[01] La Commission se félicite des conclusions positives du rapport 2000 de
la Cour des comptes et se déclare prête à prendre acte de ses critiques
"Je me félicite des conclusions positives de la Cour qui encourageront tous
les services concernés de la Commission à poursuivre leurs efforts sur la
voie de la réforme interne," a déclaré Mme Michaele Schreyer, commissaire
européenne responsable du Budget, à propos du rapport de la Cour. "Je me
suis tout particulièrement réjouie de l'appui de la Cour à notre
proposition de refonte du règlement financier, qui constitue l'une des
étapes majeures de l'amélioration de la gestion financière de l'UE.
J'espère que le Parlement et le Conseil se prononceront bientôt sur cette
proposition". Mme Schreyer a ajouté : "Les critiques constructives de la
Cour sont utiles parce qu'elle nous montrent la voie à suivre. Beaucoup
d'erreurs sont rectifiées chaque année à la suite de son examen. Les
évaluations ou les modifications proposées dans le rapport sont déjà en
cours. Les critères appliqués par la Cour des comptes sont élevés, mais les
attentes des contribuables européens à l'égard de la gestion des ressources
que nous assurons en leur nom le sont tout autant. C'est la raison pour
laquelle nous nous efforçons de satisfaire à ces critères en coopération
avec les Etats membres, qui cogèrent plus de 80% du budget de l'UE."
[02] Focus on Mazar-I-Sharif in latest EU humanitarian aid decision for
Afghanistan
The EU Humanitarian Aid Office (ECHO) is currently finalising a further
humanitarian aid decision worth euro 15 million for victims of the crisis
in Afghanistan. This includes significant assistance for the area around
Mazar-I-Sharif which has just been captured by Northern Alliance forces.
Commenting on the proposed decision, Poul Nielson, the Commissioner
responsible for development and humanitarian aid, highlighted the
importance of delivering relief inside Afghanistan. "With tried and tested
aid agencies operating in the humanitarian front line, we are working
together to do our utmost to ensure that the relief gets through to those
who need it most. Humanitarian assistance is an absolute priority".
[03] Commission authorises Koch Industries to acquire sole control of KoSa
The European Commission has approved plans by US oil and chemical services
company Koch Industries Inc. to take over the whole of KoSa B.V, a provider
of specialist polyester products. KoSa is currently a joint venture between
Koch and Mexican firm Imasab. The deal does not pose any competition
concerns given that the activities of Koch and KoSa do not present any
overlaps.
[04] Commission clears Flextronics buy of Xerox's office-equipment business
The European Commission has cleared a proposal by Singapore-based
Flextronics International Inc to take over the whole of the office-
equipment business of Xerox Corp of the United States. The deal does not
pose any competition problems in Europe, as Flextronics itself does not
presently manufacture any office-equipment in Europe.
[05] La Commission approuve l'acquisition de AKB par SCH
La Commission européenne a autorisé l'acquisition, par la banque espagnole
Banco Santander Central Hispano (SCH), du groupe allemand AKB Holding GmbH
(AKB) appartenant à Märkische Bau-Union GmbH. Les deux groupes fournissent
des services bancaires, mais AKB concentre ses activités sur le financement
automobile.
[06] Fisheries : agreement on criteria for allocation of fishing
possibilities in the International Commission for the Conservation of
Atlantic Tuna (ICCAT)
The EU welcomes the results of the fourth meeting of the ICCAT working
group on allocation criteria which takes account of both the interests of
developed fishing nations and those of developing countries. The European
Commission, representing the EU, participated actively in the meeting, held
in Murcia (Spain) from 7 to 9 November, and was instrumental in the
adoption of a number of criteria which constitute a framework for the
allocation of fishing possibilities of tuna and tuna-like species in the
area under the responsibility of ICCAT, in line with the mandate given by
the Fisheries Council. The criteria include entitlement to allocation of
fishing possibilities, the fish stocks concerned, the allocation criteria
themselves and the conditions for their application. Allocation criteria
include criteria relating to : the interested parties' current and previous
fishing activities on the concerned stocks, the state of stocks where
fishing possibilities are to be allocated, the transmission of scientific
data by interested parties, and the status of those parties. ICCAT is a
Regional Fisheries Organisation aiming to conserve tuna and tuna-like
fisheries resources in the Atlantic and the Mediterranean. It has 31
contracting parties ; the EU has been a member since 1997.
[07] Appointment of new members to the Advisory Committee on Cancer
Prevention
The expiry of the three years term of all members required the re-
establishment of the entire membership of the Committee. The Commission
consulted in 2000 all Member States inviting them to propose new high level
expert candidates to serve on the Committee. On the basis of these
consultations 15 members have been appointed to serve on the Committee. A
full list of the new members is available in office 6/236 and 6/166 in the
Breydel.
