  • [01] La Commission souhaite intensifier la coopération avec les pays tiers dans le domaine de l'enseignement supérieur Viviane Reding, Commissaire européenne en charge de l'Education, et Chris Patten, Commissaire en charge des Relations extérieures, soumettront demain au Collège une Communication sur le renforcement de la coopération de l'UE avec les pays tiers dans le domaine de l'enseignement supérieur. Cette Communication propose de nouvelles mesures et lance un débat sur les moyens de développer les échanges universitaires entre l'UE et les pays tiers et de promouvoir l'UE comme un centre d'excellence attirant plus d'étudiants, d'enseignants et de chercheurs de pays tiers.
  • [02] Commission claws back euro 142.9 million of farm expenditure from Member States The European Commission adopted a decision to recover euro 142.9 million of EU farm money misspent by Member States. The money will be claimed back because of inadequate control procedures or non-compliance with the EU rules on agricultural expenditure. Member States are responsible for paying out and checking virtually all expenditure under the Common Agricultural Policy (CAP). The audit procedure is a vital instrument for controlling EU farm expenditure. It allows for the recovery of money paid out by the Member States without sufficient guarantees of the legitimacy of the payments or the reliability of the controls.
  • [03] Commission clears acquisition by CVC of a division of Amstelland The European Commission has approved the proposed acquisition by the investment group CVC of the Cementbouw Handel & Industrie division of Amstelland B.V. (NL). The operation will have an impact only in the Dutch and, to a limited extent Belgian and German, markets for building materials and does not lead to any significant overlap between the activities of Cementbouw Handel & Industrie and CVC's portfolio companies.
  • [04] La Commission et le gouvernement belge signent un Memorandum d'accord sur le Berlaymont Le Vice-Président de la Commission européenne Neil Kinnock et le Ministre belge Rik Daems ont signé aujourd'hui un Memorandum d'accord sur la rénovation du Berlaymont. Le Memorandum prévoit la signature avant la fin de la Présidence belge d'une convention incluant un prix fixe maximum et une date fixe de finalisation des travaux.
  • [05] Commission launches consultation on transparency obligations of publicly traded companies The European Commission has launched an open Internet consultation on the transparency obligations of issuers whose securities are traded on regulated markets. This is the first consultation set up by the Commission in accordance with the recommendations of the February 2001 report of the Lamfalussy Committee (see http://europa.eu.int/comm/internal_market/en/ finances/general/lamfalussy.htm). The Committee recommended that all new legislation in the securities field should be preceded by an early, broad and systematic consultation of all interested parties in the securities area, and this was endorsed by the Stockholm European Council. The consultation document provides first indications of the views of the Commission services as to the possible structure and content of a new regime on disclosure requirements and asks for contributions from interested parties by 30 September 2001. The preliminary orientations contained in the consultation document are without prejudice to any future decisions by the Commission in finalising its proposals. This consultation will be followed soon by another on the revision of the Investment Services Directive.
  • [06] La Commission adopte un train de mesures d'aide humanitaire pour un montant de plus de 8,5 millions d'euros La Commission européenne a arrêté récemment un certain nombre de décisions d'aide humanitaire représentant un montant total de plus de 8,5 millions d'euros. Cette assistance est acheminée par l'Office d'aide humanitaire (ECHO). Ces décisions concernent le Kenya (3,1 millions d'euros), la Somalie (1,7 million d'euros), le Yémen (1,885 million d'euros), la République centrafricaine (1 million d'euros) et le Mozambique (0,84 million d'euros).
  • [07] Eurobaromètre printemps 2001 : premiers résultats Les premiers résultats du sondage Eurobaromètre le plus récent (numéro 54) sont publiés aujourd'hui. Ces résultats fournissent des réponses, pour chaque pays de l'Union européenne, aux questions concernant le soutien à l'appartenance à l'UE et à la monnaie unique, les perceptions des bénéfices découlant de l'appartenance à l'UE, la confiance en la Commission européenne, et le soutien pour l'élargissement, la PESC et une politique commune de défense. On constate une montée légère de l'indifférence envers l'appartenance à l'UE et ses bénéfices. Le niveau de soutien pour la monnaie unique, l'élargissement, la politique étrangère commune et la politique commune de sécurité et de défense est stable. Les sondages Eurobaromètre existent depuis 1973. Le présent sondage a été réalisé en avril et mai 2001.
