[01] La Commission tient exceptionnellement sa réunion hebdomadaire à
Florence (Italie) le 7 novembre 2001
La Commission européenne tient sa réunion hebdomadaire le 7 novembre 2001 à
l'Institut Universitaire Européen (Florence, Italie). Elle tient ainsi à
s'associer à la célébration du 25ème anniversaire de l'Institut. A cette
occasion, le Président Romano Prodi a déclaré : "L'Institut Universitaire
Européen de par son existence et son rayonnement a joué un rôle majeur dans
l'enseignement dans l'Union européenne. Les travaux de recherche entrepris
à l'Institut représentent un apport de très gande valeur pour tous ceux qui
sont concernés par le développement futur de l'Union. Je souligne aussi
toute l'importance que la Commission attache au développement des archives
historiques déposées par les institutions européennes et par un nombre
croissant d'autres organisations privées et de personnalités auprès de
l'Institut. Ces archives historiques constituent un élément essentiel de la
mémoire de l'Union européenne. Elles sont un rappel permanent des valeurs
fondamentales qui sont à la base des traités de l'Union. Dans ce contexte,
je tiens à saluer la décision de la famille de Gasperi de déposer auprès de
l'Institut les archives personnelles de celui qui fut avec Schuman,
Adenauer, Monnet, Spaak et beaucoup d'autres un des 'phares' de l'Union.
Les mondes politique et universitaire doivent poursuivre leur collaboration
pour la mise en oeuvre des valeurs communes à tous les Européens."
[02] Structural funds : EU contributes euro 145 million to business
investment in UK regions
Michel Barnier, Member of the European Commission responsible for regional
policy, announced today in London the launch of business investment funds
for four regions of the United Kindgom : Merseyside, South Yorkshire, West
Wales and the Valleys, Cornwall and the Isles of Scilly. These regions,
which are covered by objective 1 of the structural funds for the period
2000-2006, have worked together to establish integrated risk capital funds
to support small and medium-sized enterprises. The European funding set
aside for the schemes amounts to euro 145 million and will attract further
euro 177 million of investment from the private and public sector, creating
total resources of over euro 322 million. The funds aim to create and
safeguard about 30,000 jobs and to assist and help start 3,800 enterprises
over the next 10 years.
[03] Flash estimate - October 2001 - Euro-zone inflation estimated at 2.4% -
Eurostat issues for the first time advance information about inflation
(! embargo 12 am !) Euro-zone annual inflation is expected to be 2.4 % in
October, down from 2.5% in September, according to a flash estimate issued
today by Eurostat. Eurostat publishes today, for the first time, flash
estimates for the Monetary Union Index of Consumer Prices (MUICP). From
this month onwards, these flash estimates will be published around the end
of the reference month, i.e. between two and three weeks before the
complete MUICP results are available. Eurostat seeks thereby to provide
users with advance information about likely inflation movements.
[04] La Commission soutient la Semaine européenne de la Science
La Semaine européenne de la Science et de la Technologie 2001 se déroulera
du 5 au 12 novembre prochain. Les événements organisés durant cette semaine
dans de nombreux pays visent à diffuser la science et la technologie vers
le grand public et à rappeler l'importance de la collaboration et de la
tradition scientifique européenne. Pour Philippe Busquin, Commissaire
européen à la Recherche, "Etant donné l'importance du problème, l'Union
renforce et renforcera encore à l'avenir ses actions de soutien au
développement de la culture scientifique des citoyens. Des initiatives
comme la Semaine européenne restituent à la science cette dimension
intuitive que l'enseignement, faute peut-être de crédits, a perdue." La
Semaine européenne de la Science et de la Technologie fait partie d'une
plus large initiative de l'UE pour sensibiliser le public à la science et à
la technologie, et plus particulièrement pour encourager les jeunes à
s'intéresser à ces matières, non seulement dans la perspective d'un emploi
futur mais aussi comme citoyens mieux informés. Les sept événements
soutenus par la Commission à concours de 1.7 million d'euros se dérouleront
en Allemagne, Belgique, Espagne, Estonie, Grèce, Italie, Portugal, Royaume-

[05] Round table on food and agriculture in Madrid : need shift in
attitudes of consumers and producers
At a high level round table with leading farming representatives, food
producers, retailers, consumer experts and scientists, European
Commissioner for Health and Consumer Protection David Byrne today in Madrid
debated a strategic re-thinking of food production and food policy in terms
of quality, safety and cost. The Commissioner emphasised the need for
shifts in attitudes of both consumers and producers if society's
expectations of food and agricultural policy are to be met. Industry,
consumer and agricultural sector representatives welcomed the initiative as
timely and of strategic importance. With respect to food safety, the Round
Table emphasised the importance of the early establishment of an
independent European Food Authority.
[06] Franz Fischler : "WTO negotiations in Doha must have a strong
development theme"
The process of integrating the developing countries into the world trading
system is a key element in redressing the economic imbalance in the world
today. The negotiations on agriculture are particularly important in the
development context, given the heavy dependence on agriculture of many
developing countries. The fundamental objective must be a progressive
establishment of a fair and market orientated agricultural trading system.
Speaking at the FAO Ministerial conference in Rome, European Commissioner
Franz Fischler, responsible for Agriculture, Rural Development and
Fisheries, stressed the need of developing countries for special conditions
so that they can adapt to the demands for further liberalisation more
easily. "Such conditions are part of the proposal of the European Union for
the WTO negotiations." Different time-tables may be needed in the programme
of tariff adjustments, taking also into account the special problems of
adaptation faced by WTO members which depend heavily on the preferences
which the EU currently offers to them and which will be eroded as tariffs
are reduced.
