  • [01] La Commission met en place un "Groupe d'analyse économique" Le Groupe des conseillers politiques de la Commission européenne a mis en place un "Groupe d'analyse économique". Ce groupe réunit environ 26 économistes de très niveau, venant de l'UE ou d'autres pays. Il se réunira trois ou quatre fois par an sous la présidence de M. Romano Prodi, Président de la Commission, pour débattre, avec d'autres commissaires concernés, d'un certain nombre de questions économiques préalablement sélectionnées.
  • [02] Fisheries : "Alarming state of fish stocks" requires further substantial cuts for 2002 fishing catches Based on the advice from independent scientists, the European Commission proposes to substantially cut fishing opportunities for a number of important EU fish stocks. The reductions in Total Allowable Catches (TACs) are necessary to reduce pressure on stocks, which are in a parlous state. They are also the first step in a multi-annual strategy to help the recovery of a number of stocks, in particular cod and hake, whose capacity to replenish themselves is threatened. All Member States with a fishing fleet will be affected by these cuts. Some TACs which were substantially reduced last year will be maintained at those reduced levels this year. Among the TACs which the Commission proposes to reduce significantly for the first time is the cod TAC in the Kattegat by 58%, haddock in the Irish Sea by 52%, sole in the North Sea by 25% and nephrops (langoustines) in the Bay of Biscay by between 45 and 50%. Today's proposal does not include TACs for a group of stocks which the EU co-manages with Norway, pending an agreement with that country. The quotas for 2002 have to be decided in the Fisheries Council on 17 and 18 December.
  • [03] Services financiers : la Commission se félicite de l'adoption des deux nouvelles directives sur les organismes de placement collectif (OPCVM) La Commission européenne s'est félicitée de l'adoption par le Conseil des ministres des finances de l'UE aujourd'hui des deux directives sur les organismes de placement harmonisés (OPCVM), l'une des principales priorités du plan d'action pour les services financiers. Les organismes de placement collectif (comme les fonds de placement et les SICAV) constituent un secteur majeur du marché, avec des actifs représentant environ 3.500 milliards d'euros. L'adoption des deux directives apportera des avantages tant aux investisseurs qu'aux gestionnaires de fonds. La première supprime les barrières à la commercialisation transfrontalière des parts des organismes de placement collectif en élargissement l'éventail des actifs dans lesquels ils peuvent investir. La seconde donne aux sociétés de gestion un "passeport européen" pour opérer dans toute l'Union et élargit le cercle des activités qu'elles sont autorisées à exercer en tant que services accessoires. Elle vise également à créer des conditions de concurrence égales avec les organismes de placement autogérés qui n'ont pas désigné de société de gestion. Enfin, elle introduit la notion de prospectus simplifié qui fournira des informations plus accessibles et plus facilement compréhensibles afin de renforcer la protection de l'investisseur.
  • [04] VAT : Commission welcomes political agreement on simpler invoicing rules The European Commission has welcomed the political agreement reached today on the Directive to simplify and modernise VAT invoice rules at the Council of Finance Ministers. The measure will be of significant practical benefit to firms operating within the Internal Market because it will ensure that they have only to deal with a single, simplified set of rules on invoicing valid throughout the EU instead of fifteen different sets of legislation. At the same time, the Directive will require Member States to recognise the validity of electronic invoices and allow cross-border electronic invoicing and electronic storage. The result will be a significant reduction of firms' administrative costs, in particular for medium-sized and small firms and an important boost to electronic commerce, currently hampered by obsolete invoicing rules. The simplified rules should also facilitate tax authorities' efforts to fight fraud. The Council will adopt the proposal formally once the text agreed has been translated into all eleven of the EU's working languages. The Directive will have to be implemented by 1st January 2004.
  • [05] Octobre 2001 Les prix à la production industrielle en baisse de 0,6% dans la zone euro ; -0,5% dans l'UE15 Au mois d'octobre 2001, les prix à la production industrielle dans la zone euro ont baissé de 0,6% par rapport au mois précédent, selon les estimations publiées aujourd'hui par Eurostat. Les prix dans l'UE15 ont diminué de 0,5%. Au mois de septembre, l'indice avait augmenté de 0,1% dans les deux zones. Au mois d'octobre 2001 et par rapport au mois d'octobre 2000, les prix à la production industrielle ont baissé de 0,6% dans la zone euro et de 0,4% dans l'UE15. C'est la première fois depuis juillet 1999 que les taux annuels sont négatifs.
  • [06] Octobre 2001 - Le chômage dans la zone euro stable à 8,4% ; l'UE15 stable à 7,7% Le taux de chômage de la zone euro, corrigé des variations saisonnières, était de 8,4% en octobre 2001, inchangé par rapport à septembre, selon les données publiées aujourd'hui par Eurostat. En octobre 2000, le taux était de 8,5%. Le taux de chômage de l'UE15 était de 7,7% en octobre, inchangé par rapport à septembre. Il s'élevait à 7,9% en octobre 2000. Les taux les plus bas ont été observés aux Pays-Bas (2,2% en septembre), au Luxembourg (2,5%), en Irlande (3,9%), en Autriche (4,0%), au Portugal (4,3%) et au Danemark (4,4%). Le taux de chômage de l'Espagne (12,9%) est resté le plus élevé de l'UE.
  • [07] November 2001 Economic sentiment indicator down by 0.5 in EU and euro area The economic sentiment indicator went down in November by 0.5 points in both the EU and the euro area. However, this decline was much more restrained than the previous month's. Germany, Spain and France, with -0.8, -0.6 and -0.4 points respectively, displayed the most important decreases. The economic sentiment indicator improved in 7 Member countries : Denmark, Austria and Sweden displayed a 0.2 point increase, while Greece, Italy, the Netherlands and the United Kingdom increased by 0.1 points.   • [08] Loyola de Palacio plaide en faveur de la stabilité des prix du pétrole Loyola de Palacio, vice-présidente en charge des Transports et de l'Energie, a rencontré hier à Bruxelles le secrétaire général de l'OPEP Ali Rodriguez. Elle a rappelé que la priorité de la Commission demeure la stabilité des prix. "Il est primordial de lutter contre les évolutions erratiques de prix et tout doit être fait pour garantir la stabilité", a-t-elle déclaré à l'issue de cette rencontre. "Le prix-cible raisonnable devrait être de 20 $ : l'Europe n'a pas plus d'intérêt aux prix trop bas qu'aux prix trop élevés", a-t-elle ajouté.
  • [09] Commission and Council agree more structural jobs reforms needed to face the economic slowdown The EU's Council of Ministers reached political agreement yesterday on the European Commission's 2001 'employment package', part of an annual process to drive forward labour market reform in Europe. The three-part package a report on Member States' employment performances, common policy guidelines for the future and recommendations tailored to each Member State comes as Europe faces its first economic slowdown since the start of the reform process. The package will now be sent as a key input to the Laeken European Council on 14-15 December.
  • [10] Un financement communautaire du budget de fonctionnement de l'Agence mondiale anti-dopage est exclu Les premiers résultats de la réunion du Conseil de Fondation de l'Agence mondiale anti-dopage (AMA) qui s'est réuni hier à Lausanne, confirment que celui-ci ne souhaite pas lever les obstacles à une proposition de la Commission au Parlement européen et au Conseil des Ministres visant au financement communautaire de l'AMA.
  • [11] Les Européens face à la crise internationale Soutien majoritaire pour l'action militaire et soutien massif pour l'aide humanitaire plutôt que les armes, l'action concertée de l'UE et des Etats membres plutôt que les interventions isolées, le soutien au rétablissement de la démocratie et à la reconstruction de l'Afghanistan : tels sont quelques uns des principaux résultats de l'enquête d'opinion (Flash Eurobaromètre) réalisée par la Commission auprès d'un échantillon de 15.000 personnes résidant dans l'UE, au sujet de la crise internationale générée par les attentats du 11 septembre.
  • [12] Poul Nielson re-launches EU-funded project for vulnerable women in Kabul On a visit to Kabul, Poul Nielson, the European Commissioner for Development and Humanitarian Affairs, has formally re-launched a "Food for Work" project funded by ECHO (the Humanitarian Aid Office of the EU). The project, which is implemented by MEDAIR, one of ECHO's NGO partners in Afghanistan, involves home-based quilt production by vulnerable women.
  • [13] VIème réunion de la commission mixte Communauté européenne - Communauté andine (03/12) La VIème réunion de la commission mixte Communauté européenne (CE)- Communauté andine (CAN) a eu lieu le 3 décembre, à Bruxelles. L'objet de cette réunion était de d'analyser la mise en œuvre de l'Accord-cadre de coopération entre la CE et la CAN et ses cinq Etats membres, la Bolivie, la Colombie, l'Equateur, le Pérou et le Venezuela. Outre une présentation des évolutions politiques des deux régions, les participants ont analysé leurs relations économiques et commerciales comme l'état et le futur de leurs relations de coopération.
  • [14] Osteoporosis in Europe - A Call to Action against a silent epidemic (! embargo 5 pm !) European Health and Consumer Protection Commissioner David Byrne today welcomed the call for action launched by the International Osteoporosis Foundation (IOF) at its conference in Brussels. He emphasised his intention to take action at EU level on policy issues related to preventing and managing the bone-fragility disease which notably affects fast rising numbers of post-menopause women. One in three women and one in eight men over the age of 50 are affected by an enhanced bone fragility and an increased fracture risk. The European Commission will shortly start a formal review of the follow-up given by national governments to recommendations made at EU-level in 1998 for preventing and managing osteoporosis. According to an IOF report presented today, such follow-up has been largely insufficient in most EU countries.
  • [15] Loyola de Palacio and Olivier Deleuze present the 2001 Renewable Energy Partnerships "Campaign for Take-Off" awards The Vice-President of the European Commission, Mrs Loyola de Palacio, and the Secretary of State for Energy and Sustainable Development of Belgium, Mr Olivier Deleuze, will personally present the 2001 EU "Campaign for Take- Off" awards at a ceremony on Wednesday, 5th December 2001, 12 noon, at the Salon des Glaces of the Palais d'Egmont, Petit Sablon 8, 1000 Brussels. These awards recognise the great efforts made in promoting renewable energy and showcasing successful projects and initiatives all over Europe. The Renewable Energy Partnership's programmes in the competition are ambitious and exemplary European initiatives of renewable energy applications.
