[I] Résultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] L'Europe doit se doter d'instruments communs pour faire face au
terrorisme
(! embargo 15h00 !) La Commission européenne appelle à une harmonisation
accrue et une coopération plus étroite dans la lutte contre le terrorisme
et la criminalité. En adoptant aujourd'hui deux propositions de décisions-
cadres relatives l'une à la lutte contre le terrorisme et l'autre au mandat
d'arrêt européen, la Commission rentre dans le vif du sujet : mettre sur
pied une véritable coopération pénale européenne, basée sur la
reconnaissance mutuelle automatique entre les autorités judiciaires des
Etats membres.
[02] Trans-European Transport Network 2001-2006 : Commission selects
priorities to receive euro 2780 million funding
The European Commission has adopted a decision on the Indicative
Multiannual Programme for the funding of the Trans-European Transport
Network over the 2001-2006 period. After assessing all bids received, the
Commission allocates euro 2780 million to successful projects. Nearly 50%
of this amount will go to the large infrastructure projects endorsed by the
1994 Essen European Council, 20% will go to the Galileo programme, the rest
being shared between various railway bottlenecks, cross-border projects and
Intelligent Transport Systems. "The selected projects will contribute to
meeting our key transport policy challenges as outlined in the Commission
White Paper on Transport adopted on 12 September : shifting the balance
between different modes of transport, fighting bottlenecks and congestion
and placing quality and security at the heart of the common transport
policy", said Vice-President Loyola de Palacio, Commissioner in charge of
Energy and Transport.
[03] Commission approves the terms of accession of China and Taiwan to WTO
The European Commission has approved the terms of accession of the People's
Republic of China to the World Trade Organisation. These results will now
be transmitted to the Council of Ministers and the European Parliament for
formal adoption. Welcoming the decision Trade Commissioner, Pascal Lamy
said : "These terms represent a balanced and ambitious package of market
opening commitments, which will bring substantial benefits to China and
Taiwan as well as to their WTO trading partners. In order that China and
Taiwan may join the WTO as soon as possible we immediately have taken all
necessary internal procedural measures to this end."
[04] Commission orders recovery of aid from Hiltex
After a thorough investigation procedure, the European Commission has found
aid of some euro 5.9 million (DEM 11.6 million) to Hirschfelder Leinen und
Textil GmbH (Hiltex) to be incompatible with the common market. Germany
must recover the aid with interests generated since the date of its award.
[05] Espagne : la Commission autorise une série d'aides d'Etat à General
Electric et ouvre une enquête à l'égard d'une nouvelle aide présumée en
faveur du porcelainier GEA
La Commission européenne a décidé de ne pas soulever d'objections à l'égard
de l'aide à l'investissement que les autorités espagnoles envisagent
d'octroyer à GE Plastics SL. La nouvelle unité de production de
polycarbonate devant être construite à Carthagène (région de Murcie)
bénéficiera de subventions à hauteur de 152 millions d'euros. La Commission
a par ailleurs ouvert une enquête approfondie au sujet d'une aide présumée
consentie au porcelainier Grupo de Empresas Álvarez (GEA), qui est installé
à Vigo (Galice). Elle avait autorisé une précédente aide en faveur de cette
même entreprise à condition que celle-ci ne reçoive pas de nouvelles
subventions. La Commission doute sérieusement que cette exigence ait été
respectée.
[06] La Commission décide que l'apport de capitaux consenti en faveur
d'Enichem en 1994 est compatible avec le marché commun
La Commission européenne est parvenue à la conclusion que chacun des
éléments d'aide d'Etat contenus dans l'apport de capitaux de 150 millions
d'euros (3.000 milliards ITL) accordé en 1994 par l'ENI à Enichem est
conforme aux lignes directrices pour les aides à la restructuration, et
donc compatible avec le marché commun. En 1998, le Tribunal de première
instance avait annulé la décision par laquelle la Commission avait exclu
que cet apport constitue une aide d'État sans procéder à l'examen formel
prévu par les dispositions du traité relatives aux aides d'Etat. La
Commission a donc procédé à cet examen et réuni toutes les informations
pertinentes. L'examen est aujourd'hui achevé et a confirmé les conclusions
initiales de la Commission.

[07] Romano Prodi et Guy Verhofstadt accueillent la seconde séance du débat
sur "Bruxelles, 'capitale' de l'Europe"
Le Président de la Commission européenne Romano Prodi et le Premier
ministre belge Guy Verhofstadt vont accueillir, ce mercredi 19 septembre,
la seconde et dernière séance de réflexion sur le rôle de Bruxelles dans la
vie de l'Union européenne. A l'issue de la première séance, organisée en
mai, il a été conclu que, contrairement à la capitale d'un Etat-nation, la
fonction de Bruxelles est de refléter non pas une identité unique, mais la
diversité européenne. La seconde séance examinera ce que cette fonction
pourrait signifier pour la ville elle-même.
[08] France, Ireland and the Netherlands regain FMD-free status
The OIE (Office International des Epizooties) Foot and Mouth Diseases (FMD)
and Other Epizootics Commission meeting at 18 and 19 September in Paris,
returned France, Ireland and the Netherlands to the list of FMD-free
countries where vaccination is not practised. These Member States had lost
that status following outbreaks of Foot and Mouth Disease in March at this
year. According to the OIE rules, countries can regain the disease-free
status three months after the last case has been confirmed and stamped-out
and after the slaughter of the last vaccinated animal. The remaining
restrictive measures of third countries on the import of live animals,
fresh meat and meat products, fresh milk and milk products and other
products from FMD susceptible animals from France, Ireland and the
Netherlands are now expected to be lifted. For more information on the OIE
