[01] La Commission propose de renforcer l'utilisation des ceintures de
sécurité
La Commission européenne a proposé aujourd'hui de modifier la législation
en matière de sécurité routière pour rendre obligatoire, pour le toutes les
personnes se trouvant à bord d'un véhicule, le port des ceintures de
sécurité installées dans les autobus, les camions, les camionnettes et les
voitures particulières. Les jeunes enfants doivent, eux aussi, être
protégés par un dispositif de retenue approprié dans les voitures
particulières. Ces propositions sont le reflet des meilleures pratiques
appliquées dans les Etats membres et s'appuient sur les améliorations
apportées en matière de sécurité par l'industrie automobile. Elles
contribueront à harmoniser les conditions de circulation dans l'ensemble de
l'UE, et permettront de diminuer de façon significative le nombre des
personnes, adultes et enfants, qui trouvent la mort sur les routes.
[02] La déclaration sur le sport adoptée à Nice définit un modèle européen
du sport respectueux de la diversité culturelle et à forte dimension
sociale
Viviane Reding, la Commissaire européenne en charge de l'Education, de la
Culture et du Sport, estime que la déclaration sur la spécificité du sport,
annexée aux conclusions de la Présidence à l'issue du Conseil européen de
Nice, est un signal politique clair que les politiques nationales et
communautaires doivent mieux intégrer le sport dans sa dimension sociale et
culturelle. La Commission est sensible à ces questions et en tient compte
dans l'examen des dossiers qui relèvent du droit communautaire.
[03] Fisheries : applying the precautionary principle and multiannual
strategies to the setting of total allowable catches
The European Commission has adopted a Communication to the Council and the
European Parliament on the application of the precautionary principle and
multiannual arrangements in the setting of Total Allowable Catches (TACs)
and the rate of exploitation to be applied in the management of single
species. TACs are at the core of the conservation of fish stocks under the
Common Fisheries Policy. However, the process of setting annual TACs has
long been judged as unsatisfactory, both in terms of protection of this
important biological resource and of the economic impact on fish producers
of the fluctuations which often occur from year to year. Agriculture, Rural
Development and Fisheries Commissioner Franz Fischler said : "The
conditions are now met, the Commission believes for a new approach to be
adopted which will combine a multiannual approach based on the
precautionary principle with the aim of optimising conservation and
bringing more stability in the fixing of TACs."
[04] Central European candidates : euro 134 million SME Finance Facility
signed
(! embargo 2.15 pm !) As part of their effort to support the development of
small and medium sized enterprises of Central European candidate countries,
the European Commission and the Council of Europe Development Bank (CEB),
in association with Kreditanstalt für Wiederaufbau (KfW), have reached an
agreement to allocate euro 134 million to the existing Commission programme
SME Finance Facility. The activities under this programme will be launched
today in Brussels with the signature of the arrangement between the three
institutions in the presence of Enlargement Commissioner Günter Verheugen.
[05] Commission authorises Creditanstalt, LASG and Austrian Airlines to
acquire control of AirPlus
The European Commission has given the go-ahead for AUA Beteiligungsgesellschaft
mbH (ABG), a subsidiary of Austria Airlines, Creditanstalt AG (CA), a
subsidiary of Bank Austria, and Lufthansa AirPlus Servicekarten GmbH (LASG),
a Lufthansa Group subsidiary, to acquire joint control of the AirPlus
Österreich joint venture.
[06] La Commission autorise Dow à acquérir le contrôle exclusif de Gurit-
Essex et de Gurit-Essex Trading
La Commission européenne a autorisé Essex Specialty Products Inc., qui
appartient à Dow Chemical Company, à acquérir le contrôle exclusif de Gurit-
Essex AG (GEX) et de Gurit-Essex Trading AG (GEX Trading). L'opération ne
pose pas de problèmes de concurrence, étant donné que les deux sociétés
sont déjà partiellement contrôlées par la filiale de Dow, qui rachète la
participation détenue par la société suisse Gurit-Heberlein AG, et qu'il
reste suffisamment de concurrents solides sur le marché.
[07] La Commission autorise la prise de contrôle de Moulinex par le groupe
EL.FI
La Commission européenne a donné son feu vert à l'opération par laquelle le
groupe industriel italien EL.FI acquiert le contrôle de Moulinex, le
fabricant français de petits électroménagers. L'enquête menée par la
Commission a permis de conclure que l'opération n'est pas de nature à créer
ou renforcer une position dominante sur les marchés considérés.
[08] Commission clears merger between American hard disk drive producers
Quantum HDD and Maxtor
The European Commission has authorised the merger between Quantum HDD and
Maxtor Corp., two US companies that manufacture and sell hard disk drives
to be used world wide in desktop PCs. The deal does not raise any
significant competition concerns as there will remain sufficient and strong
competitors in the market.
[09] La Commission contribue à l'amélioration de la santé et de l'hygiène
en Bolivie
Chris Patten, Commissaire européen aux Relations Extérieures, a signé une
Convention de Financement d'un montant total de 30 millions d'euros pour le
"programme d'appui au secteur de l'hygiène et de la santé de base" dans les
départements de Potosí et Tarija, d'une durée prévue de cinq ans. La
Commission financera le projet à hauteur de 25 millions d'euros et le
Gouvernement bolivien à hauteur de 5 millions d'euros.
[10] Pascal Lamy meets ACP Trade ministers to underline importance of EU-
ACP relationship
Today, European Trade Commissioner Pascal Lamy meets Trade Ministers from
the 77 African, Caribbean and Pacific (ACP) countries during their
extraordinary meeting in Brussels. Mr Lamy will hold talks with the
ministers at the end of the first day of a two-day meeting during which
they will plan joint trade policy strategy. The talks come just a week
after Mr Lamy indicated that he believed the time had come for the European
Union to reformulate its position on an agenda for a new round of
multilateral trade negotiations in order to take fuller account of less
developed countries' concerns.
[11] Pharmaceuticals : Erkki Liikanen meets key stakeholders
Erkki Liikanen, European Commissioner responsible for Enterprise and
Information Society, today met key stakeholders from around Europe in
Brussels to take a hard look at the competitiveness of the EU
pharmaceutical industry. Growing signs of a "competitiveness gap" between
the EU and US-based parts of this industry have for some time been steadily
rising up the agenda of both industry representatives and the Commission,
which decided earlier this year to ask a team of experts to examine the
situation. Their published report represents the views of the consultants,
and not that of the Commission. Ministers and Industry Chief executives
were invited - along with MEPs and patient organisations - to discuss the
problem and look for a solution.
