dans
l'UE.
[03] Green light for €24 million Leader+ rural development programme in
Rhineland-Palatinate (Germany)
The European Commission approved the programme for the EU Initiative
Leader+ in Rhineland-Palatinate (Germany). Welcoming the decision, Franz
Fischler, Commissioner for Agriculture, Rural Development and Fisheries,
said : "This programme aims to pilot new ideas to help build a more
sustainable society, economy and environment for rural Germany. We want to
improve the quality of life for all those who live in rural areas. Leader+
will help to add value to local products and to make the best use of
natural and cultural resources." During the period 2001-2006, total
expenditure under the programme is €24 million. This includes an EU
contribution of €10.6 million and a contribution of €2.7 million from the
private sector.
[04] Interreg programme : EU contributes €98 million to transnational
cooperation between Germany and the Netherlands
Michel Barnier, European Commissioner responsible for Regional Policy, has
announced the approval by the Commission of a cross-border programme
between Germany and the Netherlands ("Euregio, Euregio Rhein-Waal, Euregio
Rhein-Maas-Nord"). This Interreg III Community Initiative programme
provides €98 million in financial support from the EU. Another €113 million
comes from national, regional and private funding, creating total resources
of €211 million. The programme aims to create 1,000 new jobs. It will
finance activities to reinforce economic development, innovation, culture
and tourism in the region.
[05] Programme Interreg : l'UE accorde une aide de €14,8 millions à la
coopération transnationale entre la France et l'Allemagne
Michel Barnier, Commissaire européen chargé de la Politique régionale,
vient d'annoncer l'approbation par la Commission d'un programme
transfrontalier entre la France et l'Allemagne. Le programme concerne la
région Sud-Palatinat - Mittlerer Oberrhein - Nord-Alsace, connue sous le
nom de Pamina. Il est essentiellement axé sur une meilleure coopération
transfrontalière dans le domaine de la compétitivité régionale, sur
l'aménagement d'un marché commun de l'emploi, sur des mesures de protection
de l'environnement et sur la coopération socioculturelle. Le concours de
l'UE s'élèvera à €14,8 millions, le budget total du programme étant de €29,
5 millions. Les budgets nationaux et régionaux mettront à disposition €12,9
millions et le secteur privé assurera un financement de €1,8 million.
[06] Programme Interreg : la Commission contribue à hauteur de €807
millions à la coopération transfrontalière entre l'Espagne et le Portugal
Michel Barnier, Commissaire européen responsable de la politique régionale,
a annoncé l'approbation par la Commission d'un programme de coopération
transfrontalière entre l'Espagne et le Portugal, qui sera financé par
l'initiative Interreg III A. Le programme concerne les régions frontalières
espagnoles et portugaises. Ses principaux objectifs sont le développement
de l'économie de ces zones et le renforcement de leur coopération. Le
montant total disponible pour le programme (financement européen du Feder)
jusqu'en 2006 est de €807 millions. A ce montant s'ajoute une contribution
publique nationale de €269 millions et une participation estimée du secteur
privé de €56 millions. Le programme concerne une population d'environ 5,4
millions d'habitants.
[07] Programme Interreg : la Commission contribue à hauteur de €169,4
millions pour l'Espagne en vue de sa coopération transfrontalière avec le
Maroc
Michel Barnier, Commissaire européen responsable de la politique régionale,
a annoncé l'approbation par la Commission d'un programme de coopération
transfrontalière entre l'Espagne et le Maroc, qui sera financé par
l'initiative Interreg III A. Le programme concerne les provinces de Cadiz,
Málaga, Huelva, Córdoba, Sevilla, Granada et les villes autonomes de Ceuta
et de Melilla en Espagne et les provinces de Larache, Tanger-Assilah, Fahs-
Bni Makada, Tétouan, Chefchaouen, Al-Hoceïma, Nador, Taounate, Taza,
Berkane, Taourit et Oujda-Angad au Maroc. Ses principaux objectifs sont le
développement de l'économie de part et d'autre de la frontière et le
renforcement de la coopération transnationale. Le montant total disponible
du programme jusqu'en 2006 est de €225,9 millions, dont quelque 169,4
millions sont financés par l'UE. Un montant de €56,5 millions provient de
budgets nationaux et régionaux. Au-delà de ces montants, dans le contexte
de Interreg III A, certains de ces projets pourraient encore bénéficier de
financements complémentaires du côté marocain.
[08] Foot-and-mouth disease in the UK : remaining restrictions lifted
The Standing Veterinary Committee (SVC) voted in favour of a European
Commission proposal to lift the last remaining restrictions still applying
in the United Kingdom because of foot-and-mouth disease (FMD). The
prohibition to export live sheep and goats will be lifted once the
Commission has formally adopted the proposal. However, decision 2001/327,
which will now be applicable in the UK, foresees an isolation period of 30
days for sheep and goats before dispatch to other Member States. The Office
International des Epizooties restored the "FMD-free status without
vaccination" for the UK on 21 January 2002.
[09] Marchés financiers : la Commission se félicite de l'accord du
Parlement sur les propositions de réforme Lamfalussy
La Commission européenne s'est félicitée de l'accord du Parlement européen
sur l'approche relative à la régulation des marchés financiers européens.
Après avoir entendu une déclaration officielle de M. Romano Prodi,
président de la Commission, le Parlement a adopté le 5 février une
résolution présentée par M. Karl von Wogau, qui ouvre la voie à un système
plus efficace d'élaboration, d'adoption et de mise en oeuvre de la nouvelle
législation sur les services financiers par les institutions de l'UE. Lors
du Conseil européen de Stockholm de mars 2001, les chefs d'Etat ou de
gouvernement avaient déjà approuvé le rapport final du Comité des Sages sur
la régulation des marchés européens des valeurs mobilières présidé par M.
Alexandre Lamfalussy (voir IP/01/215). Le Comité Lamfalussy préconisait une
approche à quatre niveaux pour pouvoir élaborer la législation
communautaire avec suffisamment de souplesse et de rapidité en tenant
compte des développements qui se produisent sur les marchés financiers afin
de renforcer l'intégration de ceux-ci et d'améliorer leur compétitivité.
[10] Online Technology Marketplace promises new business opportunities
The European Commission launched the Technology Marketplace, a new Cordis
service, on 1 February 2002. This multilingual facility, which is part of a
wider drive to stimulate innovation and investment in new knowledge, offers
the results of European research for market exploitation. It is intended as
an attractive and user-friendly tool, providing users and promoters of
research results with free access to the latest and most competitive
technologies. It also includes an 'offer of the week' in the areas of
biology and medicine, energy, the environment, information technology,
telecommunications and industrial applications. The Technology Marketplace
offers the contact details of technology owners, technology tips, business
advice, and reader-friendly digests of new scientific achievements.
[11] Commission launches open consultation on e-Economy
A wide-ranging online consultation on the EU policy agenda for helping
European enterprises to take full advantage of the e-Economy will be open
from 1 February 2002 on the enterprise pages of the European Commission's
Europa web site. The "e-dimension" needs to be systematically included in
all policies affecting enterprises. The Commission's e-Economy priorities
include, inter alia, accelerating the creation of a clear and predictable
framework for e-business, fostering full participation by small and medium-
sized enterprises (SMEs) in the e-Economy, and improving the availability
of risk capital and market-based financing. All e-Economy stakeholders are
invited to submit their contributions by 31 March 2002.
[12] Partenariat euro-méditerranéen : la Commission lance l'extension du
programme Tempus aux pays de la Méditerranée
Sur proposition de Viviane Reding, membre de la Commission européenne en
charge de l'Education et de la Culture, et Chris Patten, Commissaire en
charge des Relations extérieures, le Collège vient d'adopter une
proposition d'extension du programme de coopération universitaire Tempus au
Maroc, à l'Algérie, à la Tunisie, à l'Egypte, à Israël, à la Jordanie, à
l'Autorité palestinienne, à la Syrie et au Liban. L'extension de Tempus
s'inscrit dans la stratégie décidée sous l'impulsion du Président de la
Commission, Romano Prodi, visant à renforcer le dialogue entre les cultures
de l'Union européenne et de la Méditerranée. Le partenariat euro-
méditerranéen se verra ainsi renforcé par ce premier programme dans le
domaine de l'enseignement supérieur.

[14] Pascal Lamy travels to Middle East to strengthen trading relationship
with the region (6-10 February)
European Trade Commissioner Pascal Lamy will visit Syria, Lebanon and
Jordan between 6 and 10 February. During his first visit to these countries
he will look to strengthen the EU's important bilateral trading
relationship with these countries. Mr Lamy's visit to the Lebanon is timely
given the recent initialling of the Association Agreement. His visit to
Syria will provide an opportunity to assess the prospects for the
conclusion of the outstanding bilateral negotiation on a similar Agreement.
In Jordan, Mr Lamy will show support for the "Agadir" regional free trade
initiative and explore ways in which the EU can assist in the ongoing
economic reform process. His visit to the region comes just weeks before
the 2nd Meeting of EU-MED Trade Ministers takes place in Toledo, Spain in
mid-March. On the multilateral front, Mr Lamy will also express support for
Lebanese and Syrian decisions to apply to join the WTO. The trip will begin
in Syria where Mr Lamy will meet President Bashar al Assad, Prime Minister
Muhammed Miro and Economy and Trade Minister Ghassan al Rifai. In the
Lebanon he will meet President Emile Lahoud, Prime Minister Rafik Hariri
and Beirut's Chamber of Commerce, Industry and Agriculture. On 9-10
February, in Jordan, Mr Lamy will be received by King Abdullah II and Prime
Minister Ali Abul Ragheb. He will also meet the Ministers of, Trade,
Foreign Affairs and Planning and participate in a Regional Convention of
the Euro-Mediterranean Partnership. On the eve of his departure, he said :
"My first visit to these countries offers a valuable opportunity to
reinforce our trading links with three important EU partners in a region to
which we attach top priority in our bilateral trade relations. I look
forward to cementing these links over the coming days".
