  • [01] Access to documents : Commission welcomes approval of new rules by Parliament following Commission's and Council's endorsement of that text The European Parliament today approved the Regulation for public access to documents held by the European institutions. A single set of rules will now govern the public rights of access to documents held by the European Parliament, the European Commission, the Council of Ministers. In principle all documents should be publically available. Any refusal to grant access must be justified by the institution concerned.
  • [02] La Commission clôt une procédure contre Bayerische Landesbank après que celle-ci a modifié ses tarifs pour la conversion des monnaies de la zone euro La Commission européenne a décidé de clore la procédure d'infraction qu'elle avait engagée contre la banque allemande Bayerische Landesbank Girozentrale concernant les commissions de conversion pour les monnaies de la zone euro. Elle a pris cette décision après que la banque allemande a décidé de supprimer son tarif minimum de 2 euros (environ 4 marks) et de réduire sa commission de 3 à 2% applicable à tous les clients à partir du 1er mai. La banque offrira ce service gratuitement à ses titulaires de compte à compter de cette date en ce qui concerne l'achat de billets de la zone euro, et à partir du 1er octobre en ce qui concerne tant l'achat que la vente de ces mêmes billets.
  • [03] Commission ends proceedings against Ulster Bank after it changed its tariffs for exchanging euro-zone currencies The European Commission has decided to end cartel proceedings against Irish bank Ulster Bank Ltd regarding charges for the exchange of euro-zone bank notes. This decision comes after Ulster Bank decided to abolish its minimum fee of two pounds (around euro 2.5) and decrease its percentage charge from 2,25% to 1% for all customers as from the 16th of May. From October, Ulster Bank will provide the service free of charge for its accountholders for all euro-zone banknotes. Ulster Bank will thus set prices independently from a group of Irish banks which stand accused of fixing cash exchange tariffs and provide a cheaper, competitive service for customers ahead of the summer holiday period.
  • [04] La Commission autorise Usinor à prendre le contrôle de Tubisud Italia La Commission européenne a autorisé le projet d'acquisition par Usinor SA d'une participation de 55% dans la société sidérurgique italienne Tubisud Italia SpA. L'opération renforcera la présence du groupe Usinor sur les marchés italiens de la production de tôles d'acier à revêtement organique et de la distribution d'acier par l'intermédiaire de centres de service, mais elle ne réduira pas sensiblement la concurrence.
  • [05] Commission clears Norwegian office supplies Date B2B joint venture The European Commission has cleared a joint venture called Date AS between Norwegian companies Telenor Bedrift AS, Den norske Bank ASA, ErgoGroup AS and Accenture Technology Ventures B.V. of the Netherlands. Date will create and operate an Internet business-to-business (B2B) marketplace for the procurement of office supplies.
  • [06] Lutte contre les marées noires : Loyola de Palacio salue l'accord international pour l'élimination des pétroliers à coque unique et souligne le rôle moteur de l'UE Loyola de Palacio, vice-présidente de la Commission européenne en charge des Transports et de l'Energie, s'est réjouie hier de l'accord obtenu au sein de l'Organisation Maritime Internationale (OMI) en faveur d'une accélération de l'élimination des pétroliers à coque unique. Selon les termes de l'accord, les pétroliers à simple coque n'auront plus accès aux ports européens dès 2015. "Nous sommes parvenus à un bon accord international qui va rendre nos mers plus sûres et certainement réduire les risques de catastrophes aussi graves que celle de l'Erika", a déclaré Mme de Palacio, avant d'ajouter : "L'Union européenne a été le moteur du changement et a permis qu'une telle décision internationale soit prise dans des délais rapides : nous pouvons être fiers de notre action qui a été décisive pour parvenir à de tels résultats, finalement très proche de nos positions."
  • [07] Commission launches new round of SLIM (Simplification of Legislation in the Internal Market) The European Commission has launched the latest (fifth) round of SLIM (Simplification of Legislation in the Internal Market), concerning the shipment of radioactive waste, the levels of pesticide residues in fruit and vegetables and the Directive on Cosmetics. Existing Community legislation in each of these three areas will be reviewed by SLIM teams with a view to identifying those provisions that are particularly burdensome and costly for users of the legislation and could be modified without compromising the objectives of the legislation. Each team is composed of five representatives of Member States and an equal number representing users of the legislation concerned.
  • [08] Lutte contre le dopage : la Commission lance de nouveaux appels à propositions La Commission européenne vient de publier un appel à propositions qui permettra le lancement de nouvelles actions pilotes s'ajoutant aux 16 projets déjà soutenus. Deux catégories d'actions sont éligibles : des programmes d'information et d'éducation sur la lutte contre le dopage et des conférences sur les moyens d'harmoniser la lutte contre le dopage au niveau européen.
  • [09] La Commission adopte deux plans de développement rural La Commission européenne a adopté les deux plans suivants de développement rural pour la période 2000-2006 : Portugal, Madère (dépense totale : 28,095 millions d'euros ; contribution de l'UE : 22,448 millions d'euros) ; Italie, Campania (dépense totale : 201,652 millions d'euros ; contribution de l'UE : 151,180 millions d'euros). Les deux plans intègrent principalement quatre mesures : préretraite, soutien aux zones défavorisées, actions pour la protection de l'environnement et boisement des terres agricoles.
  • [10] April 2001 - Subdued confidence in industrial sector ; consumers and service sector holding steady (! embargo 12 am !) The economic sentiment indicator went down in April by 0.4 point in the EU, while in the euro area there was a more modest 0.2 point decrease. The decrease was mainly fuelled by a decrease in industrial confidence (-1 point in the EU and -3 points in the euro area) while consumer confidence remained steady (steady in euro-area and slight decrease in EU). The new service sector confidence indicator showed a slight increase for the first quarter of the year.   • [11] March 2001 - Euro-zone unemployment at 8.4% ; EU15 at 7.8% (! embargo 12 am !) Euro-zone seasonally-adjusted unemployment stood at 8.4% in March 2001, according to data published by Eurostat today. It was 8.5% in February 2001 (revised from 8.7% reported last month) and 9.2% in March 2000. The EU15 unemployment rate was 7.8% in March 2001. In February 2001 it was 7.8% (revised from 8.0% reported last month). It was 8.5% in March 2000. Lowest rates were registered in Luxembourg (2.3%), the Netherlands (2.5% in February), Austria (3.7%) and Ireland (3.8%). Spain's 13.5% remained the EU's highest rate. In the last twelve months, the most important relative falls were recorded in Ireland (from 4.6% to 3.8%), France (from 10.0% to 8.6%), the Netherlands (from 2.9% to 2.5% in February) and Sweden (from 6.4% to 5.4%). US unemployment stood at 4.3% and the Japanese rate at 4.8%. In March 2001, 11.5 million men and women were unemployed in the euro-zone and 13.4 million in the EU15. These are seasonally-adjusted figures in line with ILO criteria.
