[01] La Commission autorise la création d'une entreprise commune, baptisée
NovaBank, entre Banco Comercial Portugues et Interamerican
La Commission européenne a donné son feu vert à la réalisation d'une
opération par laquelle la banque portugaise Banco Comercial Portugues (BCP)
et le groupe d'assurance grec Interamerican Hellenic Life Insurance Company
SA se proposent d'acquérir le contrôle conjoint de NovaBank, une entreprise
commune nouvellement créée. NovaBank exercera ses activités sur le marché
grec des services bancaires aux particuliers, où aucune des entreprises
fondatrices n'est encore présente. En dehors de l'entreprise commune, les
activités des parties ne se chevauchent pas non plus de manière
significative en Grèce. La concentration ne suscite par conséquent aucune
inquiétude quant à son impact sur l'exercice d'une concurrence effective.
[02] Euro-zone annual inflation down to 2.3% ; EU15 down to 2.0%
(! embargo 12 am !) Euro-zone annual inflation fell from 2.4% in July to
2.3% in August, Eurostat reports today. EU15 annual inflation fell from
2.2% in July to 2.0% in August. Highest annual rates were in Ireland (5.7%),
Luxembourg (3.7%), Spain and Portugal (both 3.6%) and lowest rates were in
the United Kingdom (0.6%), Sweden (1.4%) and Germany (1.8%). Compared with
July 2000, annual inflation rose in four Member States, fell in eight and
was unchanged in three. Compared to August 1999, the biggest relative rises
were in France (0.5% to 2.0%), Austria (0.5% to 1.9%) and Belgium (0.9% to
3.4%) ; the only relative falls were in the United Kingdom (1.3% to 0.6%)
and in Denmark (2.4% to 2.2%). Lowest 12-month averages up to August were
in the United Kingdom (0.9%), Sweden (1.2%) and France (1.4%). Highest were
in Ireland (4.5%), Spain and Luxembourg (both 3.0%).
[03] Adoption of further rural development programmes
The European Commission has adopted the following Rural Development
Programmes for the period 2000-2006 : Germany, general framework regulation
for the implementation of rural development measures ; Germany, Hamburg
(total cost euro 76,7 million ; EU contribution euro 37,8 million). (for

[04] Invitation to public Hearing on Reducing fleet overcapacity in the EU
On the invitation of European Fisheries Commissioner Franz Fischler, around
150 representatives of the EU fishing industry, consumers and environmental
NGOs, experts and academics, as well as representatives of European
institutions, have been invited to Brussels. The debate will focus on the
ways in which fleet capacity and fishing effort should be managed in the
future in order to reach a balance with the available resources, given too
many fishing vessels generate too much fishing effort which, inevitably,
leads to ever decreasing fish stocks as too few fish are left to reproduce
and replenish them (for further information see today's BIO note). The
hearing will be held in Brussels on 21 September 2000 from 3 pm to 7 pm at
the Centre Borschette and will be followed by a press conference from
Commissioner Fischler. Given access for journalists is subject to
