[01] New Independent States (NIS) : Commission clears humanitarian aid
worth euro 7.855 million
The European Commission has cleared a package of humanitarian aid worth
euro 7.855 million to assist the most vulnerable sections of the population
of seven New Independent States : Southern Caucasus (Armenia, Georgia,
Azerbaijan), Ukraine, Belarus, Moldova and the Russian Federation. This aid,
channelled via the Humanitarian Aid Office (ECHO) will enable Non-
Governmental Organisation's (NGOs) to carry out projects over the next 12
months. This programme is focusing on the need to ensure ongoing
humanitarian aid to refugees and Internally Displaced People (IDPs). Two
main sectors are targeted: food aid security and health care. In the
Southern Caucasus (Armenia, Georgia), there will be support for refugee
settlements, including the management of basic health care for rural
populations, support for specific medical activities and the continuation
of food security programmes. In Azerbaijan, food aid will be provided to
returnees and Internally Displaced People (IDPs) and primary health care,
including immunization, to mothers and children. The programmes in Belarus,
Moldova and Ukraine focus on the development of health care reform
programmes, as well as the supply of food aid, hygiene parcels and medical
supplies to elderly and disabled people. In the Russian Federation, there
is ongoing support for two Red Cross programmes targeting patients with
tuberculosis. ECHO's support for the NIS region started in 1993. Previous
funding made available between 1994 and 1999 amounts to euro 386 million.
